Guo Yinfeng was born in 1949 in Qingyang, Gansu. He joined the army in 1968 and successively worked in the Tibet Military Region, the Chengdu Military Region, the Xi'an Second Artillery Engineering College of the People's Liberation Army, and the Xi'an Political College of the People's Liberation Army. After changing careers in 1994, he worked in the General Office of the Shaanxi Provincial People's Congress as a department-level inspector.

Guo Yinfeng's oil painting "After School" won the first prize of the 1988 National Calligraphy and Painting Exhibition. The Chinese painting "Ode to the Yellow River" won the "International Meritorious Award", the highest award of the 2002 Korea International Calligraphy and Painting Competition. In 2009, the Chinese painting "Plum Blossom HanXiang Tu" won the first prize of the National Chinese Painting Exhibition, a high-level art seminar, and in 2011, the Beijing People's Hall held an exhibition of calligraphy and painting works.
