On December 28, 2019, the Liaocheng Municipal Public Security Bureau set up a special case team to file and investigate the case of Tang Jinwen and others suspected of organizing, leading, and participating in a mafia-type organization, and the special case team was composed of 44 people drawn from the public security organs at the city and county levels as the commander-in-chief, and after investigation by the public security organs, it was found that Tang Jinwen sought the position of secretary of the party branch and director of the village committee of Dahu Village through illegal means, and controlled the grass-roots political power for a long time; and recruited idle people in society to use violence, threats and other means. Organized and repeatedly carried out illegal and criminal activities, committed non-evil deeds, and maimed the masses, and committed a total of 30 cases of illegal and criminal acts. In the more than ten years since the establishment of the organization, it has accumulated a large amount of wealth through illegal and criminal activities or other improper means, which is a typical case of controlling grass-roots political power and using companies and enterprises to protect businessmen and raise black people with business. The case was transferred for prosecution on July 8, 2020, and the first instance judgment was reached on October 20. The first offender, Tang Jinwen, was convicted of 9 crimes, including organizing and leading a mafia-type organization, and gathering crowds to fight, and decided to carry out a fixed-term imprisonment of 25 years and confiscate all personal property; the remaining 28 defendants were sentenced to fixed-term imprisonment ranging from 18 to 6 months, and were sentenced to corresponding property punishments.
On November 13, 2019, the Liaocheng City Public Security Bureau filed and investigated the case of Dong Wentao and others suspected of organizing, leading, and participating in a mafia-type organization, and Cheng Wei, vice mayor and director of the Municipal Public Security Bureau, served as the team leader and dispatched more than 100 people from the public security organs at the city and county levels to crack the case. After investigation by the public security organs, it was found that Dong Wentao, in the name of hiring employees, recruited people with bad criminal records and idle people in society, opened companies and enterprises, monopolized the market through violence, threats, nuisances and other means, suppressed peers, and gradually formed his own relatively fixed industry, grabbing a large amount of economic benefits. Using methods such as forcible engineering, small-scale lending, violent debt collection, opening casinos, and meddling in disputes, it has repeatedly carried out illegal and criminal activities such as picking quarrels and provoking trouble, gathering crowds to fight, extortion, illegal detention, forced trading, and intentional injury, so as to do evil and bully and maim the masses, and have a major impact on the economic and social life of Gaotang County. The case was transferred for prosecution on July 18, 2020. The first instance judgment was made on October 29. The Gaotang County People's Court sentenced Dong Wentao to 25 years' imprisonment and confiscation of all personal property on eight counts, including organizing and leading a mafia-type organization, illegal detention, and picking quarrels and provoking trouble; the remaining 27 defendants were sentenced to fixed-term imprisonment ranging from 18 years to one year and four months.
Li Peng said that in the next step, the public security organs will further bear in mind the sense of purpose, always adhere to the concept of "taking a step forward and taking the initiative," strike at the sword with a high stake, deal a head-on blow to the criminal syndicates and evil forces that the masses have strongly complained about, severely punish them according to law, protect the personal safety and legitimate rights and interests of the masses to the greatest extent, and contribute to continuously improving the people's sense of security, happiness, and gain, and maintaining the overall situation of public order.
