In the middle of the 7th century, the Chinese government of the Tang Dynasty officially set up administrative institutions in the area east of Lake Baikal, with the backbone cadres of Xuanbao Prefecture in Lake Baikal, the Jilu Prefecture in Xijie Prefecture, the Candle Dragon Prefecture in the Julob Department and the Gaowang Prefecture in the Xue Department in the east of Lake Baikal. This is the official establishment of an administrative agency by the Chinese government in the Baikal region.

However, after the Tang Dynasty, China fell into a long-term state of war and division, although the national strength was prosperous, but the armed forces were not prosperous, coupled with a peaceful corner, resulting in a long-term loss of domination of the Baikal region, which fell to the Liao state established by the Khitans, the Jin state established by the Jurchens, and the Yuan dynasty established by the Mongols.

Although Russia's predecessor, the Moscow Principality, targeted the vast Siberia in the 15th century, Lake Baikal remained part of China until the early Qing Dynasty.

In 1643, the Cossack Kurbat Ivanov of the Yenisei region came to the Baikal region, in 1653 the Cossack detachment led by Pyotr Bektov built the first military fortress in the Baikal region near the confluence of the Ingoda and Chita rivers, and in 1666, a wooden military fortress was built on the banks of the Uda River on Verkhto Udinsk.

Later, Russia finally had a direct military conflict with the Qing Dynasty, that is, the two "Battle of Yaksa", both times the Qing Dynasty defeated hundreds of Russian invading armies with more than 2,000 men, and finally the Kangxi Emperor appointed Soetu and the Russian Imperial plenipotentiary Golovin to sign the Sino-Russian Treaty of Nebuchu in Nebuchu.

The content of the treaty was signed in Manchu, Russian and Latin. The treaty demarcated the eastern and western borders between China and Russia, legally establishing that vast areas of the Heilongjiang and Ussuri river basins, including Sakhalin, remained Chinese territory, but at the same time the Qing government agreed to cede large tracts of land to Russia.

The signing of this treaty was the product of unprincipled concessions made by the Chinese side, and Soetu surrendered to Russia the rich area of Nebuchu, east of Lake Baikal, which originally belonged to China, causing heavy territorial losses.
