The report of the 20th National Congress of the Communist Party of China pointed out that "no organization or individual shall have privileges that exceed the Constitution and laws, and will never allow words to substitute for the law, use power to suppress the law, pursue profit and violate the law, and bend the law for personal gain." For Cai Rang Wangjie, a grassroots judge of the Xiahe County People's Court, he was deeply impressed by the relevant expositions in the report of the 20th National Congress of the Communist Party of China on "adhering to the comprehensive rule of law and promoting the construction of the rule of law in China".
When the reporter walked into the office of Wangjie at the Xiahe County People's Court, he was intently flipping through the case files. Honors such as "National Outstanding Judge," "National Model Judge," "National Advanced Worker," "Most Beautiful Grassroots Judge," "Outstanding Communist Party Member of the Province," and "Advanced Individual of National Unity and Progress in the Province" record the career of this grassroots judicial worker who has been working in the Xiahe County People's Court since 1997 from clerk, assistant judge, and judge to court president.
Only then did he let Wangjie, a member of the leading party group of the Xiahe County People's Court, a full-time member of the adjudication committee, and an outstanding judge in the country

On Tsering Wangjie's desk, all kinds of documents and materials are piled up. Although he has accumulated rich grassroots work experience, when he encounters cases in which the Tibetan masses do not understand the law, cannot use legal weapons to protect themselves, or even violate the law and commit crimes due to disregard for the law, Wangjie will still carefully consult the information, accurately translate complex legal terms into words that the masses can understand, and express them. Gradually, more and more Tibetan people who did not understand and use the law began to learn to use the weapon of law to protect themselves.
"The report of the 20th National Congress of the Communist Party of China also proposed to 'deepen the comprehensive supporting reform of the judicial system and fully implement the judicial responsibility system'. The goal of governing the country according to law is clearer, more concrete, and more down-to-earth, which is the best response to the concerns and expectations of the people of the whole country, and at the same time puts forward higher requirements for judicial workers. I feel both excited and proud of the mission and great responsibility. Only then did Wangjie say.
Since the 18th National Congress of the Communist Party of China, the Xiahe County People's Court has strived to identify the point of integration, entry point and foothold of the people's court's justice for the people and serving the overall situation, accepting more than 4,900 cases of various types, closing more than 2,800 cases through mediation, and implementing 320 million yuan in place, comprehensively protecting the people's yearning for a better life with judicial power.
