The Intercept website reported on July 1 that between 2017 and 2020, the United States conducted at least 23 proxy wars around the world through secret programs, of which at least 14 occurred in the Middle East and the Asia-Pacific region.

Citing relevant documents obtained and senior U.S. Defense Department officials, the "Interception" website reported that under the secret authorization, the United States used foreign troops and irregular armies to carry out so-called anti-terrorist operations through a program called "127e".

The United States provides weapons, training and intelligence to the above-mentioned forces. Unlike traditional foreign aid programs aimed at improving local response capabilities, partners in the "127e" program are assigned to carry out U.S.-directed missions against "U.S. enemies."

According to the Intercept website, at least 14 "127e" operations in the Middle East and Asia Pacific remain active in 2020; From 2017 to 2020, the United States conducted at least 23 "127e" operations around the world, costing a total of $310 million. There were casualties among U.S. personnel in these operations, and it is not clear what civilians and foreign armed forces have suffered.

Joseph Waterer, a former commander of U.S. Central Command, told the Intercept website that the U.S. conducted Operation 127e in Egypt, Lebanon, Syria and Yemen. A former senior U.S. Defense Department official, speaking on condition of anonymity, confirmed that the U.S. side had conducted a "127e" operation in Iraq. According to relevant documents, the United States also carried out the "127e" operation in Tunisia.

The U.S. Department of Defense and U.S. Special Operations Command declined to comment on the "127e" program. A U.S. government official familiar with the project told the Intercept website that only a handful of members of the U.S. Congressional Armed Services Committee and Intelligence Committee had read the "127e" project report, and others were unaware of the project's existence.

Some analysts told Intercept websites that using little-known authorization to act would raise serious accountability and oversight issues and potentially violate the U.S. Constitution.
