Although Yin Rugeng was already wary of Zhang Qingyu, the hastily established pseudo-Jidong regime was weak, so naturally it was necessary to win over Zhang Qingyu, Zhang Yantian, and others who were ostensibly loyal, and even give them weapons. According to Zhang Bingru's recollection, "After the July 7 Incident, the Japanese sent Zhang Qingyu as the commander of the Jidong Security Corps, still serving as the commander of the First General Brigade, hoping that Zhang would be their tool for invading China. Before the uprising, Japan had issued a number of Type 38 machine guns and a large amount of ammunition, clothing, and cash (the weapons of the two corps in the formation were only rifles, which were newly purchased Czech horse rifles in Hebei Province). However, Zhang Qingyu did not buy the Japanese account.

After the July 7 Incident, seeing the Japanese Kwantung Army flocking into the pass, Zhang Qingyu and Zhang Yantian realized the seriousness of the situation and sent their confidant Liu Chuntai (then deputy director of the pseudo-Jidong Education and Training Institute) to Beiping to Beiping to see Hebei Provincial Chairman Feng Zhi'an for advice. Feng Zhi'an said to Liu: "Now that our army has not yet decided whether to fight with the Japanese army, please tell Captain Zhang not to move lightly for the time being." When our army started a war with the Japanese army, we asked Captain Zhang to take it by surprise, and on the one hand, he revolted in Tongxian County, and on the other hand, he divided his troops and attacked Fengtai on the side, so as to reap the effect of the attack. At that time, the armed forces stationed in Tongxian county were: the first pseudo-Jidong security corps and the security teaching corps stationed in the old fourth battalion and other places, the Japanese garrison unit stationed in Xicang, Dongcang and Xita Hutong, and the gendarmerie of the secret service agency. Outside the city, a battalion of the 29th Army was stationed outside the south gate of the new city. In order to prevent the 29th Army from attacking Tongxian County, Hosogi Fan, the chief of the Japanese secret service in Tongxian County, deliberately convened a military meeting between Zhang Qingyu and Zhang Yantian to discuss defensive matters. To this end, Hosogi also took out one-fifth of a military map, and asked two to make defensive plans based on the map. Zhang Qingyu suggested: "How about first dispatching the security teams scattered in various places to concentrate on standby in Tongxian County, and then discussing the attack and defense?" Thinking that the two pieces of faithful and reliable joined hands, they immediately agreed.

In the early morning of July 27, 1937, the Japanese army suddenly launched a surprise attack on the 29th Army stationed near Tong County. The pseudo-Jidong security forces ambushed at the south gate of the old city and the East General Tun neither gave any support to the Japanese nor intercepted the 29th Army, but only fired guns and cannons at the air, which aroused the suspicion of Hosogi. At about 9 o'clock on the same day, the Japanese army sent 12 planes to carry out indiscriminate bombing outside the southern city of Tongxian County, and the old fourth battalion of the security brigade stationed repeatedly displayed the "puppet flag" and still could not escape the doom of being bombed, resulting in more than ten casualties. The officers and men of the pseudo-Jidong security forces could no longer sit still, and Zhang Qingyu and Zhang Yantian secretly discussed, and finally there was an uprising in Tongxian County.
