His name is Deng Wangcheng, a qiaotou person in Dongguan, born in October 1935, joined the Communist Party of China in 1956, served as the captain of the Bridge Alliance Youth Commando Team in 1958, served as the captain of the Yang Gonglang production team of the Bridgehead Brigade from 1964 to 1979, and served as the secretary of the party branch of the Qiaotou Management District from 1980 to 1998; In 1995, he was named a national model worker, in January 1997, he was selected as one of the first top ten outstanding agricultural entrepreneurs by the Dongguan Municipal Government, and in August 1997, he was elected as a delegate to the Eleventh National Congress of the Communist Party of China, and attended the Eleventh National Congress of the Communist Party of China with honor; He died of illness on April 17, 2001.
Qiaotou Community, formerly known as Qiaotou Commune Qiaotou Brigade, is located in the east of Dongguan, bordering Huiyang and Boluo Counties, and belongs to the hilly area. It was once a barren place in Dongguan County. Because the cultivated land here is either pit fields, okada, terraced fields, and duantian fields with high drought, or low-lying lake fields and putian fields that are flooded, it will become a drought if it does not rain for a week, and it will become a vast ocean after three days of rain. The low-lying lake and pu fields are even more "not harvested in ten years", often sowing seeds several times a year and planting seedlings several times a year without much harvest. Everything changed because of the emergence of Deng Wangcheng, who gave new vitality to this barren land.
Deng Wangcheng is known as the creator of the economic miracle of the Qiaotou community. He dared to be the first in the world, using the sale of cars donated by Hong Kong businessmen to raise "original funds" for the construction of garment factories, and the profit that year exceeded 100,000 yuan. When the wave of reform of the household contract responsibility system had just emerged in the countryside, Deng Wangcheng, who was elected secretary of the party branch of the Qiaotou Management District, was eager to change the current situation of weak collective economy. However, the cold weather made it impossible for his cattle farm to run, and there was no hope for loans, so he led the Qiaotou community to choose another development path.
In 1978, Qiaotou Village introduced the first incoming material processing plant. The rattan factory, which was purchased by Hong Kong merchants and provided by local labor at Qiaotou, earned 40,000 yuan in processing fees in the first year after deducting wages and other costs. Cheap labor allowed investors to make considerable profits, and the news did not go away, so more Hong Kong merchants flocked to it.
At the beginning of 1984, a Hong Kong businessman wanted to invest in a garment factory in the Qiaotou Management Area, but unfortunately there was not even a simple factory building here. It is said that it takes 270,000 yuan to build a factory building, which was a large amount for the collective of the management area at that time, and the village cadres all voted against it after discussion, and the bank did not dare to lend money when it saw that the scale of the factory was not large. In desperation, Deng Wangcheng personally lobbied Hong Kong businessmen to increase investment and promised to include the new factory in the collective factory. The Hong Kong businessman invested an additional HK$800,000 and the number of garment factories increased to more than 600. When garment factories enter the orbit, the management area receives more than HK$1 million in revenue from them every year. In 1989, excluding the rent of the factory, the management area only had one external processing, and the annual income reached HK$10.58 million.
In 1991, a Hong Kong businessman came to the Qiaotou Management Area to invest, the investment amount is not high, the plant area is less than 10,000 square meters, but because the business is getting better and better, 18 years later, the company's factory building increased from 10,000 square meters to 40,000 square meters, and the rent increased from 1 million yuan to 4 million yuan.
And these are just the tip of the iceberg. With more and more foreign investment businessmen, the village cadres decided to unify the land of the five natural villages to build factories, and soon toys, chemicals, hardware, electronics and other industries became the economic pillar of the bridgehead management area. Relying on this collective factory building, the building was earned, the building was earned, and the industry in the management area developed like a snowball.
Standing in front of the factory that brought the first pot of gold in that year, this place is no longer what it used to be, and the companies in this feng shui treasure land are now local leading enterprises. Stepping into the Qiaotou community office building, directly opposite the income statistics of the "richest man" in the town that year, these historical records have made visitors give a thumbs up.
Deng Wangcheng let this village, which had an annual net income of "zero" or "negative number" before the reform and opening up, reached 13 million yuan in net income in 1994, becoming a veritable "richest village" in Qiaotou Town. As of 2000, the assets of the Qiaotou community have reached more than 200 million yuan, and there are more than 30 foreign-funded enterprises. To this day, the factory is still in full swing, merchants are still coming to negotiate, villagers are still sharing the rent dividend of the factory, and the living standards of residents are as always in the forefront of the city.
Do not forget the original intention, determined to serve the people. Deng Wangcheng, as an excellent party secretary, deeply understood the heavy responsibility shouldered by communist party members, so he proposed that 80% of the annual profits of the management area should be used to build new factories to expand production, 5% should be used to support agriculture to build a good foundation, and 15% should be used for the welfare of villagers.
In 1987, the Qiaotou Management District implemented a pension system, from the collective income, take out part of the money to subsidize the elderly who need to be cared for, more than 150 elderly people over 60 years old in the district, each person can receive a monthly pension of 50 yuan, and the difficult households can enjoy a subsidy of 300 yuan per year. At the same time, children who cannot go to school are uniformly arranged to attend new-style schools, and all students are educated for free, and a bursary system is also implemented, with primary school students 150 yuan per person per year, junior high school students 300 yuan, and high school students 450 yuan. The villagers live in modern commercial and residential buildings, at a glance, the neat village, as well as the new and clean streets supporting it, fashionable buildings, buildings, star hotels... All of this has witnessed the magnificent transformation of the Qiaotou community from an agricultural village to an industrial city.
People are recounting the glorious history he began, especially his spirit of "killing a bloody road" from poverty and whiteness to pursue prosperity and strength. Facts have proved that Deng Wangcheng is a good leader who leads the masses to get rich with enthusiasm.
