Implement a series of measures to support job stabilization and training in unemployment insurance, continue to implement the policy of reducing unemployment and work injury insurance rates in stages, implement a phased deferral policy for social insurance premiums for some special hardship industries, increase the proportion of unemployment insurance returned to stable posts for small and medium-sized and micro enterprises, continue to implement the subsidy policy for enterprises to absorb key groups, support the rescue and development of market entities, and steadily expand the scale of employment absorbed by enterprises.

Highlight the employment of college graduates, focus on difficult problems, implement the recruitment of millions of employment apprenticeships and urban and rural grass-roots posts, continue to carry out public employment service activities into campus activities and unemployed graduates service attack actions, actively expand employment channels, and do a solid job in service guarantees. Stabilize the scale of migrant workers, especially those who have been lifted out of poverty, strengthen inter-regional labor service cooperation and information docking, promote the construction of labor service brands, and implement employment assistance actions for key rural revitalization and large-scale resettlement areas for rural revitalization. The first is to strengthen channel expansion. In order to solve these problems, the Ministry of Human Resources and Social Security said that it will appropriately increase or adjust the skill level on the basis of the existing occupational skill level setting. For occupations (types of work) with senior technicians, the technical positions (posts) of special technicians and chief technicians may be added to them. Improve the setting of skilled post levels, and smooth the career development channels for skilled talents. Form a sequence of occupational skill levels (posts) composed of apprentices, junior workers, intermediate workers, senior workers, technicians, senior technicians, special technicians, and chief technicians.

At the same time, establish a post performance wage system that matches the sequence of occupational skill levels (posts), and strengthen the skill value incentive orientation of wage income distribution. How to guarantee the basic livelihood of the unemployed?

The Ministry of Human Resources and Social Security said that this year, unemployment insurance will continue to implement a series of phased and combined policies to stabilize employment and people's livelihood, further increase the assistance to enterprises to stabilize jobs, improve skills, and ensure the bottom of the guarantee, and actively help the "six stability" and "six guarantees". The support measures are specifically in the five aspects of "reduction, mitigation, return, replenishment and expansion".

The first is to reduce, that is, to continue to reduce the rate. The phased reduction of unemployment insurance and work injury insurance rates will be implemented for another year, and the policy will be implemented until April 30, 2023.

The second is to delay, that is, to increase the intensity of deferring the payment of social security premiums. On the basis of the phased implementation of the policy of deferring the payment of unemployment insurance and work injury insurance premiums for enterprises in the three special hardship industries of catering, retail and tourism, the scope of implementation of the industry will be extended to the civil aviation, highway, waterway and railway transportation industries, and the scope of deferred payment insurance will be extended to pension insurance. Among them, the deferral period of pension insurance premiums is 3 months, the deferral period of unemployment insurance and work injury insurance premiums is not more than 1 year, and the late payment fee is waived during the deferred payment period.

The third is to return, that is, to improve the standard of returning to stable posts. Continue to implement the unemployment insurance policy of returning unemployment insurance to stable posts, and return a certain proportion of unemployment insurance premiums to insured enterprises that do not lay off employees and reduce layoffs. Tilt support for small and medium-sized enterprises, with a clear refund ratio from 60% to 90%; for small and micro enterprises that do not have a public account, funds can be directly returned to the account provided by the local tax department for their social insurance premiums.

The fourth is to make up, that is, to increase the subsidy for vocational skills training. On the basis of continuing to implement the vocational training subsidy for those receiving unemployment insurance benefits and continuing to relax the conditions for applying for the skill upgrading subsidy for insured employees, the scope of benefits of the skill upgrading subsidy will be extended to those who receive unemployment insurance benefits. At the same time, two new phased policies have been added to issue a one-time work-stay training subsidy to small and medium-sized micro and medium-sized enterprises that are temporarily unable to produce and operate normally due to the epidemic, allowing areas with more fund balances to withdraw about 4% of the unemployment insurance fund balance for vocational skills training.

Fifth, expansion, that is, the continuation of the implementation of the expansion policy. On the basis of continuing to do a good job in the distribution of routine living benefits such as unemployment insurance premiums, basic medical insurance premiums, and one-time living allowances for unemployed migrant workers, we will continue to implement the policy of expanding unemployment insurance guarantees in stages, and continue to issue unemployment benefits to insured unemployed persons and temporary living allowances to insured unemployed migrant workers before the end of this year.
