Looking through old historical photos, I found that there is a tower-shaped building on lushun Baiyu Mountain, which is located on the location of the Later Japanese-built Tsutomu Tower.
I discussed this tower-shaped building with the people involved, and many people believe that it is the Tower of Table Loyalty, which is under construction. If you look closely, it's a completed building, even with a spire.
The most straightforward way to figure this out is to look up old photos. You see the picture above, a Russian pulling a Russian woman in a four-wheeled carriage. Looking far away, there is a white building in the southwestern foothills of the White Jade Mountain, which is the official residence of the Governor of the Far East, Alexeyev, which was later given to his nephew Prince Charles for his birthday, which is now the first guest house of the Lushun Navy. This shows that this is the period of The Russian strong lease brigade. The tower on the hill already exists, and it is by no means possible that the Tower of Cousin Zhong is under construction.
Below the photo above is a caption: Russo-Japanese War 1904-1905 Port Arthur, embankment of the internal road. That embankment is along the dam. The photograph of masts in the distance and small fishing boats nearby, which is a dual-purpose fishing pier, proves that there was that tower on the White Jade Mountain before the Russo-Japanese War.

We looked up at the White Jade Mountain in the distance, and we could faintly see a tower-shaped building on it. It should be certain that the building was built by the Russians during the lease. The next question to be considered is what is the name of the tower? What is the purpose of the tower?

In fact, before the Russian army built henuo tower, there was already a building on the White Jade Mountain, which was built by the Beiyang Navy to guide ships into the port of Lushun. On September 28, 2019, Shanghai scholar Mr. Jiang Ming used the above picture when lecturing in dalian development zone. People who have gone to sea know that there is no safe haven outside the harbor, only the White Jade Mountain. Looking at the Golden Mountain, the White Jade Mountain and the West Jiguan Mountain from a distance, they are almost on a flat surface. Just like the Electric Rock Fort and the Golden Mountain are one from a distance. After the Russians forcibly leased the brigade, they demolished the navigation marker and built a henuo tower.
On the morning of September 29, 2019, at the former site of Lushun Industrial School, several experts and scholars were invited to participate in the exhibition of the 120th anniversary of the discovery of Oracle. I brought an electronic document of old photographs to ask you about the role of the tower. Shanghai scholar Mr. Jiang Ming, Professor Guan Jie of Dalian, Zhou Xiangling, old director of the Lushun Russo-Japanese Prison, and Wang Zhenren, researcher of the Dalian Institute of Modern History, discussed this issue. It was agreed that, depending on the shape of the building and its position directly opposite the port, its role was to guide the ship into the harbor from afar, which was actually a lighthouse. This is a relatively authoritative determination at present, and it needs to be further confirmed by the text of the declassified archives.

After the Russo-Japanese War, at the end of 1905, the smoke of the Russo-Japanese War had not yet dissipated, and the commander of the Japanese Combined Fleet, Heihachiro Togo, and the commander of the Japanese Third Army, Nogi Nogi, as the main advocates, carried out fundraising activities in Japan, raised 260,000 yen, and began to build the "Table Loyalty Pagoda" at the White Jade Mountain in Lushun to sacrifice the dead of the war and beautify the war of aggression. The Japanese demolished the Russians to build the Tower of Nol and built the Tower of The Table of Loyalty. We focused on the symbolism of the White Jade Mountain Pagoda and ignored its pilotage function.
In this way, there are three buildings in the location of the White Jade Mountain Pagoda, the navigation mark built by the Beiyang Navy, the Henuo Tower built by the Russians, and the Biaozhong Pagoda built by the Japanese.
