Studying, propagating, and implementing the spirit of the 20th CPC National Congress is the most important political task of the whole party and the whole country at present and for some time to come, and is also an important political guarantee for us to set the right direction and develop our cause. The report of the 20th National Congress of the Communist Party of China put forward: "Develop the marine economy, protect the marine ecological environment, and accelerate the construction of a maritime power." "From the three directions of development, protection and construction, we have deployed strategic tasks for the next five years, pointing out the way forward and providing fundamental guidance for us to do a good job in the next step.
As a functional department that performs scientific expeditions and manages related polar affairs in the Antarctic and Arctic on behalf of the country, the Polar Exploration Office of the State Oceanic Administration must always adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and strengthen the overall leadership of the Party; We must always adhere to the overall concept of national security and safeguard polar security; We must always adhere to the high-standing planning of polar undertakings and promote the high-quality development of polar work; We must always adhere to the equal, open and cooperative global partnership and actively participate in polar international governance.
First, unswervingly uphold the party's centralized and unified leadership. "Two establishments" is the key to achieving great changes in the new era and an inevitable requirement for winning the future on the new journey. We must profoundly understand the decisive significance of the "two establishments" and resolutely safeguard the authority and centralized and unified leadership of the Party Central Committee. First, it is necessary to study the international polar development situation and future trend around the decision-making and deployment of the Party Central Committee on polar work, and improve the security risk monitoring and early warning system. Second, it is necessary to promote the construction of the polar legal system in an orderly manner, cooperate with relevant parties to do a good job in the relevant work of Antarctic legislation, and further improve the administrative licensing and activity management systems for Antarctic and Arctic exploration activities. Third, we should strengthen work coordination, resource integration and information sharing with relevant departments, form greater work synergy, and promote all work to achieve practical results.
The third is to continue to promote the high-quality development of polar work. The report of the 20th National Congress of the Communist Party of China pointed out that high-quality development is the primary task of building a modern socialist country in an all-round way. We must always adhere to scientific planning and continuous advancement, and strive to promote the high-quality development of polar work. First, it is necessary to improve the ability of scientific investigation. Further improve the polar observation and monitoring network with full coverage and all elements, thoroughly implement on-site investigation of the North and South Poles, strengthen the quality management of the whole process of polar exploration, establish and improve the standard system of polar exploration, promote the construction of national field scientific observation and research stations such as Great Wall Station, Zhongshan Station, and Yellow River Station, and continue to promote the implementation of relevant projects and tasks of "Xuelong Exploration". Second, we must pay close attention to the results and outputs. Focusing on cutting-edge scientific issues such as polar climate change, ice sheet stability, biological ecology and solar-terrestrial systems, carry out investigation and assessment of the ecological environment in key areas, and conduct in-depth research on ice and snow environment, geological processes, polar ecology and other issues, and form influential results. Third, we should strengthen personnel training. Increase cooperation with universities and research institutes, cultivate high-level and urgently needed talents, and continuously improve business innovation capabilities and core competitiveness of the team. At the same time, strengthen the education of young cadres, guide young cadres to learn new knowledge and skills related to their own work in light of the actual conditions of their work, constantly improve the knowledge system necessary for performing their duties, and strive to become pillars of talent who can be of great use and can shoulder heavy responsibilities.
Fourth, efforts should be made to improve the comprehensive support capability of polar exploration. The report of the 20th National Congress of the Communist Party of China emphasized "strengthening the capacity building of science and technology infrastructure" and "improving the overall efficiency of the national innovation system". We must strengthen research and development of key technologies and continuously improve the comprehensive support capability of polar investigation. First, it is necessary to implement major projects. Widely apply advanced technology and configure advanced scientific research equipment, improve and upgrade the scientific research facilities and technical level of the Antarctic and Arctic research stations, ensure the stable and effective operation of the research stations, promote the planned and step-by-step implementation of major projects and tasks, and continuously expand the activity area. Second, we must speed up technological innovation. In view of the technical difficulties existing in polar investigation, especially the key "stuck neck" technology, establish an account, concentrate forces, tackle key problems one by one, break through technical bottlenecks, and accelerate the realization of high-level scientific and technological self-reliance. Third, we should strengthen data sharing applications. Build a polar science data center with high standards, increase the intensity of data collection, collation and processing, do a good job in sharing samples, data and achievements, update and adjust the shared catalog in a timely manner, and strive to provide strong data support for polar scientific research and international governance.
Fifth, strengthen cooperation and deeply participate in polar international governance. The report of the 20th National Congress of the Communist Party of China pointed out that China actively participates in the reform and construction of the global governance system, practices the global governance concept of consultation, joint construction and sharing, adheres to true multilateralism, promotes the democratization of international relations, and promotes the development of global governance in a more just and reasonable direction. We should further deepen cooperation and continuously enhance our ability to participate in international governance in the polar regions. First, we should effectively use the existing bilateral and multilateral platforms to strengthen international cooperation, actively participate in the relevant work of international organizations in the Arctic and Antarctic, make full use of multilateral forum mechanisms to do a good job in communication and exchanges, and consolidate and expand practical cooperation with relevant countries. Second, it is necessary to organize and participate in the implementation of polar international cooperation research programs such as the "Decade of Marine Science for Sustainable Development", actively provide polar public goods and services to the international community, and continuously improve human scientific understanding of the polar climate and environment. Third, we should deeply study the polar international governance rule system, accurately grasp its connotation and essence, and contribute more Chinese wisdom to pragmatic cooperation.
The road is blocked and long, and the line is coming.
