South Korea's territorial waters meet the waters of the western Pacific Ocean, due to the alternating cold and warm currents in the sea area, it is very suitable for the survival and reproduction of fish, so fishery resources are rich and diverse, and it has a unique environment for the development of recreational fisheries.

South Korea has issued a series of management regulations for the development of its recreational fisheries: Although Article 18 of the Korean Aquatic Resources Management Law allows non-fishery practitioners to capture aquatic resources, Article 6 of the Law clearly defines several means of capture. The methods allowed are: casting nets, pocket nets, copying nets, cages, fishing rods, fish cages, hooks, etc. Harpoons and diving equipment not included in the permitted methods cannot be used for fishing.

Therefore, fishing with an unauthorized harpoon is a violation of the Aquatic Resources Management Act. According to Article 65 of the Act, fishing with unauthorized tools such as harpoons is punishable by a fine of up to 10 million won. In addition to fishing at sea, fishing in inland rivers and lakes is also not allowed to fish with harpoons under the Surface Fisheries Act.
