On February 7, the People's Government of Guangdong Province issued the Notice on the Implementation Plan of Guangdong Province's Carbon Peaking, proposing to vigorously promote energy-saving and new energy vehicles, study and formulate subsidy policies, and promote the electrification of urban public services and freight delivery vehicles. Gradually reduce the proportion of traditional fuel vehicles, promote the electrification of private vehicles, and orderly develop hydrogen fuel cell vehicles.

Vigorously promoting new energy vehicles has become a highlight of the implementation plan of carbon peaking in many provinces and cities. Cultivate and create green and low-carbon factories and build green and low-carbon industrial parks. Support advantageous enterprises to create green supply chain management enterprises, support the promotion and application of new energy vehicles in the public and private sectors, improve infrastructure construction, and build demonstration projects such as the Sichuan-Chongqing "hydrogen corridor".

"Automobile is one of the important paths to achieve carbon peak and carbon neutrality, and the implementation plan for carbon peak issued by many provinces and municipalities takes this as the focus of planning, reflecting the layout direction of local support for the accelerated transformation and upgrading of the automotive industry and the path of new energy and green and low-carbon sustainable development." Crack charging anxiety, range anxiety... The construction of charging infrastructure for new energy vehicles has always attracted the attention of the whole society. As the basic work to promote the use of new energy vehicles, the recently released "Guizhou Province Energy Sector Carbon Peak Implementation Plan" proposed to actively carry out the construction of charging and swapping infrastructure, strive to build about 25,000 charging infrastructure during the "14th Five-Year Plan" period, further improve the convenience of charging facilities; build a high-speed charging network based on fast charging and a public charging network covering the city, county and township levels.

The reporter noted that in the carbon peaking action plans that have been introduced by many provinces and municipalities in China, most of the plans have deployed charging infrastructure construction. "The construction of charging infrastructure is an indispensable and important foundation for the wide application of new energy vehicles, promoting the development of related industries, and also providing new industrial opportunities for the accelerated evolution of charging infrastructure technology." In addition to new energy vehicles and their charging infrastructure, the industrial chain layout of new energy and intelligent networked vehicles is also the focus of attention in the new round of local carbon peaking policies. The recently released Implementation Plan for Carbon Peaking in Jiangsu Province's Industrial Field and Key Industries proposes to cultivate and expand emerging industrial chains, strengthen basic research support, promote technology empowerment such as big data, artificial intelligence, and the Internet of Things, and continuously expand the scale of strategic emerging industries such as new energy vehicle manufacturing; Focusing on key areas such as smart grid, energy storage, and intelligent vehicles, cultivate a group of new energy equipment manufacturing leaders that lead the development of green industries.

"The implementation plan for carbon peaking issued by many provinces and municipalities has brought policy dividends to the development of the intelligent networked vehicle industry." Xu Shaoyong, an analyst at China Merchants Securities, told reporters that usually the carriers of intelligent networked vehicles are new energy vehicles, and the development of intelligent networked vehicles and new energy vehicles complement each other and promote each other. The "Shaanxi Province Carbon Peaking Implementation Plan" also clearly states that leading enterprises will be supported to expand and strengthen the auto parts remanufacturing industry, promote the recycling of retired power batteries, and build a number of demonstration projects integrating standardized recycling, sorting and dismantling, remanufacturing and high-value recycling.

"The carbon peaking plan almost involves the deployment of the entire industry chain and the whole life cycle of new energy vehicles." Lin Hongchang said that strengthening the auto parts remanufacturing industry and promoting the recycling of retired power batteries are all areas that the industry urgently needs to layout, and improving these work layouts can not only bring new opportunities to the industrial chain, but also lay the foundation for the sustainable development of new energy vehicles.

Enterprises consciously take responsibility

According to incomplete statistics, more than 20 provinces and municipalities in China have successively issued carbon peaking implementation plans, and before and after the intensive release of carbon peaking implementation plans in many places, relevant automotive industry enterprises consciously assume corresponding responsibilities in the implementation and actively formulate implementation plans, which has become a new landscape.

"The GAC Group will further increase the proportion of intelligent connected new energy vehicles and energy-saving vehicles." The relevant person in charge of GAC Group said that GAC Group has actively responded to relevant policies and has released the "GLASS Green Net Plan" to promote the simultaneous development of the two routes of "intelligence + electrification" and "intelligence + hybridization". According to the plan, the GAC Group aims to achieve 50% of its own brand NEV sales in 2025 and 50% of NEV sales by 2030. SAIC's relevant plan proposes that SAIC Motor will accelerate the research and development of new energy models, expand the new energy vehicle spectrum, and further upgrade the fuel consumption improvement technology of traditional engines to achieve a "double integration" balance. By 2025, SAIC Motor plans to sell more than 2.7 million new energy vehicles worldwide, accounting for no less than 32% of SAIC's vehicle sales, and achieve high-quality carbon peaking.

"More than 50 new energy models will be launched in 2025." Great Wall Motor proposed that through energy structure adjustment and low-carbon process application, it will establish a recycling system for the automotive industry chain around the whole life cycle of carbon emissions, reduce the input of high-carbon emission energy resources, promote electric energy substitution, and maximize economic, environmental and social benefits.

"In the future, low-carbon and green development will not only be the main theme of the automotive industry, but also the 'golden key' for the automotive industry to continue to rise." Lin Hongchang told reporters that nowadays, not only the carbon peaking plans of national ministries and local governments, but also automobile companies have consciously shouldered their social responsibilities and formulated sustainable development plans and plans, forming a good situation of consistent and coordinated implementation. The implementation of these actions and plans at all levels has consolidated a solid foundation for achieving the goal of carbon peaking and built favorable conditions for achieving the goal, which is of great practical significance.
