Reuters reported on October 26 that Biden signed a new regulation for travelers entering the United States on Monday, requiring proof of recent negative testing and proof of full vaccination with the new crown vaccine, which took effect from November 8. The rule would remove strict travel restrictions on China, India and much of Europe.

White House officials reportedly said non-travel visa holders in about 50 countries with vaccination rates below 10 percent, as well as people under the age of 18, could also be granted vaccination exemptions. However, people who are exempted generally need to be vaccinated if they intend to stay in the United States for more than 60 days.

The U.S. Centers for Disease Control and Prevention (CDC) will issue new personal information tracing rules on Monday that require airlines to collect information about international air travelers as needed "for the purpose of tracking passengers who have been exposed to variants of COVID-19 or other pathogens."

Under the new rules, people who have been vaccinated can board for the U.S. by providing proof of a negative test within 72 hours of boarding and information used to trace contacts.
