The official website of the Irish Green Card explains:

If you hold a Key Skills license and Stamp 1, you do not need to renew your Key Skills license. After two years, you can apply to the Department of Enterprise, Trade and Employment for a letter confirming your right to a stamp4 license. Stamp 4 permit means you can live and work in Ireland without an employment permit. It does not entitle you to any particular public service or funding (the decision is made by the relevant government department or national agency).

You must also meet additional eligibility criteria.

If you have held this permit for up to 5 years, you can apply for long-term residency. You must also meet additional eligibility criteria.
