On the morning of April 19, Shanghai held a press conference on epidemic prevention and control work, which pointed out that the three provinces of Jiangsu, Zhejiang and Anhui in the Yangtze River Delta have fully assisted in the construction of square cabin hospitals and isolation rooms, coordinated a large number of building materials facilities and equipment in a timely manner, and the State Council and the Ministry of Transport have issued a series of policies to facilitate the transportation of key materials across provinces and ensure the coordinated resumption of work and production of the whole industrial chain in the Yangtze River Delta.
According to Wu Qing, executive vice mayor of Shanghai, in terms of medical treatment, the three provinces of Jiangsu, Zhejiang and Anhui in the Yangtze River Delta have undertaken three large square cabin hospitals and fully assisted in the construction of isolation rooms.
In terms of epidemic prevention facilities and material support, Suzhou, Nantong, Taizhou, Ningbo and other places coordinated a large number of building materials facilities and equipment in a timely manner, organized manufacturers to resume work and production, and ensured inter-provincial transportation, contributing to the completion of the construction of epidemic prevention sites in Shanghai at the fastest speed.
In terms of transportation protection, the three provinces of Jiangsu, Zhejiang, Anhui and neighboring cities have actively cooperated to establish a permit system for key material transport vehicles, establish a special passage channel for the passage of daily necessities in Shanghai and Kunming, and establish a transit station for emergency daily necessities to ensure the supply of production and living materials in Shanghai.
Previously, the State Council issued a document requiring all localities to do a good job in ensuring the smooth flow of freight logistics. Subsequently, the "Key Material Transport Vehicle Pass" model was announced to the public. It is required to ensure priority passage for cargo vehicles holding permits to enter and exit epidemic-related areas across provinces, and to set up special channels in areas with conditions to ensure the rapid passage of vehicles holding permits.
On April 18, the Ministry of Transport issued ten more targeted measures to ensure the smooth flow of goods. Specifically, it includes the issuance of a sufficient number of national mutual recognition passes; the implementation of "immediate collection and chase" closed-loop management, and the detection results are recognized nationwide; the establishment of a white list system for the supply chain of key industrial chains in the Yangtze River Delta region and supporting supply in different places, and effectively ensuring the "last kilometer" of material distribution.
Recently, Shanghai has issued and implemented the "Work Plan on Carrying Out the Operation of Key Enterprises (Trial)" and issued the "Guidelines for the Prevention and Control of the Epidemic of The Resumption of Work and Production of Municipal Industrial Enterprises (First Edition)", which will further optimize the "white list" of supply chain guarantee and supply in the three provinces and one city in the Yangtze River Delta, promote cross-provincial and municipal list sharing and two-way mutual recognition, and jointly ensure the coordinated resumption of work and production of the whole industrial chain in the Yangtze River Delta.
