Mary Elizabeth Truss was born in July 1975 to an intellectual family in Oxford, England. Now 47, married with two daughters, she worked as an accountant at Shell and cable TV after graduating from university, and married accountant colleague Hugh O'Leary in 2000, with the family living in Setford, Norfolk.

During his tenure as a Liberal Democrat, Terrass supported the legalization of marijuana and the abolition of the monarchy, and opposed the Criminal Justice and Public Order Act of 1994.

On September 4, 2012, Terrass was appointed Parliamentary Deputy Secretary of State for the Department of Education, responsible for childcare and early learning, assessment, qualification and curriculum reform, behaviour and attendance, and school food reviews.
