On 24 March, the Constitutional Court of Armenia approved the decision adopted by Parliament to accede to the Rome Statute of the International Criminal Court.
In this way, if Putin enters the territory of Armenia, Armenia can arrest Putin with an "arrest warrant" from the "International Criminal Court" and transfer it to the "International Criminal Court".
Whether Armenia really dares to arrest Putin in its territory is an unknown and unclear question, because, first of all, whether Russian President Putin will enter or dare to enter Armenia again is an unknown premise in itself. In fact, the Armenian government joined the Rome Statute of the International Criminal Court in 2018, but it has not been ratified by the parliament until then. Now it was suddenly approved, apparently in response to the "arrest warrant" for Putin by the "International Criminal Court".
On the same day that the Armenian Constitutional Court approved the Rome Statute of the International Criminal Court adopted by the parliament, Armenia declared that according to the constitution, Armenia is a party to the Rome Statute of the International Criminal Court, and if Russian President Putin enters Armenia, Armenia has the right to arrest Putin.
Of course, there are those who believe that there is no moral reason for Armenia to do this, after all, Armenia has been Russia's little brother for many years. But whether this little brother for many years feels that he has been taken care of by his eldest brother for many years, or whether he has been bullied by his eldest brother for many years, I am afraid that no one can say for a while, only the Armenians themselves know best.
The Russian ambassador to Armenia said the decision could have a negative impact on relations between the two countries and called on the Armenian government not to use the Rome Statute to hold Russian citizens accountable.
But the Russian Foreign Ministry was not so polite, saying that at the juncture of the "arrest warrant" issued by the "International Criminal Court" against the Russian president, the Armenian government's high-profile announcement of accession to the Rome Statute of the International Criminal Court is absolutely unacceptable. Moreover, the Russian government has warned Armenia that accession to the Rome Statute will have "extremely unfavorable" consequences for bilateral relations between Russia and Asia.
However, at this moment, the words of the big brother of Russia, I am afraid that the little brother of Armenia will be difficult to listen to. Last year, at the last minute of the CSTO meeting, Armenian Prime Minister Pashinyan refused to sign the final declaration, which already made Putin angry and lost his old face.
Armenia is just a small country with a population of 3 million, and if it is not for special hatred and the backing of the state, how dare he do this?
