iOS 16.4 Update

6. VoiceOver supports maps in the Weather app
7. Accessibility settings can automatically dim the video when a flash or strobe effect is detected
8. Fixed an issue where children's Ask Before Purchase request might not be displayed on the parent's device
9. Fixed the issue that Matter-compatible thermostats may become unresponsive after pairing with Apple homes

What bugs were fixed
