In 2006, the White House was hacked and traces of illegal access were found in top-secret documents under the president's jurisdiction. American agent Leon M. Thompson, who was summoned to investigate the incident, was called in the process. S. Kennedy and others encounter zombies of unknown origin inside the White House with a sudden power outage and work with SWAT to subdue them.
On the other hand, Claire Redfield, a member of TerraSave, discovered a wonderful painting of a teenager with aphasia while assisting refugees. Claire used the painting, which is thought to be infected with the virus, as an opportunity to investigate on her own.
The next morning, Claire, who had come to the White House to petition for welfare facilities, was unexpectedly reunited with Leon and showed him a painting of a teenager. Leon sensed a link between the zombie incident at the White House and the strange painting, but he said it had nothing to do with Claire and left. Two zombie incidents in distant countries eventually developed into a crisis that destabilized the country.
