The List of Wild Animals under National Key Protection (hereinafter referred to as the List) was originally jointly formulated and released by the former Ministry of Forestry and the Ministry of Agriculture of the People's Republic of China in accordance with the relevant provisions of the Wildlife Protection Law of the People's Republic of China. The protection levels in the List are divided into Class I and Level II, and specific divisions are made for aquatic and terrestrial animals, and it is specified that the fishery and forestry administrative departments are in charge respectively.

The Directory was approved by the State Council of the People's Republic of China on December 10, 1988, and promulgated and implemented by the former Ministry of Forestry and the Ministry of Agriculture on January 14, 1989. The promulgation of the List has raised the protection of these wild animals to the level of law, and anyone who violates the relevant regulations (such as killing or reselling the wild animals listed in the list) will be punished by law.

On February 5, 2021, the newly adjusted List of Wild Animals under National Key Protection was officially announced.

This is the first major adjustment of the Directory in the past 32 years, further clarifying the scope of wild animals under national key protection, increasing the intensity of protection, and playing a positive role in strengthening the rescue and protection of species, combating indiscriminate hunting and illegal trade, and improving the public's scientific understanding and awareness of the protection of wild animals under national key protection. At the same time, it also means that in the future, strict law enforcement and supervision will be carried out, and illegal and criminal acts such as indiscriminate hunting of wild animals will be severely cracked down, and the general public should engage in hunting, artificial breeding, selling, buying and using wild animals under national key protection in accordance with the law.

After the adjustment, 517 species (categories) of wild animals were added to the list, 43 species such as filaments were listed as first-class protected wild animals, and 474 species (categories) such as turtles, seahorse species (only wild populations), and all species of stony corals were listed as national second-class protected wild animals. 65 species of Yangtze finless porpoise, including the Yangtze finless porpoise, have been upgraded from national second-class protected wild animals to first-class wildlife.

There are 302 species (294 species and 8 categories) of aquatic wild animals in the newly adjusted List, accounting for 30.56% of the 988 species (980 species and 8 categories) listed in the list. Among them, 46 species (45 species and 1 category) of aquatic wild animals are protected at the national level, including Chinese white dolphins, ferrets, clams, all red coral species, Yangtze finless porpoise, Chinese sturgeon, Yangtze sturgeon, sea turtles, etc. There are 256 species (classes) of aquatic wild animals under national second-class protection.
