Interview with Pang Chuan, Vice President of Macau University of Science and Technology and member of the Legislative Council of Macau: The complementary advantages of general employment give vocational education more possibilities

Southern Finance and Economics trainee reporter Cai Yiying Macao report The newly revised Vocational Education Law of the People's Republic of China came into effect on May 1, which is the first major revision of the law since its promulgation in 1996.

At a press conference held by the Ministry of Education on the 27th, Deng Chuanhuai, director of the Department of Policies and Regulations of the Ministry of Education, introduced that the new law stipulates that vocational education and general education have the same important status, and stipulates that vocational school students enjoy equal opportunities with ordinary school students at the same level in terms of further education, employment, career development, etc., and prohibits the establishment of discriminatory policies.

Pang Chuan, vice president of Macau University of Science and Technology (hereinafter referred to as "M.U.S.T.") and member of the Macau Legislative Council, recently accepted an exclusive interview with a reporter from Southern Finance and Economics, talking about the importance of vocational education and the views that talent training should pay attention to the combination of theory and practice.

Pang Chuan said that the government has been adopting policies to increase investment in vocational education. In the future, students choose vocational education does not mean that they cannot continue to study undergraduate and master's degrees in the future. The whole society is exploring more possibilities for vocational education, and Macau University of Science and Technology will also be an active member.

Cultivate "practical" talents

Southern Finance: Can you talk about the views of Macau University of Science and Technology on vocational and technical education?

Pang Chuan: It is an important key for students not only to learn book knowledge, but also to create conditions for them to apply book knowledge to practice. From the beginning of its establishment, M.U.S.T. has emphasized that students can cultivate them into practical talents while learning theoretical knowledge. Therefore, in the process of training, we pay great attention to creating opportunities to exercise students' hands-on ability, especially the ability of students to come to society and put what they have learned into practice.

Vocational education is a hot topic recently, we can think about whether colleges and universities can also try to promote vocational education, or we can think about how students under vocational education are different from students under ordinary university education, and whether the two can achieve complementary advantages. In fact, no matter what the student's major is, they must eventually put into work. To some extent, any kind of higher education is a kind of vocational education, but the nature of everyone's work may be different.

Many of the current training of M.U.S.T. are scientific and technological practical talents, and in the future, we will be closer to the needs of society for vocational education, such as hotel management, tourism colleges and other types of tourism demand. When we develop talent development and student internship programs, we maintain close ties with the hospitality industry, so that students can apply what they have learned to practice immediately after graduation.

The Mainland has newly revised the Vocational Education Law and published relevant documents on promoting the development of vocational education, and I believe that vocational education in the Mainland can develop rapidly in the short term. How to connect mainland vocational education to Macao, so that M.U.S.T. can serve the local vocational and technical education in Macao and also serve the mainland's vocational and technical education. How to connect the two places is very important and meaningful, and it is worth exploring in depth.

Southern Finance: With the positioning of tourism and leisure cities, Macao may pay more attention to cultivating students in hotel management services.

Pang Chuan: The cultivation of talents in any discipline is nothing more than theory and practice, and some experience is obtained from practice, and then deepen the understanding of theory. To get students more involved in practice, in the case of the School of Hospitality and Tourism, in the four-and-a-half-year college career, students will also enter related industry fields to participate in internships while studying professional courses. At the same time, we will also arrange a special time for half a year or a semester, so that students can really devote themselves to the state of work and practice in the industrial or service industry.

In terms of the cultivation of vocational and technical education talents, we envisioned the establishment of a special vocational and technical college, and the subsequent discussion resulted in the fact that there was no need to establish a separate college, and the relevant vocational education and the existing profession could be combined, and the effect of this kind of talent training may be better. With this as a new idea, we found that in fact, the elements of vocational education can be integrated into all aspects, and it is not necessary to limit vocational education to specialized colleges. Students in each professional college can exercise their hands-on abilities through certain courses and internships during their university careers.

Southern Finance: There is an inextricable connection between industry and talent, is there an industry or a talent first, or is there an industry before there is a talent?

Pang Chuan: I think that the cultivation of industry and talents complement each other. The development of the industry provides a place for talents, and the talents we cultivate bring enough human resources to the industry, or in other words, provide a steady stream of "fresh blood" for the industry. Therefore, industry and talent are complementary and mutually successful processes. We at Macau University of Science and Technology have always been closely integrated with the industry in terms of talent training. The industry may put forward the demand for talent training to us, and also accept the talents we have cultivated, providing a place for talents to play. The talents we cultivate will also bring impetus to the industry for innovation and development after they reach the new industry.

In the process of talent training in the Future University of Science and Technology, we will further meet the needs of talents in the development of the Macao Special Administrative Region and the Development of hengqin Guangdong-Macao In-depth Cooperation Zone (hereinafter referred to as "Shenzhen-Macao Zone").

Southern Finance: In the relevant measures to support young people's innovation and entrepreneurship, what results do you think have been achieved, and what deficiencies need to be improved?

Pang Chuan: I have been a member of the Judging Committee of the YOUTH Entrepreneurship Assistance Program of the SAR Government for nearly 10 years, and I have often served as a judge in some entrepreneurship competitions in the Hengqin In-depth Cooperation Zone or neighboring areas. Under the epidemic situation, the economic situation is more severe, and we still receive many applications for assistance for young entrepreneurs every month. In the current economic situation, young people have the courage to start a business, and I think that macao youth do not lack entrepreneurial spirit.

The Macao SAR Government has proposed that we need the economic foundation of high technology, great health industry and modern financial industry. If the economic foundation in these areas can be relatively mature, the young people in Macao will be more innovative and entrepreneurial in these industries. At the moment they may lack such a soil. Therefore, after macao's economic diversification has better development in the future, young people in Macao will feel a better entrepreneurial environment in a better economic soil, absorb more entrepreneurial nutrients, and their ability to innovate will be better improved. Therefore, the general environment is very important for the entrepreneurship of young people in Macao. In addition, the cost of starting a business in Macau may be relatively high compared to neighboring regions. For example, the space for entrepreneurship, the cost of talents and the introduction of talents will be relatively high, which will affect the entrepreneurship of young people in Macao.

Macao's talent introduction policy is still very strict. Many companies need to develop new industries and may need some special talents, and talents will encounter many difficulties when entering Macao. The development of the Shenzhen-He-Regional Area has provided a very good opportunity for the youth of Macao, and the innovation of the Shenzhen-He-Regional System has provided a broad world for the young people of Macao in life, study, employment and entrepreneurship. We can set up research centers and research institutes in Shenzhen He District to attract talents in a variety of innovative ways for entrepreneurship. I am very much looking forward to some innovations in the system and management model of the SZSE, and in the future, SZSE will surely become a model for cooperation between the Macao SAR and the Mainland.
