In 2021, the cultivated land protection inspection carried out by the National Natural Resources Supervision Agency found that after the issuance of the document of the General Office of the State Council on resolutely stopping the "non-agriculture" of cultivated land and preventing the "non-grain" of cultivated land, some places still illegally and illegally encroached on cultivated land to dig lakes for landscaping and afforestation, and some grassroots city and county governments and departments took the lead in promoting illegal land occupation, supplementing cultivated land and replenishing permanent basic farmland, and some even committed fraud, seriously impacting the red line of cultivated land and endangering national food security. Among them, 45 typical illegal cases are now publicly reported.

1. Encroachment on cultivated land, digging lakes for landscaping

1. The Water Conservancy Bureau of Handan City, Hebei Province illegally occupied land to build landscape parks and green belts. From August 2020 to October 2021, the Handan Municipal Water Conservancy Bureau occupied 4,948.76 mu of cultivated land (4,415.74 mu of permanent basic farmland) in 75 villages including Huaishutun and Gucheng Village in 3 counties (districts) of Cixian County, Quzhou County and Fengfeng Mining Area without approval to build the Fuyang River ecological restoration project. A landscape park and a green belt outside the embankment have been built in the field, of which 1143.98 mu of cultivated land (1113.74 mu of permanent basic farmland) has been occupied by excavated water surface.

2. The Administrative Committee of Anqing Economic and Technological Development Zone, Anqing City, Anhui Province illegally approved land to build artificial lakes, amusement facilities and green landscapes. In July 2016, the Administrative Committee of Anqing Economic and Technological Development Zone illegally decided that the Laofeng Town Government would expropriate 1,476.29 mu of collective land such as Laofeng Community and Jinxing Village. From May 2020 to June 2021, the management committee authorized the District Financial Investment and Construction Project Management Center to occupy 541.6 mu of collective land (178.05 mu of cultivated land) to build the Zhanghu Ecological Park project, excavate the original water surface to form an artificial lake, and build amusement facilities, parking lots, park roads and green landscapes, of which the newly excavated water surface occupies 15.78 mu of cultivated land.

3. Zhejiang Hangzhou Fuchun Mountain Residence Group Co., Ltd. illegally occupied land to build Yangpi Lake, supporting amusement facilities and green landscape. From September 2019 to September 2020, Hangzhou Fuchun Mountain Residence Group Co., Ltd. occupied 1276.63 mu of permanent basic farmland in Fuyang District China Rice Research Institute Experimental Farm and Fuchun Street Hucheng Village without approval to implement the Yangpi Lake ecological restoration and treatment project water diversion project, and Yangpi Lake and supporting amusement facilities and green landscapes have been built on the field.

4. The Jinzhong City Administration of Shanxi Province illegally occupied land to build a comprehensive water system treatment project in the Longcheng Street area. From May 2019 to October 2021, the Urban Administration of Jinzhong City, Shanxi Province, occupied 897.25 mu of cultivated land (465.36 mu of permanent basic farmland) in Yuci District of Jinzhong City without approval, implemented the Longcheng Street regional water system comprehensive treatment project, and built green landscapes, hardened trails, hardened squares, newly dug river channels, etc., of which 182.19 mu of cultivated land was occupied by excavated water surface.

5. Dongping County Ecological Forestry Development Center of Tai'an City, Shandong Province illegally occupied land to build Dongping Lake landscape project. From March 2020 to March 2021, the Dongping County Ecological Forestry Development Center (now Dongping County Forestry Protection and Development Center) occupied 810.77 mu of cultivated land (311.68 mu of permanent basic farmland) in 18 villages in 2 townships, including Xindian Village, Laohu Township, Dongping County, and Wanggudian Village, Jiuxian Township, without approval, to build the ecological treatment project of Dongping Lake along the lake ring city, planting landscape trees and ground cover plants, and building non-agricultural facilities such as landscape trails, water-friendly platforms, parking lots, and water bridges. Among them, the excavated water surface part occupies 118.63 mu of cultivated land.

6. The government of Shuangqiaohe Town, Jinnan District, Tianjin illegally occupied land to build afforestation and greening projects. From July to December 2020, the government of Shuangqiaohe Town, Tianjin, occupied 543.34 mu of cultivated land in Wangzhuang Village and Xizhouzhuang Village without approval to build the "Shuangqiaohe Town 2020 Afforestation and Greening Project Bid Section" project, and the site has dug lakes for landscaping, planting trees, flowers and plants, etc., of which 193.24 mu of cultivated land was occupied by excavated water surface.

7. The Urban Development and Construction Management Committee of Yugan County, Shangrao City, Jiangxi Province, illegally occupied land to build the Biwa Lake Wetland Park. From September 2019 to the end of 2020, the Urban Development and Construction Management Committee of Yugan County occupied 600.97 mu of land (439.84 mu of cultivated land) in Zhoushang Village, Yuting Town, Yugan County without approval to build the Biwa Lake Ecological Wetland Park, and has built green landscapes, tourist trails, wooden plank roads, management houses, etc., of which 182.61 mu of cultivated land occupied by newly excavated water surface.

8. Guangxi Zhuang Autonomous Region Senhe Ecological Development Co., Ltd. illegally occupies land to build artificial lakes, landscaping and other landscapes. From December 2019 to June 2021, Guangxi Senhe Ecological Development Co., Ltd. occupied 327.60 mu of collective land (301.39 mu of cultivated land) in Liuling Village, Binzhou Town, Binyang County, Nanning City without approval to build artificial lakes, landscaping and other landscapes, of which 35.32 mu of cultivated land was occupied by the excavated water surface.

9. Qingwenyuan Agricultural Tourism Development Co., Ltd., Xiuwen County, Guiyang City, Guizhou Province, illegally occupied land to build a pastoral complex project. From April 2019 to September 2020, Qingwenyuan Agricultural Tourism Development Co., Ltd. occupied 204.62 mu of land (200.31 mu of cultivated land, including 141.88 mu of permanent basic farmland) in Qingjiang Village, Jiuchang Street, Xiuwen County without approval, to build a "Qinqin Pastoral Garden" pastoral complex project, illegally occupy cultivated land to dig lakes for landscaping, build scenic area visitor centers, children's playgrounds and wooden houses and other facilities, occupy permanent basic farmland to plant ornamental plants, etc. Among them, the excavated water surface part occupies 98.51 mu of cultivated land (66.19 mu of permanent basic farmland).

10. Guanting Linhai Ecological Agriculture Demonstration Park Co., Ltd. of Feixi County, Hefei City, Anhui Province illegally occupied land to build an agricultural demonstration park project. From October 2018 to August 2020, Hefei Guanting Linhai Ecological Agriculture Demonstration Park Co., Ltd. occupied 248.83 mu of land (160.59 mu of permanent basic farmland) in Guanting Town, Feixi County without approval to build an agricultural demonstration park project, excavated to form an artificial lake and built lake islands, sightseeing boardwalks and trails, green landscapes, etc., of which the newly excavated water surface occupied 126.09 mu of permanent basic farmland.

11. Anping Investment Co., Ltd., Daxin County, Chongzuo City, Guangxi Zhuang Autonomous Region, illegally occupied land to build artificial lakes and other projects. From February 2020 to February 2021, Daxin County Anping Investment Co., Ltd. occupied 186.47 mu of collective land (149.73 mu of cultivated land) in Xinzhen Community of Daxin County without approval to build artificial lakes, lake islands and other landscapes, of which 46.90 mu of cultivated land was occupied by the excavated water surface.

12. Construction Management Service Center of Dongjin New District, Xiangyang City, Hubei Province and Xiangyang OCT Cultural Tourism Development Co., Ltd. illegally occupied land to build water system and art park landscape projects. From October 2019 to July 2021, the Construction Management Service Center of Dongjin New Area of Xiangyang City and Xiangyang OCT Cultural Tourism Development Co., Ltd. occupied 159.81 mu of land (131.67 mu of cultivated land) in Yanpo Village, Dongjin Town, Dongjin New District without approval, to build the water system improvement in the southern part of the OCT Cultural Tourism Demonstration Zone and the landscape project of the OCT Swan Lake Ecological Art Park, and newly excavated artificial landscape canals on the original ditch, and planted trees, lawns, etc. along the canal, of which the excavated water surface part occupied 36 mu of cultivated land.

13. The government of Yanbian County, Panzhihua City, Sichuan Province, illegally occupied land to build the Sun Lake Park project. From May 2020 to January 2021, the Yanbian County Government occupied 177 mu of collective land (111 mu of cultivated land) in Hongge Village in Hongge Town without approval to build the Sun Lake Park project, and water surfaces, green landscapes, roads, etc. have been formed in the field, of which 46 mu of cultivated land has been partially occupied by excavated water surface. After the issuance of Document No. 24 of the State Office of Invention [2020], the project has not been stopped.

14. Fujian Nanping Yanping Shuimei City Construction Management Co., Ltd. illegally occupied land to build a wetland park project. From August 2020 to November 2021, Nanping Yanping Shuimei Urban Construction Management Co., Ltd. occupied 187.15 mu of collective land (108.58 mu of cultivated land) in Xuyang Village and Shuijingyong Village in Xiadao Town without approval to build the Xuyangxi Shuimei Ecological Wetland Park Project, and has built a landscape lake, as well as plazas, viewing platforms, leisure trails and other facilities, of which the excavated water surface partially occupies 4.02 mu of cultivated land.

15. Housing and Urban-Rural Development Bureau of Haiyuan County, Zhongwei City, Ningxia Hui Autonomous Region, illegally occupied land to build a water system landscape project. From May 2020 to December 2020 and from October 2020 to December 2020, the Housing and Urban-Rural Development Bureau of Haiyuan County, Zhongwei City, without approval, occupied 443.34 mu of land (96.5 mu of cultivated land) in Haiyuan Town Street Construction and Dongcheng Two Communities to build the Haiyuan County Yucai Park and Dongcheng Ecological Park projects, and completed water systems, squares, parking lots, green landscapes, etc., of which the excavated water surface part occupied 48.3 mu of cultivated land.

16. Phoenix Agricultural Science and Technology Venture Park Co., Ltd., Zhashui County, Shangluo City, Shaanxi Province, illegally occupied land to build an agricultural tourism project. From August 2020 to October 2021, Zhashui County Fenghuang Agricultural Science and Technology Venture Park Co., Ltd. occupied 123.71 mu of land (89.92 mu of cultivated land) in Jinfeng Village of Fenghuang Town and Xingping Community of Xingping Town without approval to build agricultural tourism projects, and has built landscape lakes, water amusement facilities, parking lots, etc., of which 37.9 mu of cultivated land occupied by excavated water surface.

17. The village committee of Jingxiu District, Baoding City, Hebei Province, illegally occupied land to build water systems and landscape facilities. From March 2020 to October 2021, the village committee of Haozhuang, Jingxiu District, Baoding City, occupied 63.29 mu of permanent basic farmland without approval to build the water system project of Haozhuang Ring Village, and landscape facilities such as river channels, walking paths, leisure pavilions, and cultural squares have been built, of which 16.39 mu of permanent basic farmland has been encroached upon by excavation of rivers.

2. Local governments and departments take the lead in promoting illegal land occupation, illegal land grants, and non-implementation of regulatory duties

1. The Party Committee and Government of Shapingba District of Chongqing Municipality led the illegal land occupation to build the green landscape project of Feiran Lake. From September 2020 to September 2021, the party committee and government of Shapingba District led the occupation of 442 mu of collective land (275 mu of permanent basic farmland) in seven social collectives including Hujiayan in Qingfeng Shan Village, Zhongliang Town without approval to build the Feiran Lake greening landscape project, and parking lots, trails, management houses have been built, and the rest are planted with ornamental flowers and trees.

2. The government of Turks County, Ili Kazakh Autonomous Prefecture, Xinjiang Uygur Autonomous Region, illegally approved the temporary land for the construction of permanent tourism facilities in the Huahai Karajun Project. In July 2019, the Turks County Government issued the "Reply on the Approval of the First Phase of the Temporary Land Use of Mengbulak Village Ecological Agriculture Tourist Park in Chorak Tirek Town" (Tezheng [2019] No. 42), illegally approving Xinjiang Xinjijia Ecological Agriculture Science and Technology Development Co., Ltd. to illegally occupy 680 mu of cultivated land in Mengbulak Village to build an ecological agricultural tourist park (Huahai Karajun Project) in the form of temporary land, of which permanent tourist facilities such as tourist reception centers and parking lots cover an area of 20.65 mu, wooden plank roads, stone roads, The amusement facilities cover an area of 33.35 acres, and the rest of the cultivated land is planted with flowers, which will be basically completed by June 2020.

3. The government of Yanshan County, Wenshan Prefecture, Yunnan Province illegally approved land acquisition for the construction of Dream World Amusement Park and Ryubai Park. From September 2019 to October 2021, the Yanshan County Government illegally approved the expropriation of 200 mu of cultivated land, of which 114 mu was used for the construction of Ryuhaku Park, and the remaining 86 mu was leased to Jiangxi Dongtian Amusement Development Co., Ltd. to build amusement facilities and shops of Dream World Amusement Park.

4. The government of Qilin District, Qujing City, Yunnan Province and relevant departments have not effectively curbed the problem of indiscriminate occupation of arable land and building houses in new rural areas, and the investigation and rectification are not in place. After the national video and telephone conference on the special rectification of the problem of indiscriminate occupation of farmland and building houses in rural areas on July 3, 2020, 18 new problems of indiscriminate occupation of farmland and building houses in Qilin District were added, involving 131 mu of cultivated land (48 mu of permanent basic farmland). The Qilin District Government and the departments of natural resources and agriculture and rural areas have not been effective in organizing and investigating the problem of indiscriminate occupation of arable land and building houses in newly added rural areas, and the Qujing Municipal Government and the departments of natural resources and agriculture and rural areas have not discovered and supervised and stopped the outstanding problems in Qilin District.

5. The government of Shuangjiang County, Lincang City, Yunnan Province illegally approved land acquisition to build an Icelandic tea town. From January to October 2020, the Shuangjiang County government illegally approved the expropriation of 347 mu of collective land (125 mu of cultivated land) to build an Icelandic tea town, and built a headquarters, exhibition and trading center, and tea culture museum.

6. The government of Fanchang District, Wuhu City, Anhui Province, fraudulently approved temporary land use. In May 2020, Tuju Wuhu Marenshan Campsite Management Co., Ltd. occupied 248.64 mu of land (95.3 mu of permanent basic farmland) in Sichong Village, Suncun Town, Fanchang District, Wuhu City without approval to build an RV camping area project, and built hardened roads, barbecue tables, lawns and landscaping. In February 2021, the Fanchang District Government organized the District Development and Reform Commission, the Transport Bureau, the Natural Resources and Planning Bureau, and the Suncun Town Government to illegally handle the temporary land use approval procedures for the project, and advanced the approval date to October 2020.

7. Qiubei County, Wenshan Prefecture, Yunnan Province, has failed to curb the problem of indiscriminate occupation of arable land and building houses in newly added rural areas, and the investigation and rectification are not in place. On July 3, 2020, after the national video and telephone conference on the special rectification of the problem of indiscriminate occupation of farmland and building houses in rural areas, 168 new problems of indiscriminate occupation of farmland and building houses in Qiubei County were added, involving 62 mu of cultivated land. The Qiubei County Government and the departments of natural resources and agriculture and rural areas have not been effective in organizing and investigating the problem of indiscriminate occupation of farmland and building houses in newly added rural areas, and the Wenshan Prefecture Government and the departments of natural resources and agriculture and rural areas have not discovered and supervised and stopped the outstanding problems in Qiubei County.

8. The Administrative Committee of Xiaoyi Economic Development Zone of Shanxi Province acquiesced in allowing enterprises to illegally occupy cultivated land for non-agricultural construction. From January 2020 to October 2021, the Administrative Committee of Xiaoyi Economic Development Zone acquiesced in illegally occupying 1,802.03 mu (1,542.81 mu of cultivated land) to build factories and projects without stopping and investigating them, knowing that 33 enterprises had not gone through land use procedures.

9. The Natural Resources Bureau of Jingxi City, Guangxi Zhuang Autonomous Region, approved temporary land use in violation of regulations. In October 2020, the Construction Project Department of Taiji North Road in Jingxi City and Guangxi Tiangui Aluminum Co., Ltd. occupied 38.28 mu (38.14 mu of cultivated land) of collective land (38.14 mu of cultivated land) in Qirong Village and Maliang Village in Wuping Town in Xinjing Town for non-agricultural construction without approval. In April 2021, the Jingxi Municipal Bureau of Natural Resources falsely judged two illegal map spots involved in non-agricultural construction to be temporary land in the law enforcement of the satellite film, and uploaded two temporary land use approvals issued in violation of the law, with an approved area of 12.52 mu, which is quite different from the actual illegal land area.

10. The Urban Management Comprehensive Administrative Law Enforcement Bureau of Gaobeidian City, Baoding City, Hebei Province, illegally occupied land to build Xinhua Park. From April 2021 to October 2021, the Urban Management Comprehensive Administrative Law Enforcement Bureau of Gaobeidian City, Baoding City, occupied 41.49 mu of land (31.89 mu of cultivated land) in Zhangbatun Village without approval to build Xinhua Park, and has built landscape roads, plastic squares, rest pavilions and green landscapes.

3. Illegal occupation of cultivated land, afforestation and destruction of permanent basic farmland

1. The government of Xiangzhou District, Xiangyang City, Hubei Province illegally occupies cultivated land and permanent basic farmland for afforestation. From December 2020 to September 2021, the Xiangzhou District Government occupied 12 villages including Yugou Village in Guyi Town without approval, and the original Hubei Ecological Shelter Forest Project had reclaimed 1,612.86 mu of land (1,609.40 mu of arable land, including 339.15 mu of permanent basic farmland) for afforestation.

2. Anhui Communications Holding Group Co., Ltd. illegally occupies cultivated land and permanent basic farmland to extract soil. From October 2019 to May 2021, the project office of the Chuzhou-Tianchang section of the North Yanjiang Expressway of Anhui Provincial Communications Holding Group Co., Ltd. occupied 995.84 mu of land (788.95 mu of cultivated land and 612.64 mu of permanent basic farmland) in Zhangshan Town of Lai'an County and Yanjian Town of Tianchang City without approval, which was used for soil extraction for the construction of the Chutian Section of the North Yanjiang Expressway, causing damage and destruction of a large amount of cultivated land and permanent basic farmland.

3. Zhengde Aquaculture Cooperative in Xiantao City, Hubei Province, illegally occupied permanent basic farmland to dig ponds and raise fish. In March 2021, Zhengde Aquaculture Cooperative illegally occupied 306.10 mu of permanent basic farmland in Huanglu Village, Shahu Town, Xiantao City, to dig pits for aquaculture.

4. Changfeng Town, Renqiu, Cangzhou City, Hebei Province, illegally destroyed cultivated land and permanent basic farmland to extract soil. During the construction of the Jinshi Expressway from 2018 to 2019, the government of Changfeng Town, Renqiu, Cangzhou City, Hebei Province, organized 11 villages including Dongzhuang Village and Huangzhuang Village in this town to sign a soil taking and selling agreement with the Jinshi Expressway construction party without applying for temporary land use and mining licenses, and there was a destruction of cultivated land or even permanent basic farmland to take soil and sell soil, involving 265.04 mu of cultivated land and 147.38 mu of permanent basic farmland.

5. Shenjing Village Committee of Xiangshan Township, Shapotou District, Zhongwei City, Ningxia Hui Autonomous Region, and 9 villagers dug sand to destroy permanent basic farmland. From 2013 to 2020, the Shenjing Village Committee of Xiangshan Township, Shapotou District, Zhongwei City, and nine villagers occupied 129.21 mu of land (101.62 mu of cultivated land, including 95.8 mu of permanent basic farmland) in the village without permission to dig sand and gravel. The Natural Resources Bureau of Zhongwei City and Shapotou District reported the two patches involved in this problem as "unchanged" in the 2020 Wei Film Law Enforcement Bureau.

6. The government of Gegu Town, Jinnan District, Tianjin, and the Jinnan District Highway Bureau illegally occupy cultivated land for afforestation. From September 2020 to January 2021, the Gegu Town Government and the Jinnan District Highway Bureau occupied 86.36 mu of cultivated land in Pangu Village, Shifang Village, Deng Cen Zi Village, Yang Cen Zi Village and Xinzhuangzi Village in Gegu Town without approval to plant trees and afforestation, of which 52.26 mu continued to be built after January 2021.

Fourth, the problem of replenishing cultivated land and making up permanent basic farmland is untrue

1. The problem of inflated cultivated land in Antu County, Yanbian Korean Autonomous Prefecture, Jilin Province, in 2020. In June 2021, the project was approved by the Antu County Government, and 21,798.44 mu of new cultivated land was added. In September 2021, the Department of Natural Resources of Jilin Province organized an expert demonstration and passed. The inspectors found that the project had 46 patches of 1222.89 mu of newly added arable land in the 2009 land use status database as cultivated land. On the grounds of water damage, the Antu County Natural Resources Bureau changed 1222.89 mu of cultivated land into unused land in violation of the law without comprehensive verification by the Jilin Provincial Department of Natural Resources and reporting to the Ministry of Natural Resources for review. In April 2019, the Antu County Government approved the project approval, including the above-mentioned 46 illegal change patches into the source of new cultivated land and "packaged" them as reclamation projects, inflating 1222.89 mu of cultivated land.

2. The amount of cultivated land supplemented by 31 villages including Dongjiawa Village, Haiqing Town, West Coast New Area, Qingdao City, Shandong Province, was untrue. In April 2019, the project was approved by the preliminary inspection of Qingdao West Coast New Area, adding 3915.20 mu of cultivated land; in August 2019, Qingdao Municipal Bureau of Natural Resources and Planning approved and passed the acceptance; in September 2019, the Department of Natural Resources of Shandong Province agreed to be inspected into the treasury. The inspectors found that there was no change in the status quo of some tea plantations in the project, which was the source of new cultivated land, and the cultivated land was inflated by 684.18 mu.

3. The amount of cultivated land supplemented by land development projects in four villages, including Guandao Town and Xinggang, Anxiang County, Changde City, Hunan Province, is untrue. In September 2019, the project was accepted by the Natural Resources Bureau of Anxiang County, and 334 mu of new arable land was added; In May 2021, the Hunan Provincial Department of Natural Resources approved the review. The inspectors found that when the project was approved in May 2018, some plots had been managed according to cultivated land, and the cultivated land was inflated by 253.89 mu.

4. The amount of cultivated land supplemented by the social investment land consolidation project in Heli Town, Gaotai County, Zhangye City, Gansu Province is not true. In November 2019, the project was accepted by the Gaotai County Natural Resources Bureau and confirmed that 234.43 mu of new arable land was added. In March 2021, the Gansu Provincial Department of Natural Resources verified and identified the newly added cultivated land in the project and entered it into storage. The inspectors found that 201.28 mu of the newly cultivated land in the project was currently bare land and did not have the conditions for cultivation.

5. The amount of supplementary cultivated land replenished by the fourth batch of supplementary cultivated land reserve projects in Tanghe County, Nanyang City, Henan Province in 2018 is untrue. In March 2018, the project was approved by the Tanghe County Land and Resources Bureau; In December 2019, Nanyang Natural Resources and Planning Bureau passed the acceptance; In September 2020, the Department of Natural Resources of Henan Province was included in the provincial arable land reserve, with a new cultivated land area of 3392.76 mu. The inspectors found that the project had 185.4 mu of garden land and forest land that had not been sorted into cultivated land, but was put into the treasury according to the new cultivated land, and there was a problem of inflating cultivated land.

6. The amount of cultivated land supplemented by the land consolidation (agricultural land development) project in four villages, including Tandu Village, Tandu Town, Linxiang City, Yueyang City, Hunan Province, is not true. In May 2020, the project was accepted by the Linxiang Municipal Natural Resources Bureau, and 797.95 mu of new arable land (paddy fields) were added. In August 2021, the Hunan Provincial Department of Natural Resources approved the review. The inspectors found that two plots of the project were pit water surface and hydraulic buildings before and after the implementation of the project, but the actual development was not carried out but accepted according to the cultivated land, and the cultivated land was inflated by 57.16 mu.

7. The construction project of the Qujiang section of National Highway 351 in Qujiang District, Quzhou City, Zhejiang Province, occupies permanent basic farmland and makes up for the rezoning. In January 2020, Qujiang District of Quzhou City used the approved construction land as permanent basic farmland in the construction project of the Qujiang section of National Highway 351, and the false area was 36.26 mu.

5. Falsely restoring cultivated land by means such as simple mulching or false planting on illegal construction land

1. Shandong Schindler Kang Agricultural Development Co., Ltd., Changqing District, Jinan, Shandong Province, simply covered the soil on the hardened road and falsely restored farming. In March 2022, Changqing District instructed the company to dismantle and rectify, but the company did not dismantle and recultivate as required, and only simply covered the hardened pavement, and Changqing District did not find the false recultivation problem.

2. The temporary land reclamation of Hubei Changjiang Road and Bridge Co., Ltd. in Zhushan County, Shiyan City, Hubei Province does not meet the requirements. In January 2022, Hubei Changjiang Road and Bridge Co., Ltd., the contractor of Shiwu Expressway, reclaimed 3.5 mu of cultivated land occupied by the former temporary land (mixing station) in Xiaojiagou Village, Loutai Township, Zhushan County, and simply covered the soil after the cement blocks and stones generated in the process of demolishing the hardened ground were directly buried in the ground, affecting cultivation.

3. The upgrading and reconstruction project department of Yunjishan Small Ring Road in Banan District, Chongqing Municipality simply covered the ground with false recultivation. In March 2021, the Yunjishan Small Ring Road Upgrading Project Department occupied 2.22 mu of land (1.67 mu of cultivated land, including 1.48 mu of permanent basic farmland) in Yunjishan Village, Lianhua Street, without approval, to build a hardened road for transporting spoil and discard. After the illegal occupation problem was discovered, in April 2022, the Yunjishan Small Ring Road Upgrading Project Department directly covered the hardened road with false rectification.

4. Jiuhe Village, Zhongxin Town, Zengcheng District, Guangzhou City, Guangdong Province, scared the cooperative to falsely restore cultivation on the hard-bottomed ground. In October 2020, the Dashi Scared Cooperative in Jiuhe Village, Zhongxin Town, Zengcheng District, occupied 1.3 mu of permanent basic farmland in the village to build a basketball court without approval. In March 2022, in order to cope with the law enforcement of land guards, the Dashi Scare Cooperative directly covered the hard-bottomed ground of the basketball court, planted sweet potatoes, and falsely resumed farming.

5. Guangxi Neutral Horticultural Engineering Co., Ltd. simply covered the ground on hardened ground and recultivated falsely. In November 2020, Guangxi Neutral Horticultural Engineering Co., Ltd. occupied 0.88 mu of permanent basic farmland in Dadeng Village, Santang Town, Xingning District, Nanning City, without approval, and built a two-story simple house and a row of brick-concrete simple houses. In April 2021, the people's government of Santang Town, Xingning District, organized the demolition of illegal buildings, and the company covered the hardened ground with false recultivation. The Nanning Municipal Leading Group Office for Land and Mineral Resources Law Enforcement Inspection conducted an on-site acceptance of the rectification of the illegal land, and issued an acceptance opinion that the demolition and reclamation were in place.

The 45 typical cases reported above reflect that the awareness of cultivated land protection in relevant localities is not strong, the main responsibility of local governments for cultivated land protection and the supervision responsibility of relevant departments are not implemented, and the supervision is weak and law enforcement is not strict. In the report of the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping stressed that it is necessary to consolidate the foundation of food security in an all-round way, firmly adhere to the red line of 1.8 billion mu of arable land, and ensure that the Chinese's rice bowl is firmly in his hands. Local governments at all levels and relevant departments should draw profound lessons from the typical cases reported and draw inferences from one case to another.
