In March 1920, Li Dazhao organized and established the Marxist Theory Research Association at Peking University, which was the earliest group in China to study and study Marxism, and also made important preparations for the founding of the party. In the autumn of the same year, he led the establishment of the early Communist Party organizations in Beijing, the Communist Party Group, and the Beijing Socialist Youth League, and actively promoted the establishment of nationwide early Communist Party organizations.

At first, there were different ideas about the name of the party, some advocating "Socialist Party" and others advocating "Communist Party". In late August 1920, Chen Duxiu wrote to Li Dazhao and Zhang Shenfu to discuss with them the name of the party. Li Dazhao replied that the Russian Social Democratic Party has changed its name to the Communist Party, and some other countries that were originally called the Socialist Party have also changed or are preparing to change their name to the Communist Party, so it is better to call it "the Communist Party." Chen Duxiu finally agreed with Li Dazhao. After November 7, 1920, early party organizations began to use the name "Communist Party of China." At the end of the same year, the Beijing branch of the Communist Party was established, with Li Dazhao as secretary.

In March 1921, Li Dazhao wrote an article calling on communists throughout the country to "urgently organize a group," a "party of the common people's working people," to shoulder the responsibility of "China's thorough reform."

In July 1921, the First National Congress of the Communist Party of China opened in Shanghai. In order to avoid undercover agents and patrols in the French Concession, the last day of the meeting was moved to a cruise ship on the South Lake in Jiaxing, Zhejiang Province. The congress adopted the first program of the Communist Party of China and elected the Central Bureau with Chen Duxiu as its secretary as the provisional leading organ of the Central Committee.
