The theme of this forum is the high-quality development of China's steel industry under the background of "double carbon". Hu Wenrui, director of the Department of Engineering Management of the Chinese Academy of Engineering and academician of the Chinese Academy of Engineering, and He Wenbo, secretary of the Party Committee of the China Iron and Steel Association, delivered speeches at the forum. Hu Xiongguang, deputy general manager of Shougang Group, Rui Yibin, director of energy and environmental protection of Beijing Jianlong Heavy Industry Group Co., Ltd., Li Guozhong, president of CITIC Pacific Special Steel Group Co., Ltd., Wang Xuezhu, deputy general manager of Xinxing Pipe Casting Co., Ltd., and Zhou Zhidong, chairman of Sichuan Metallurgical Control Group Co., Ltd., shared the practical experience of high-quality development of steel enterprises. Feng Xiazong, senior manager of the Commodity Department of Shanghai Futures Exchange, and Li Xinchuang, secretary of the Party Committee and chief engineer of the Metallurgical Industry Planning Research Institute and foreign academician of the Russian Academy of Natural Sciences, respectively made keynote reports on the optimization and innovation of steel futures, the green and low-carbon high-quality development path of China's steel industry and other high-quality development strategies.

Ding Liguo pointed out that at present, the mainland has entered a new stage of development, and new requirements such as controlling output, improving quality, and going out have been put forward for the development of the steel industry. Under the continuous influence of the century epidemic and the century-old changes, China's steel industry must adhere to the new development concept as the guide, accelerate the pace, and further promote innovative development, green development and high-quality development.
Ding Liguo proposed that private steel enterprises should focus on the "three modernizations", branding, greening and intelligence, focus on "three optimizations", optimize the process flow, optimize the industrial chain, optimize the innovation chain, improve the adaptability and response ability to the market, seize new opportunities, and embrace new changes.

The development characteristics and pain points of private steel enterprises
Ding Liguo summarized the six characteristics of the development of private steel enterprises, with remarkable results in ultra-low emission transformation, good momentum of industrialization of scientific and technological innovation, active promotion of mixed reform, merger and reorganization, international cooperation in production capacity as the main force, strong social responsibility and party building to promote innovative development.
"At present, the steel industry should focus on solving three major pain points, controlling capacity expansion, promoting industrial concentration, and ensuring resource security." Ding Liguo pointed out that in the future, private steel enterprises urgently need to improve industrial concentration, development quality, innovation capabilities, increase investment in environmental protection, standardize enterprise management, and take the road of high-quality development of private steel enterprises.

The road to high-quality development of private steel enterprises
Ding Liguo said that in the "14th Five-Year Plan" period, private steel enterprises should unswervingly take the road of high-quality development, learn from state-owned enterprises and leading enterprises, and achieve an effective combination of supply and demand, collectivization, greening, innovation, coordination, openness and sharing.
Private steel enterprises should further promote user-centered service-oriented manufacturing. Accelerate the transformation from traditional steel manufacturers to service-oriented enterprises, take market demand as the guide, implement output regulation and control policies, promote the dynamic balance of supply and demand, improve the quality of supply, and guide new demand markets.
Private steel companies should become the rising stars of green development. Ding Liguo introduced that Delong Iron and Steel Group is the first batch of national green factories, with 2 national environmental performance A-class enterprises, 1 national 4A-level tourist attractions, 2 national 3A-level tourist attractions, the factory area using pure electric heavy trucks, hydrogen energy heavy trucks and other new energy vehicle transportation, has implemented energy-saving pumps, energy-saving fans, intelligent furnaces, photovoltaic power generation and other project construction and transformation, planning and construction of super electric furnace low-carbon demonstration steel plants, and gradually from traditional energy consumption to low-carbon comprehensive energy integration consumption.
Private steel enterprises should become the main battlefield of integration and re-innovation. During the speech, Ding Liguo showed everyone the business card made of "hand-torn steel" of The New Tiangang Group. He said that Delong Iron and Steel Group and Xintiangang Group have clearly defined the general positioning of "vigorously promoting the construction of intelligent manufacturing and rapidly improving the group's business model", benchmarking advanced enterprises, promoting digital and intelligent development, increasing innovation investment, and adhering to the three innovative models of introduction, integration and original innovation.
Private steel enterprises should become a new force in coordinated development. Strengthen upstream and downstream cooperation in the industrial chain, diversify and enhance the ability to guarantee resources such as iron ore; promote the development of "urban mines" in steel mills and the resource treatment of industrial waste; and explore demonstration projects for the coordinated disposal of urban pollutants by steel mills.
Private steel enterprises should become the main force of international production capacity cooperation. Actively implement the "Belt and Road" strategy, explore the experience of "one main body and double circulation" in the steel industry, and solidly promote the "going out" work. Delong Steel Group invested US$1.18 billion in Indonesia to build the DXN Steel Project, with a phase I steel capacity of 4 million tons, which began construction in April 2018 and entered the production phase in April 2020. At present, the first phase of DXN's expansion to 7 million tons is under construction, and Delong Steel Group's overseas 20 million tons steel project is being planned.
Private steel enterprises should create a new bright spot in the development of sharing. In March 2022, Delong Group donated 40 million yuan to Jingxing County, Hebei Province, for the local construction of a 20,000-mu pepper base, which will promote agricultural efficiency, increase farmers' income, and add color to rural revitalization. Ding Liguo said that it is necessary to adhere to the leadership of party building, promote the standardized governance of private steel enterprises, strengthen the construction of the integrity system, improve the people-oriented incentive mechanism, fulfill social responsibilities and obligations, and promote common prosperity with practical actions.
