Later, the chairman of the collegial panel said in an interview with the media that Suncity called "gambling bottom" "operation", and gambling bottom refers to gamblers gambling on the table, and increasing the amount of gambling under the table by leverage. In the course of the investigation, it was found that many accountants needed to obtain the consent of their superiors when gambling bottom, and the telephone of the Suncity department contained "operation" data, so "Ximihua" Zhou Zhuohua must have known and managed the gambling bottom activities.
Previously, Zhou Zhuohua was charged with 229 counts of "illegal gambling in licensed localities" for gambling bottom operations, but 126 of them were withdrawn after the retroactive expiration of the criminal statute of limitations.
