First, stand at the tipping point of China's private education

On September 1, 2013, Wenzhou Xiangyu Middle School officially opened its doors after 8 months of preparation, opening its doors and welcoming the first batch of students. Among them, there are 721 in the first grade and 620 in the first grade.

The opening of a new school was not unusual. But this school has a special meaning.

First of all, it occurred in Wenzhou, a city listed by the State Council as a "pilot for the comprehensive reform of private education", the forefront of the development and reform of private education;

The opening of this school has far-reaching innovative value and exemplary effect on China's private education. In the view of Wang Zuoshu, president of the National Private Education Association, this incident is "a landmark event in the development of private education in China". The ministry of education has not only come to Wenzhou for field research many times, but also set up scientific research topics to summarize and study this model.

At the same time, in the sense of how to run a good school, Wenzhou Xiangyu Middle School also has real materials. In order to build learning resources, the school has built a large number of museums, including the Insect Museum and the Shell Museum, which is breathtaking. Zheng Jianhai, director of the Wenzhou Municipal Education Bureau, commented, "Such a professional science museum built in the school is not only unique in Wenzhou, I am afraid it is difficult to find a second one in the country."

Practice can best test the vitality of a new thing. Not only are there an endless stream of visitors to Wenzhou Xiangyu Middle School, but principal Lu Zhiwen receives the same phone call every week, sincerely inviting him to "come to us and run the school in the same way."

This kind of phone call is available every week.

Lu Zhiwen was exhausted, and of course he could no longer accept the invitation to run the school. But a judgment became clearer and clearer in his heart, "China's private education reform has reached the final tipping point, and it has reached this point!" ”

In this sense, Lu Zhiwen and Wenzhou Xiangyu Middle School are undoubtedly the pathfinders and vanes of China's private education trend.

At the end of 2014, the reporter of this magazine came to Wenzhou. In order to accurately reflect the multiple connotations of the school, we have used a variety of macro, meso and micro perspectives, maps, photos, interview recordings, construction planning maps, Microblog screenshots, inspection reports and other styles, using these "long guns and short cannons" to look at the small with the big and the small to look at the big, hoping to show its profundity and richness.

Second, macro chapter: private education from the perspective of political economy

The picture shows Wenzhou. Green is the mountain, gray yellow is the water. It is here that the OuJiang, the second largest river in Zhejiang Province after the Qiantang River, breaks through the last barrier of the mountains and flows freely into the East China Sea.

The mountains and waters keep rushing at me, and there is not much flat land left for people. Perhaps it is the resource situation of "seven mountains, two rivers and one field" that forced Wenzhou people to go out of their homes and run around at the beginning of reform and opening up. They showed superb industrial and commercial talents, created the world-famous "Wenzhou model", and quickly became rich.

The place marked with a red "A", named Oubei, belongs to Yongjia County. Oubei and Wenzhou are only separated by a bridge, the location is excellent, a few years ago was abolished the establishment of the town, upgraded to a new urban development area. Oubei has a developed private economy, and has grown a number of listed companies such as Aokang, Red Dragonfly, Annunciation Bird and a large number of well-known entrepreneurs such as Wang Zhentao.

In Oubei, we deliberately chose to walk through the streets and alleys. The private cars on the streets and the outfits of young people when they enter show the wealth of Oubei, but the messy street layout and the phenomenon that a large number of cars have to be placed on the side of the road due to the lack of parking lots also more or less show that the speed of wealth accumulation and the speed of social development are too unexpected, so that construction planning, street management and other aspects lack of preparation, and have to accept the helpless reality of "first development, then planning".

Yes, infrastructure and public services at the original town level are stretched thin in the new wave of urbanization. This also includes education.

1. The Political Economy of Yongjia

Although Oubei is not the administrative center of Yongjia County, it has a permanent population of 310,000, accounting for 40% of the total population of the county, and the fiscal revenue accounts for about 70% of the county. On the rare flat land on the north bank of the Oujiang River, people live a rich life of living and working in peace and contentment, but the education of their children makes everyone very dissatisfied.

Due to the lack of good schools, far from meeting the increasingly critical educational needs, parents have to send their children out to study, to Wenzhou city, to Linxian County, to Hangzhou, and even to Shanghai and abroad. Oubei expels hundreds of students every year.

Not only did the children go out, but many parents also went out to accompany them, and even moved their homes and companies away. This has put a lot of pressure on the government, and the education problem has not been solved well, which has actually caused the migration of talents, the loss of funds, and the shortage of people and money, which is bound to affect economic development.

The problem has risen to this height, and the government is not ambiguous, taking out 248 acres of land in the land area and investing 470 million yuan to build a modern middle school that can accommodate 90 classes. The campus is clean and open, and the blue and gray façade of the building is particularly beautiful in contrast to the mountains behind it.

2. Beautiful campus located at the foot of Shuanglong Mountain

The campus is built, but the real question is – who will run it?

Weng Zhiben, deputy director of the Yongjia Education Bureau in charge of private education, described the pattern for us at that time. There are 8 middle schools in Yongjia County, the first camp is Yongjia Middle School, which is one of the first 32 "first-class ordinary characteristic demonstration schools" in the province recognized by the Zhejiang Provincial Department of Education; followed by Luofu Middle School, which was identified as "Zhejiang Provincial Second-level Key Middle School" in 2005, located in the second camp; the other 6 are located in the third camp.

Yongjia people know very well in their hearts that if this new school takes the old road of public office, it is a luxury to reach the level of Luofu Middle School in the short term, and if it wants to reach the level of Yongjia Middle School, it will be a miracle to be able to achieve it within 10 years.

Such a programme is unacceptable to both society and the Government. The discerning Oubei people are not satisfied with the addition of an ordinary middle school, not to mention that the existing similar middle schools are not enough to recruit people, and the government does not want hundreds of millions of yuan to be paid back until 10 years later.

This is too late for Yongjia Education, which aims to catch up with and surpass Pingyang. Yongjia and Pingyang belong to the same Wenzhou, and the total population and number of students in the two counties are also comparable, but only about 400 people are admitted to key universities in Yongjia every year, and more than 800 in Pingyang. An important reason is that Binh Duong not only has a public provincial key middle school, but also two high-quality private middle schools.

Therefore, the introduction of high-quality private education resources, responding to the strong voice of the society for high-quality education, and improving the overall level of Yongjia education have become a natural choice for decision-makers.

In fact, there is a bigger consideration behind this.

With the development of the economy, Wenzhou people are more and more aware of the importance of science and technology and education. Therefore, the wenzhou rulers have made an important decision, that is, to break the institutional and institutional obstacles that have long restricted the development of private education, promote the great development of private education, and create an educational highland of "learning in Wenzhou".

In 2010, Wenzhou City declared and was listed by the State Council as a "pilot city for comprehensive reform of private education"; in 2011, Wenzhou City issued the "Several Opinions on Implementing the Pilot Pilot Reform of National Private Education to Accelerate Education Reform and Development" and 9 supporting implementation measures, referred to as "1+9" documents, to rebuild the system from many aspects such as the registration management of private schools and the identity of teachers; in 2012, Wenzhou City issued supplementary provisions on charging policies, financial support measures, minimum wage guidance lines, accounting methods, Five supporting supplementary policies, such as supplementary provisions on social security, have formed an upgraded version of the "1+14" policy system.

The stage of a new era is heating up. In November 2012, when the new school in Oubei was about to be completed, the Yongjia County government opened a public bidding for the main body of the school.

3, for the good school in mind

At this stage, Xiangyu Education Group is in an extraordinary period.

In August 2011, Xiangyu's Baoying Middle School was taken back by the government and transferred back to the public office, just 10 years after the privatization of Baoying Middle School in 2001.

Although Xiangyu has more than 10 schools in Huai'an, Yangzhou, Suzhou, Hubei Jianli and other places in Jiangsu, Baoying Middle School has a very special status and significance. When Xiangyu Education Group was first formed, the place was in Baoying, and the time was exactly 2001. This is especially true for the headmaster Lu Zhiwen, whose office is located here, although he is from Huai'an, but in these 10 years, every time he goes out for a meeting or lectures and wants to go home, that "home" is Baoying. When xiangyu is mentioned, people who know it will also think of Baoying first.

Baoying Middle School is not only the birthplace of Xiangyu, but also the dragon head, window, nerve center... Its transfer back to the public office had a great impact on Xiangyu, and the group's senior management even formed an agreement: it is no longer possible to do basic education projects.

However, the world is always unpredictable, and the willow darkness is often bright.

As the specific person in charge of the new school tender, Weng Zhiben understood Xiangyu's strength and issued an invitation. Unexpectedly, Xiangyu did not seem to be interested. Unsatisfied, Weng Zhiben personally came to the Xiangyu headquarters in Pudong, Shanghai, and introduced the whole project inside and out, but it seemed to be ineffective.

After the formal meeting, Weng Zhiben invited Lu Zhiwen to go for a walk by the Huangpu River, hoping that a more casual atmosphere might have an unexpected effect. From each other's interests and hobbies to similar experiences, the two talked very speculatively. Finally, Weng Zhiben said a few points, and asked Lu Zhiwen to focus on consideration.

First of all, Wenzhou led the national atmosphere first, the pilot of the comprehensive reform of private education, the introduction of the "1 + 9" policy has a very high gold content, is a national attention of the private education stage, coupled with Wenzhou's more developed economy, the demand for quality education is very large, once Xiangyu can establish a famous school in Wenzhou, its significance and influence are self-evident.

At the same time, doing private education in other places involves demolition, land acquisition, planning and construction, with a long cycle and many links, and there are dual pressures on funds and policies. But the Oubei project is very different, the government has been built, just wait for the real educators to show their fists, the government in turn will serve the principal, the space to play is extremely broad.

Finally, Weng Zhiben said, "There is a model of southern Jiangsu and Wenzhou in the economy, and we have applied our good development and reform ideas to education, and we may not be able to create a new education model!" ”

These words reached Lu Zhiwen's heart. He also persuaded the chairman and Xiangyu senior management to devote himself to the bidding work.

Yongjia's bidding conditions for the Oubei project are quite harsh, including: nationally renowned principals, advanced school running concepts, more than 5 years of successful experience in establishing provincial key middle schools, excellent teachers and the necessary economic strength to run the school...

After repeated inspection and comparison of more than a dozen well-known private educational institutions that came to bid, there were finally 5 left, and the comprehensive strength was between Bozhong. But the judges will not ignore a unique advantage of Xiangyu, that is, there is a principal with more educational ideas and educational feelings.

In the end, Yongjia made a request that he thought was very bold, "If Xiangyu wins the bid, Lu Zhiwen must serve as the principal." Unexpectedly, Lu Zhiwen readily agreed.

The result is not difficult to predict, Xiangyu finally won the bid. The 14 judges unanimously gave Xiangyu 14 firsts.

These attractive measures focus on breaking down the long-standing policy barriers to the identity of public and private teachers, so that teachers can truly achieve free mobility in their posts.

In order to ensure that there is a large output of large inputs, from the fourth year of running the school, Yongjia entrusts a third party to evaluate the level of Xiangyu Middle School, and if the high school reaches the level of Yongjia Middle School or the junior high school meets the requirements of Wenzhou Characteristic Brand School, the rent for the year is waived; if the high school reaches the city's first-class high-quality school level, it will be rewarded. If the quality of school education is low, the management is chaotic and causes a bad impact, and there are more than two orders within a year to rectify and still fail to meet the requirements, Yongjia County has the right to terminate the contract and reclaim the school building...

The agreement, similar to the "VAM clause" prevailing in the capital world, shows the determination of both sides to make a big deal out of it.

In January 2013, the two sides officially signed the contract. Lu Zhiwen also installed his "new home" here as promised. "We have run a lot of good schools in the secular sense, and Wenzhou Xiangyu Middle School wants to become a good school in my mind, and if I don't run it well, I won't leave."

With the opening of the school as scheduled, Xiangyu Middle School brought surprises to Yongjia, one after another. In the first semester, the first semester of the first year of the high school unified examination was successful; the number of winners of the junior high school mathematics competition Yongjia rose sharply in the city, and more than half of them came from Xiangyu; the city promoted effective classroom reform, and Xiangyu was listed as the first batch of demonstration schools...

To judge whether a school is good or not, there is no need to wait until the 4th year, and perhaps the real experience of parents and students in one day is enough. Spotless campus, bold and confident performance of students in the classroom, delicious canteen meals, teachers and principals who also eat in the canteen, not only do you have napkins on the table, but the lunch paper box is always in a straight line, and you don't have to bring your own toilet paper to the bathroom... These invisible details are closer to the true meaning of education than boring test scores. Not to mention the 10 museums such as insects, shells, and lantern riddles built by Xiangyu Middle School, as well as the one-person one-person-one-class schedule that took the lead in Zhejiang...

The parents' evaluation of Xiangyu is far from being expressed by the word "satisfaction". In 2014, xiangyu middle school registration was extremely hot, and it was difficult to find one. Taking the middle school as an example, more than 600 students are planned to enroll, and the number of applicants exceeds 6,000.

In November 2013, Chen Yixin, member of the Standing Committee of the Zhejiang Provincial Party Committee and secretary of the Wenzhou Municipal Party Committee, inspected Xiangyu Middle School and praised Xiangyu Middle School as "Xiangyu Middle School can not only enjoy wenzhou, but also zhejiang".

Xiangyu Middle School became a hit, and the wenzhou and Yongjia governments were also particularly happy, and began to think about how to amplify the dividends of policy reform: the government not only mobilized Xiangyu to establish Xiangyu Primary School and the International Department of Xiangyu Middle School, but also planned to run several private schools within a few square kilometers of Xiangyu Middle School, making Oubei a highland for private education in China.

On December 1, 2014, all the teachers and students of the first grade of Wenzhou Xiangyu Middle School entered the "era of hierarchical shifts", leading Zhejiang first. To this end, the school has carried out a lot of hardware and software preparation, which is a customized cabinet for students.

4. Wenzhou model

"The government provides hardware, and the private sector provides services", this new cooperation model between Yongjia and Xiangyu has received a lot of attention and evaluation.

Zheng Jiwei, vice governor of Zhejiang Province, said: "Yongjia has cleared two accounts, broken down policy barriers, and focused on the development of private education, which is in line with the spirit of reform." ”

Chen Yixin, secretary of the Wenzhou Municipal Party Committee, said: "We in Wenzhou basic education can do this new exploration with this spirit of reform, and today we have found a sample!" ”

From the standpoint of Yongjia County, Deputy County Governor Zhou Junwu calculated such accounts. The first is the financial input account. According to the calculation of the training of 1 junior high school student, the average annual education fee of public education is about 11,000 yuan, and only 30% of the education services are needed to buy education services from private schools. With the scale of 4,000 students and 400 teachers in Xiangyu Middle School, the annual public financial expenditure such as teachers' salaries and per student public funds can be reduced by more than 40 million yuan;

The second is the social benefit account. Every year, due to the shortage of high-quality educational resources in Yongjia County, more than 1,000 new students in primary and secondary schools go out to study, and each person's annual family education expenditure increases by about 30,000 yuan. The emergence of Xiangyu Middle School not only greatly reduces the outflow of students, but also attracts excellent students from the surrounding areas, and enhances Yongjia's competitiveness in attracting funds and industrial development;

The third is the account of high-quality educational resources. In recent years, there are more than 400 people in Yongjia County who have taken the college entrance examination every year, all from public schools. If after three years, Wenzhou Xiangyu Middle School catches up, then, public and private two-legged walking, the educational development pattern is more healthy and stable;

The fourth is to activate the public education resource account. The rise of private education can force public schools to improve the quality of running schools and improve the overall level of public education. Xiangyu Middle School has cooperated with many schools in Yongjia to exchange teachers and provide support for teacher training and curriculum reform in public schools;

Fifth, the introduction of talent accounts. After Xiangyu Middle School came in, through the internal teacher allocation and excellent teacher selection of the group, Yongjia suddenly introduced more than 100 outstanding teachers and managers, including 3 special teachers and 40 senior teachers, realizing the largest introduction of educational talents in the history of the county.

Therefore, "with such a good campus to run a general public school, why not use it to run a first-class private school?" The people do not care about the public and the people, what they need is high-quality educational resources."

Weng Zhiben introduced that since its opening for more than a year, Wenzhou Xiangyu Middle School has far exceeded expectations in terms of teaching achievements, social evaluation and leadership recognition, "more successful than we imagined." Moreover, the Ministry of Education has come to investigate several times, and the focus is on this model. The Ministry of Education has also given a local project to conduct a special study of this model.

But this topic is not easy to do, and even how to classify this model has become a problem. Weng Zhiben and his colleagues thought about it for a long time, still very confused. They once tended to think that this model was the application of the recently hot PPP model (both public-private partnerships) in the field of basic education, but it did not seem entirely appropriate.

In July 2014, Professor Yan Wenfan, head of the Department of Educational Leadership at the University of Massachusetts Boston and dean of the International Institute of Comparative Education, came to Wenzhou, and Weng Zhiben asked him for advice on this issue. For this model with distinct characteristics, Dr. Yan Wenfan's view is very clear, "This is an innovation in itself, there is no need to apply other models, it can be named after the 'Wenzhou model'."

II. Mesoscopic: Trader's Notes: The Intention and Significance of a School

So, from the perspective of educating people, what kind of picture does this model present? How was Wenzhou Xiangyu Middle School conceived and built?

Lu Zhiwen gave us a detailed introduction to the intention and significance of Wenzhou Xiangyu Middle School. (The following is a transcript of the interview, with a subtitle added by the reporter.) )

1. Survival and ideals

In my mind, I have always hoped to do a good job in schools, good education, and influence more people, whether in public schools or later in private schools, this dream has always been unchanged.

Seeing many of the drawbacks of today's education, we want to improve it, or improve it, but public schools are subject to the system, it feels like dancing in shackles, it is very difficult to achieve, and it can only be a struggle. That's why I went to private schools later to look for opportunities.

After arriving at the private schools, we have experienced almost all the macro background changes in the development of private education in China. Because it has been under a planning system without choice for a long time, private education has given parents a choice when it first appeared, and it has been sought after by parents, and some of this pursuit is blind. For example, in the 1990s, the aristocratic schools were hot, and the fees were very high. In this context, when Xiangyu's first school asked me to be the principal, I felt that I could not do this, and at that time proposed to "create a high-quality private school that the people can afford".

Why? Because there were indeed many high-quality private schools in those years, but the people could not afford it; what the people could afford was often not of high quality, such as some schools that were studying to meet the needs of migrant children, it was not of high quality. Aiming to create a high-quality private school that the people can afford, such a positioning reflected a pursuit at that time.

In the course of Xiangyu's schooling in recent years, we have experienced the promulgation of the Law of the People's Republic of China on the Promotion of Private Education. Despite the thousands of calls, after its introduction, it did not usher in a spring for the development of private education as people expected. On the contrary, private education has experienced some twists and turns in recent years, and in this process, we have done a relatively hard job.

Due to the general environment, in the form of education we do, the component of "facing the market and seeking survival" is greater than the component of "facing the ideal and doing education". We've done a lot of good schools in the secular sense, but they're not yet good schools in my mind. This is related to the living environment, if the living environment of private schools is better, the ideal ingredients pursued can be more.

The above is the living environment of private schools, and then let us look at China's private education system.

China's private education system can be said to be open to capital, not to educators. You have the money to invest, you have the right to run the school, basically this is the case. It is the same in any field, and since there is money invested, there must naturally be a return. However, in terms of ensuring the reasonable return on investment in education, the private education promotion law has not been implemented, which has intensified the utilitarianism of investors and dared not make long-term investments. This also restricts the development of private education. Because only the clearer the property rights and the better the future prospects, the more people are willing to invest in the long run.

2. "Separation of having, managing, evaluating and doing"

So where is the particularity of the Wenzhou model? The particularity of the Wenzhou model lies in the mechanism of "separating ownership, management, evaluation and office", which makes it possible for educators to run schools.

"Yes" is the owner of the school building, "management" is the education authority, "evaluation" is the third-party evaluation of the society, and "office" is the organizer of the school. These four separations have brought about a new institutional environment. The property rights of the school belong to the government, and the government has the property rights, but it can lease the right to use the school to others. In order to promote the entry of high-quality educational resources and quickly run good schools, the government can put the conditions a little more favorable, the rent can be lower, or even no rent. It is precisely because of the preferential conditions that the government can select the best among the best in the country and put forward quality requirements for the school-running party.

Therefore, it is not a simple housing lease relationship, but in fact, it is used in this way to promote the rapid amplification of quality education, adapt to the needs of the economic and social development of the region, and meet the strong expectations of the people.

At the same time, it saves a lot of investment costs for private schools, which is the most important factor. Since the government has built the school, we are equivalent to renting the school, then our investment costs have been greatly reduced, correspondingly, the survival pressure brought by debt repayment and interest payment is small, and naturally more funds are invested in software. This is where we dare to build 10 museums in Wenzhou Xiangyu Middle School.

It's not that we didn't want to do this before, it's because the environment didn't give us the space and possibility to do it, the pressure to survive is too great, we have to calculate how this school survives, and we can't invest funds in this regard. Now, because we want to be a good school in our minds, we need to invest in this area, which is also the effect of this model.

"There is a separation of having, managing, evaluating, and doing", in fact, it straightens out the relationship. First, the government is the owner of the assets, the school assets are still the government, the fixed assets have no loss, it is preserved. You see, good schools have come, land has appreciated, houses have appreciated — government assets have appreciated. Unlike the renovations and other expenses we put into it, they quickly depreciated. Therefore, the government also sees this, the interests of the government are guaranteed, there is no loss of state-owned assets.

The second is "management", which the government, as the competent authority, manages this school like any other private school. The legal relationship is very clear, and it can be fully incorporated into the management system of local schools, without special policies, but only in accordance with the law.

"Evaluation" is to ask a third party to evaluate, not the government or someone to say whether the school is good or not, nor whether we ourselves say that this school is good or bad, but the two sides jointly agree to entrust a third party in the society to evaluate whether the school is good or not, and whether it can meet the agreed requirements. This is more fair and more contractual.

The fourth is "doing", we are completely the main body of running the school. It is not because the school was built by the government, it must be run by the government, no. The two sides have sorted out this problem through the lease relationship, so the main body of the school is us, 100% of which belongs to Xiangyu.

The model of "having, managing, evaluating, and doing separate" is very good, and you can see that the registration of our school is very exquisite. If you follow the old thinking, this school will not be able to register. Because the government invested 470 million yuan to build schools, Xiangyu invested tens of millions of yuan to engage in internal facilities and environment, how to calculate this shareholding ratio? But now, the property rights of the school belong to the government unchanged, and we lease the campus to the government through a contract to run the school. Xiangyu owns 100% of the school. The registered capital of Xiangyu Middle School is 5 million. In fact, to register a private non-enterprise school, the minimum 100,000 yuan can be. This is the meaning of educators running a school.

For Xiangyu Education Group, it is not to invest in hardware to run this school, but through software, through brand and management, so the composition of education itself exceeds the composition of investment, so it is more in line with the ideal of education, and it can be run into a good school in our minds.

3. Why is there a shortage of educator-type principals?

Let's look at the school from a different perspective.

Everyone has great respect for the education of the Republic of China period. In fact, this is an error, how to say? If you think about it, during the war and chaos years, China's educational foundation was so weak, and the primary school admission rate was only about ten percent, about twenty percent, how can it be compared with today?! The achievements of education today are too great.

Why are many people fascinated by the brilliant educators of the Republic of China period and fascinated by those schools? What is the reason? Today's education has indeed achieved large-scale popularization and overall improvement through the power of the state, which is a huge progress, there is no doubt. However, due to the unified management of the state, it has weakened the personality of the school, one side of a thousand schools, and one side of ten thousand schools. This situation is more common, even some schools with personalities, in terms of height is not enough. This also has to be acknowledged.

In other words, although the number of principals has increased greatly today, educator-type principals cannot come out. People hope that the principal has ideals, feelings, professionalism, and responsibility, but he often has a temper, personality, and a wind bone. In particular, the educator-type principal has a temper, personality, and wind bone, and today there is no possibility of taking up a post and the soil of being on the job. Therefore, high-quality, personalized schools are more difficult to run.

In private education, a number of schools with personalities should have appeared and played a leading role, but on the whole, the support policy for private education was not in place, making the survival of private schools more difficult, let alone talking about development.

As mentioned earlier, our country's private education policy is to open private schools to capital, in other words, only capitalists can obtain the right to run schools. This right to run schools is limited. Another possibility is to obtain the right to run a school in a private school, but must accept the constraints of capital, he has actually become a vassal of capital, he is not a collaborator, in fact a migrant worker. At this time, how did he run the school according to his ideals? No way.

These two roads doom educators to run schools only by dancing in shackles.

4, what is the precedent of the Wenzhou model

Once our model in Wenzhou has set a precedent, it means that more educators can obtain the right to run schools in various ways.

For example, he can cooperate with capital to obtain the right to run a private school. You see that the schools built by real estate developers are everywhere, and they all need good principals to run them; they can also cooperate with public schools to run schools through methods such as entrusted management and obtain the right to run schools. He can also run schools by renting school buildings from the government. There are many vacant school buildings now, and by renting school buildings, he will gain full autonomy in running schools, and he can run private schools, and the funding threshold is not high.

Once the funding threshold is not high, educators may realize the dream of running a school, because he does not need to rely too much on capital and special policies, so there will be a group of educators with feelings.

Of course, this is not to say that Wenzhou Xiangyu Middle School is doing this, no. It is under the umbrella of Xiangyu Education Group. Xiangyu Education has developed over the years, is a unique private education brand, it is in the collaboration between capital and education, I think it is still going well today.

However, the relationship between the current management team and the group is no longer the model that Xiangyu used to be. In the previous model, I and the entire management team were hired, candidates. Now it's not, it's a collaborator. This one is very different. Therefore, Wenzhou Xiangyu Middle School is a way for educators to explore.

And Xiangyu came to Wenzhou, not because of a single policy, but because there is a whole set of policy systems behind it. Some places have come up with a very favorable policy in order to increase their attractiveness, which we are no longer interested in. Because this kind of policy is temporary, fragmented, and individual, and is decided by some leaders, it is likely that a new leader will no longer approve of it and will change. We've experienced these kinds of things too.

In Wenzhou, the large policy environment created by the government's active reform is relatively stable, and we are willing to choose to take root here. This environment is full of contractual spirit, everyone's boundaries are very clear, property rights are also very clear, and we are indeed doing it with a long-term perspective.

Our intuition is that China's private education reform has reached the final tipping point. In this context, the model innovation value and significance of Wenzhou Xiangyu Middle School is very far-reaching, and even has cross-era significance. When Chinese education can really be open to educators and educators run schools become a reality, Chinese education will really blossom, which is of great significance to China.

5. Stand with the whole world

At the beginning of the opening, we gave Wenzhou Xiangyu Middle School such a few positions.

First of all, since it is going to explore ways for educators, this school must become a demonstration school for the innovation of China's private education system.

Second, because we aim to run a high-quality school, we must make this school a window school for basic education and private education in Zhejiang.

Third, we hope that this school will become a private school that Parents and students in Wenzhou yearn for.

Fourth, we must run this school into a leading school to promote the overall coordinated development of Yongjia education.

These four positions need to be adhered to. At the same time, because we have always paid attention to new education experiments, it should be an experimental school of new education, or a base school, a demonstration school, which can practice the new educational concept and let teachers and children "live a happy and complete educational life".

So, how does it work? We have found the "three modernizations", that is, "internationalization, high quality, and specialization".

Internationalization is to align with international advanced educational concepts and practices. Our current philosophy is "standing with the whole world", which is an upgraded version of "cultivating modern Chinese to the world". It turned out that Xiangyu's school philosophy was actually very advanced, and the phrase "cultivating modern Chinese to the world" itself was also advanced, but after arriving in Wenzhou, I thought that this sentence was not enough. Why not enough? It is because our pursuit is more ambitious, and because of the particularity of this region.

The proposal to "cultivate a modern Chinese going global" was in the middle of reform and opening up, which was very leading at that time, because we were closed for so many years, after the door of the country was opened, we knew that there was a more advanced world on this earth, so we had to train students to go out. In this concept, the first is to educate people, the second is to educate Chinese, the third is to cultivate modern Chinese, and the fourth is to cultivate modern Chinese to the world. The meaning of this sentence is fourfold, we cultivate a modern Chinese that can go to the world, but being able to go to the world seems to mean that the world is in another place, we are on this shore, and the world is on the other shore.

However, after decades of opening up and development, China has developed and is the second largest economy in the world. In other words, we don't have to raise our children to go somewhere else in the world, no. We can already go anywhere on Earth, and even if we don't go, we can stand with the whole world, or we are the center of the world here.

Especially for Wenzhou people, they have long gone to the world. If you say that going to the world, it is not enough for the people of Wenzhou to lead the value. So, we upgraded the core idea to "stand with the whole world."

"Standing with the whole world" is also based on the internationalization of education. When it comes to internationalization, many people have a very narrow understanding, thinking that it is to send children to the United States and other countries to go to school. Our internationalization is not limited to this, although our school also has an international department, and we will also send a group of children out, but our purpose is not to send children out, but our own education is to stand with the whole international advanced things.

"Quality" means to run a school that "children like, parents trust, peers admire, leaders trust, and social recognition". This school will highlight the ideal of education and the spirit of public welfare, and run a real education; this school will gather educational elites, implement famous teachers to teach, and experts to govern; this school will practice educational services, implement exquisite management, improve the quality of education, let children pursue full scores, feel satisfied, and experience satisfaction; this school will be full of creativity, innovation and creativity, so that students will become adults, talents and successes here.

With the development of the economy, people's demand for quality education is very strong, and the purpose of the Wenzhou government to introduce us is also to run high-quality education, which is also what we can do. China's high-quality education resources are in short supply, and we must run education well. Quality is our permanent and unchangeable pursuit.

The third reason is "specialization"? It is about how our school has a personality, a special character, and finds its own development path. In these areas, we have deep thinking.

"Specialization" means to run a "new education experimental school" in the true sense. "Infinitely believe in the potential of teachers and students"; "teach children useful things for a lifetime"; "let teachers and students have a dialogue with the noble spirit of mankind"; "take 'happiness' as the ultimate goal of education, rather than just pursuing 'success'"; "pay attention to whether children go fast today, pay more attention to children's journey far tomorrow"; "take the complete quality of learning, developmental quality and quality of life as quality indicators, rather than only 'scores'".

6. Classroom, curriculum, learning resources

At present, the development of our school is divided into three parts, one is the classroom, one is the curriculum, and the other is the "learner-centered learning resource construction". Why this is done is also based on the requirements of internationalization, quality and specialization.

When it comes to our classroom, the core is transformation, changing the "classroom" from a "lecture hall" to a "school", that is, learning first and teaching later.

Our first learning and teaching is not the same as other schools that learn first and teach later. This is a transformation from "teaching" to "learning to teach". "Learn first and teach later, teach while learning, promote learning by teaching, and teach each other."

Learning first and teaching later, it is the students who learn first, and the students teach later; while learning while teaching, it is the students who learn while teaching, and the students teach while teaching; it is not the teacher who promotes learning by teaching, it is the students who promote learning by teaching, and the teaching of students promotes the learning of students; the teaching of the long is not that the teacher grows up with the student, but the student has grown up in the process of teaching and learning. To really take the students as the main body, we are moving in this direction.

Not only has the classroom changed, but we have also made great efforts in curriculum reform, such as all the classes in the first grade, 687 students, 55 teachers, 16 traditional classes, 176 combinations, 5892 possibilities, one person and one class schedule, which has all been realized.

After doing these two things (classroom and curriculum reform), we found that there were not enough learner-centered learning resources. It is impossible to provide all the text to the child, so that the child is far away from nature and away from reality! Therefore, we must vigorously promote the construction of learner-centered learning resources in this school.

The 10 museums are planned to build learning resources. These learning resources are not simply built for any subject, such as the Oceanographic Museum, the Entomological Hall, it is not only a place where biology teachers take children to class, or a place where biology-related courses are held. It may be a place where the Chinese teacher takes the child to class, or it may be the place where the art teacher takes the child to class. Because in it it is possible to generate a number of courses in fine arts, and to give birth to a number of courses in literature. It is a carrier that provides students with such a field. In the future, our library, reading room, and various laboratories can be accessed by children by swiping their cards, all of which are learning resources at their fingertips. According to the plan, we have many professional classrooms, geography, history, music, art, labor technology have professional classrooms, the intensity is very large, all built very well.

Not long ago, a group of American principals came. We had hoped to connect and get our teachers and principals to visit schools in the United States. But after they looked at our school, they finally asked for our school to be the destination for them to come and study. They feel that this school is too easy to learn, especially the 10 major museums under construction such as the Butterfly Hall and the Insect Hall, which are also difficult to do in schools in the United States.

7. Let the campus become a field

We thought hard about the idea of the school. For example, the greening of the campus is not simply greening and beautification. We have added an indoctrination function on the basis of greening and beautification. For example, what plants are planted on campus, not only the opinions of biology teachers, but also the opinions of language teachers, and the opinions of art teachers, consulting what kind of campus plant environment they will need throughout the teaching and curriculum planning process, and how to provide it. Then, satisfy them to the maximum.

In this way, we hope that the campus will become a field for teachers to teach and students to learn.

For example, a child who studies art can sketch on campus with an easel, and there is no need to carry the easel to other places. It is enough for him to go to the campus, from a professional point of view, whether it is a long-range, close-up, medium-scale, or a variety of colors, various shapes, can meet the needs of children's sketching. It's something we can do, and it's not complicated.

These days, we are booking wooden houses, why does the school want wooden houses? Because you have to make a forest at school, you have to build a wooden house on the edge of the forest. The wooden house is placed in the environment of the forest, and the children are painted with landscape paintings, oil paintings, and drawings. The children need it, so we're going to do it. With such a quiet environment, children can also meditate and think here, and the surrounding area is quiet and no one disturbs.

In order to allow children to learn more autonomously, I am currently wondering whether I can implement such a system - as long as the student gets the top 10% of the exam, then he can not go to class, because "I have already passed the top 10%, why should I do homework again, I have to go to class again, I have to ... this? In other words, he can gain greater autonomy in learning and more time in laboratories, libraries, museums, and other places. This is a situation.

In the second case, if you get to the bottom 10%, I think these students can also get the right not to attend classes and the right not to do homework. Why? "I listen to your teacher, I listen to your lessons, I do your homework, I still have to count down the exams in the end, why should I listen to you, then I can do what I think!" Such a child has already counted down to 10%, where do you say he can be low? I don't think it's necessary to do the questions as the teacher asks.

What about the students in the middle? He can gain freedom by running to the front with hard work; he can also say, "I can't do it, I'll deliberately fail the test." If the student really chooses that way, I support him. He has a very strong desire to obtain this freedom, which means that what he gets after he is free must be of high added value, and I am willing to support him.

Of course, he has this right and freedom, not necessarily not to take classes or not to do homework. Specific how to choose, you can communicate with your own tutor. After we introduced the shift system, the power of the administrative class was weakened, and we mobilized all the teachers, including the principal and the directors, to serve as mentors and lead the students. I was a mentor to a few students who came to me as soon as they had something to do.

Of course, the ideal classroom, the shift system, the construction of learning resources, the promotion of teachers... Any work is never-ending, it is our long-term task, and it needs to be done continuously.

Visitors who have seen the Xiangyu Shell Museum often sigh with amazement.

Xiangyu's Shell Museum covers an area of more than 700 square meters and contains more than 2,000 kinds of shells. These include two 90-centimeter large pins (town-level treasures) and most of the world's famous shellfish snails, such as golden snails, rich Emperor's snails, scenery snails, and sea glory taro snails... As the world's four famous snails, the nautilus, the law snail, the Tangguan snail, the Wanbao snail, etc. are all from small to large. Familiar people know that Lu Zhiwen is versatile, calligraphy, seal carving, riddles... It's all his hobby.

When Lu Zhiwen was in high school, the teacher gave his classmates a riddle, "People are bigger than it, but the sky is not as big as it." The mystery is "one". The principal's e-mail address received a letter from a student signed "Braveheart." Because he was not accustomed to eating chili peppers in the canteen, the student listed seven harms of eating chili peppers in one breath, and asserted that Wenzhou was inferior to Jiangsu and Hubei, and could not touch a little pepper at all.
