As we all know, among the many non-fair play behaviors, the phenomenon of tacit ball has always been the most difficult to investigate, and many times it is often not solved. Last season's Chinese Champions League also had a suspicious tacit understanding of the ball, so this year the Chinese Football Association tried a new measure in this regard - in addition to the establishment of a joint mechanism with the relevant departments of the Ministry of Public Security to supervise the normal practice of the game, the Chinese Football Association has launched a new "jury" attempt.

A fair play jury is established before the start of the Champions League season, consisting of integrity officers of member associations and representatives of well-known football experts, with a number of about 50 to 60 people. After the dispute arose in the competition, within 24 hours after the match or after the occurrence of the event, the club has the right to complain about the unfair competition behavior, and provide relevant evidence texts and video materials, and after the China Champions League Organizing Committee initiates the fair competition review procedure, the fair competition review team will be organized to review the event.
The members of the Fair Play Review Panel will be randomly selected from a Fair Play Review Panel of 50 to 60 people (the complainant and the province where the respondent is located recused himself). If the fair play review panel deliberates and votes on the characterization, and there is an absolute majority (more than 6 votes) to agree, the unfair competition behavior is established, and if there are less than 6 votes in favor, the non-fair competition behavior is not established.
The fair competition review team will report the evaluation results to the China Champions League Organizing Committee, if the non-fair competition behavior of the object of the complaint is established, the Organizing Committee of the China Champions League will start the punishment procedure, and if the non-fair competition behavior of the object of the complaint is not established, the complainant will be informed of the evaluation result.
If the non-fair play act is established, the Organizing Committee of the China Champions League will impose penalties on the parties involved (clubs, teams or individuals), including but not limited to the judgment of the game, the cancellation of all results or achievements of the team, the prohibition of the team or individual from participating in the China Champions League for more than 3 years, and a fine.
At the same time, the punishment results are reported to the Discipline Committee of the Chinese Football Association and the Ethics Committee of the Chinese Football Association, and the application for further punishment of the team or individual involved in the blacklist of football violators in the national amateur competition, etc. For suspected illegal and criminal acts, the Organizing Committee of the Chinese Champions League will transfer the relevant evidence clues to the national judicial organs through the Chinese Football Association.
It is understood that if this set of review mechanisms of the Chinese Champions League takes shape, it will not be ruled out in the future to be implemented in the Chinese Super League, China A and China Second League.
