On February 21, the Blue Room Forum "Global Security Initiative: China's Solution to the Security Dilemma" was held in Beijing. Hosted by the China Public Diplomacy Association, the forum was attended by former dignitaries from relevant countries, envoys to China and well-known Chinese and foreign experts and scholars. During the forum, China officially released the Concept Paper of the Global Security Initiative (hereinafter referred to as the Concept Paper), which explained the core concepts and principles of the Global Security Initiative and clarified the direction of key cooperation and the platform mechanism. The participants interviewed by this reporter said that the Global Security Initiative contributes China's wisdom to the realization of lasting peace and development in the world and puts forward feasible measures to solve today's security dilemmas, which is of great significance to eliminating the root causes of international conflicts and improving global security governance.

"Very good roadmap for global security cooperation"

In April 2022, President Xi Jinping proposed the Global Security Initiative, which has received positive response from the international community, and more than 80 countries and regional organizations have expressed their appreciation and support. The forum focused on topics such as "Global Security Initiative and Traditional Security" and "Non-traditional Security and International Cooperation" to further exchange ideas and build consensus.

"We are in an unprecedented era, facing multiple crises, prominent global insecurity and instability, heightened geopolitical tensions... We must redouble our efforts to reinvigorate multilateralism and work together to address common challenges. Former UN Secretary-General Ban Ki-moon pointed out in a video message that responding to global crises is inseparable from promoting global cooperation and partnership.

In the view of former Slovenian President Turk, the Global Security Initiative adheres to the purposes and principles of the UN Charter and provides a strong conceptual framework for global security dialogue and cooperation. "The Global Security Initiative provides an important platform for in-depth, respectful and factual discussions on international peace and security in today's world."

Zimbabwean Ambassador to China Martin Cheddondo believes that countries are facing multiple traditional and non-traditional security challenges, and properly resolving these issues is related to the well-being of the people of all countries. The Global Security Initiative advocates that all countries abide by the purposes and principles of the UN Charter, uphold the equality of all countries, big or small, strong or weak, rich or poor, respect the sovereignty and territorial integrity of all countries, and attach importance to the legitimate security concerns of all countries. "This initiative will certainly make an important contribution to the maintenance of world peace."

"The Global Security Initiative is a very good roadmap for global security cooperation, and we recognize and support the core concepts and principles of the Global Security Initiative. Both developed and developing countries should strengthen dialogue around these principles to improve global governance. Chilean Ambassador to China Mauricio Urtado said.

"The Global Security Initiative has pointed out the direction for world peace and stability and the common development and prosperity of all mankind, and many countries support this initiative. At a time when international security contradictions are frequent, the Global Security Initiative will add more stability and certainty to eliminating the root causes of international conflicts and improving global security governance. Algerian Ambassador to China Hassan Labesch said.

"Pointing the way for further deepening security cooperation in various regions"

What kind of security concept the world needs and how all countries can achieve common security have become the issues of the times before everyone. The Concept Paper lists 20 key cooperation directions with a clear action orientation.

"China has made important contributions to world peace and development, and China's plan is related to global security." South African Ambassador to China Xie Shengwen said that only by working together to solve security problems can the world achieve lasting peace and development. As the world's largest developing country and the world's second largest economy, China insists on never seeking hegemony or expansion no matter what level of development, and advocates a spirit of unity and win-win thinking to deal with security challenges.

"President Xi Jinping put forward the Global Security Initiative last year, which has been supported by many countries, especially developing countries." Cuban Ambassador to China Pereira said that China's proposal and further interpretation of the global security initiative is of worldwide significance.

Armenian Ambassador to China Sergei Manasaryan said that the Concept Paper helps countries to better understand China's position on global security governance. China has always adhered to the principle of indivisibility of security and proposed that mankind is an indivisible security community, providing a new framework for conflict resolution and world peace and stability. The Concept Paper expresses China's position on bilateral and multilateral security cooperation with other countries and international and regional organizations under the framework of the Global Security Initiative, and "points out the direction for further deepening security cooperation in various regions."

Utado believes that China's global security initiative and the issuance of the Concept Paper can enable developing countries to further understand China's relevant measures in safeguarding security in traditional and non-traditional fields, and strengthen cooperation on many issues of common concern. "The contents of the Concept Paper on supporting Latin American and Caribbean countries to actively implement the commitments of the Proclamation of Latin America and the Caribbean as a Zone of Peace are very important for promoting security cooperation between Latin America and the Caribbean and the development of Latin American countries. This shows that China attaches great importance to promoting the peaceful settlement of conflicts around the world by all parties and deserves the support of all countries. ”

"To provide great impetus for the achievement of lasting peace and development in the world"

Peace is like air and sunshine, which benefits without realizing it, and cannot survive without it. China's important contributions to world peace and security are obvious to all. China looks forward to working with other countries in the direction indicated by the Global Security Initiative, working hand in hand, solidarity and cooperation, and jointly moving towards a better future of lasting peace and universal security.

Pereira said that in today's world, hegemonism and unilateralism still exist, and some countries have repeatedly abused sanctions. China has always adhered to the purposes and principles of the UN Charter and played an important leading role in improving global governance. "It is expected that all parties will practice true multilateralism through the Global Development Initiative and the Global Security Initiative and provide great impetus for the realization of lasting peace and development in the world."

Luo Siyi, former director of the Economic and Business Policy Department in London, believes that in the face of traditional security threats and many non-traditional security threats such as terrorism and climate change, China's concept of building a community with a shared future for mankind is of great value and will promote different countries to strengthen cooperation and respond to crises. All countries should practice multilateralism on the basis of mutual respect and achieve peaceful coexistence.

"There can be no development without peace. For many African countries, peace and security are precious. Gaston Arampova, second secretary of the Burkina Faso Embassy in China, said that Chinese people love peace. Since the founding of New China, China has never taken the initiative to provoke a war or invaded an inch of other countries' land. China supports African countries in their counter-terrorism efforts and provides important assistance to their development. "We support and look forward to strengthening security cooperation with China, other countries and international organizations under the framework of the Global Security Initiative to jointly safeguard world peace."
