On May 6, the China Dairy Association held an online press conference to officially release the "National "Student Drinking Milk Plan" Promotion and Management Measures (revised version), and deeply interpreted the newly revised "Measures" and the supporting three group standards for student drinking milk, providing a strong guarantee for further improving the promotion management system and creating a new situation in the promotion work.

The Measures for the Promotion and Administration of the National "Student Milk Drinking Plan" (hereinafter referred to as the "Measures") provide an institutional basis and guarantee for the promotion of the national "Student Milk Drinking Program", so that the promotion work can be systemically feasible, rules can be followed, and rules can be followed. On December 30, 2013, the China Dairy Association issued the trial version of the Measures for the first time. After more than three years of trial implementation, the official version of the Measures was issued on June 1, 2017, and has been implemented for nearly 5 years. In order to meet the requirements of the new situation of the promotion of the national "Student Drinking Milk Plan", with the support of student drinking milk production enterprises, local student drinking milk promotion work institutions, scientific research institutions and other relevant units, on the basis of public solicitation of opinions, the China Dairy Association organized and completed the revision of the "Measures".

Secretary General Liu stressed that the revision of the "National "Student Drinking Milk Program" Promotion and Management Measures" is a specific measure to implement the "Opinions of the State Council on the Implementation of healthy China Action" and the "Opinions of the General Office of the State Council on Promoting the Revitalization of the Dairy Industry to Ensure the Quality and Safety of Dairy Products", which is in line with the expectations and demands of student drinking milk production enterprises, local promotion agencies, implementation schools, experts and scholars, and the public. Secretary General Liu pointed out that the revised "National "Student Drinking Milk Program" Promotion and Management Measures" has a total of 7 chapters and 64 articles, which is a comprehensive revision of the 2017 "Measures", and the structure and content have been greatly adjusted. Regarding the general provisions, the Measures expound the basic concepts of the national "Student Drinking Milk Plan", the student drinking milk, and the Chinese student drinking milk logo, and the supply target is expanded from limited primary and secondary school students to all students. On the basis of pure milk and sterilized cured milk, the two types of pasteurized milk and fermented milk have been added. In addition, the Measures have also increased the scope of application. In terms of organization and management, the China Dairy Association is responsible for the promotion and management of the national "Student Drinking Milk Plan" throughout the country, and has specially established the national "Student Drinking Milk Program" leading group, which is responsible for the management, planning, organization, coordination and guidance of the promotion of the "Student Drinking Milk Program", and has an office under it, responsible for daily work. All local working institutions will no longer formulate relevant management measures separately, and uniformly promote the implementation of the national "Student Milk Drinking Plan". In terms of the management of the license to use the logo, the Measures abolish the requirement that applicant enterprises should be engaged in the production of liquid milk for more than three years, and add the requirements for having the processing technology and technology level of producing students' drinking milk products and establishing a distribution and supply system for students' drinking milk.

In terms of the certification management of milk source bases, the Measures modify the filing management of student drinking milk source bases to certification management, and increase the requirement for milk source bases to sign raw milk purchase contracts with student drinking milk production enterprises with a validity period of at least 1 year.

In terms of supervision and management, the Measures emphasize that students' drinking milk, as a general dairy product, is uniformly included in the production and quality supervision of relevant functional departments of the state.

In addition, the Measures also provide detailed provisions on penalties and by-laws.

Three new group standards for student milk drinking have been added

In 2020, the China Dairy Association launched the pilot work of increasing the types of milk products for students to drink, and during the pilot period, three trial standards were formulated: "Student Drinking Milk Pasteurized Milk", "Student Drinking Milk Fermented Milk", and "Student Drinking Milk Reconditioned Cheese", and the trial standards played an important role in the steady advancement of the new category work. Through more than two years of pilot operation and summary and improvement, three new group standards were determined: "Student Drinking Milk Pasteurized Milk", "Student Drinking Milk Fermented Milk" and "Student Drinking Milk Entering school Operation Specification". Up to now, there are 8 group standards for student milk drinking milk, covering 4 product standards of Chinese student milk drinking milk logo, milk source base management, raw cow milk, school entry operation, and pasteurized milk, pure milk, fermented milk and modulated milk. Deputy Secretary-General Li Dong made a detailed interpretation of the three new student milk group standards supporting the revised "Measures" ("Student Drinking Milk Pasteurized Milk", "Student Drinking Milk Fermented Milk", and "Student Drinking Milk Entering the School Operation Code").

The national "Student Milk Drinking Program" has been steadily advancing

Secretary General Liu pointed out that the national "Student Drinking Milk Program" has been actively and steadily promoted, the supply capacity has been significantly improved, and the coverage has been continuously expanded. Up to now, there are 124 student drinking milk production enterprises nationwide, with a total daily capacity of more than 50,000 tons of raw milk; 353 student drinking milk source bases, with an average daily production of more than 12,000 tons of raw milk. In the 2020-2021 school year, the average daily supply of milk for students nationwide is more than 25 million, benefiting more than 30 million primary and secondary school students, covering more than 70,000 schools in 31 provinces (autonomous regions and municipalities directly under the central government).

She said that in order to ensure the implementation of the revised "Measures" and strengthen the promotion of the national "Student Drinking Milk Plan", it is necessary to focus on the following tasks in the future: first, strengthen the awareness of enterprise quality and safety; second, improve the promotion of management information systems; third, improve business capacity training; fourth, strict sign license management; fifth, give play to expert technical support; sixth, strengthen publicity and education guidance; seventh, extensive mobilization of social forces. The release of the revised version of the "Measures" marks that the promotion management system is more perfect, the supervision and management system is more sound, the types of milk products for students are constantly enriched, and the social influence of the national "Student Drinking Milk Program" has been further enhanced.
