Strengthen grassroots prevention and response to extreme rainstorms
In order to thoroughly implement the spirit of a series of important instructions of General Secretary Xi Jinping on flood prevention and disaster relief, in view of the problems exposed at the grass-roots level in the prevention and response to extreme rainstorms, combined with the lessons of the "7.20" exceptionally heavy rainstorm disaster in Zhengzhou, Henan Province, the State Defense Office recently issued the "Guiding Opinions on Strengthening the Prevention and Response to Extreme Rainstorms at the Grassroots Level". The guiding opinions adhere to the supremacy of the people and the supremacy of life, enhance bottom-line thinking and risk awareness, put forward clear requirements from eight aspects, such as the implementation of responsibility, the investigation of hidden dangers, the revision of the plan, the early warning "response", the transfer of risk avoidance, the rescue team, the material reserve, and the training exercise, to ensure that in the case of extreme rainstorms leading to "road breaks, power outages, and communications" to form rescue islands, the grass-roots level should be able to deal with sudden dangerous situations and disasters in the first time, strive to achieve the goal of "not killing people, less injuring people", and minimize the losses of heavy rain and flood disasters.

In recent years, relevant provinces have actively explored and strengthened the capacity building of grass-roots flood prevention and emergency response, and have played a very good role in preventing and responding to heavy rain and flood disasters. Zhejiang Province has carried out the standardization of the grass-roots flood prevention and typhoon prevention system, and strived to promote the standardization of the responsibility network of grass-roots organizations, the risk prevention and control network, the rescue and rescue network, the post-disaster recovery network, and the operation support network. Guizhou Province has established a "response" mechanism in which the meteorological department calls the forecast information directly to the relevant responsible persons at the county, township (street) and village (community) levels when forecasting heavy rainfall, so as to ensure that the key moment can be reminded in real time. Jiangxi Province clearly requires that the township (street) emergency rescue team should not be less than 30 people; the village (community) emergency rescue team should not be less than 10 people. In accordance with the requirements of "one specialty and multiple abilities", Guangdong Province has established an emergency rescue team with the militia as the main force and no less than 15 people in each township (subdistrict).
