Once a small jujube mill, it is synonymous with "poverty", "backwardness" and "shabby". Before 2016, there was no collective industry in the village, let alone collective income, and the lack of funds was the main factor restricting the development of this small mountain village. In February 2016, since the Hebei Provincial Regional Geological Survey Team settled in, it has inspected public opinion, dug up poor roots, sought industrial development according to local conditions, and gradually awakened the motivation and vitality of villagers to develop and seek development.
In the past few years, the small jujube milling industry has been lined up. From 2017, invest in the construction of 9 spring and autumn sheds to develop the planting industry, driving the strawberry industrial park and vegetable plantation to be built successively; by 2020, the first attempt to make packaging to help villagers sell ecological millet, 50,000 kilograms of sales in two years, small jujube mill brand rice has been recognized by the public; and then in 2021, invest more than 100,000 yuan to install photovoltaic power generation equipment for the village collective, and achieve a "breakthrough of zero" in the village collective photovoltaic power generation. All these are inseparable from the hard work of the Hebei Provincial Regional Geological Survey Institute and the village-based task force.
In 2020, the construction of the north warm shed in Xiaozaonian Village was completed and put into use as a key poverty alleviation project in Wei County, and in the same year, an asphalt road was built to directly connect national highway 109 and Huangmei Village.
At the beginning of this year, the Huangmei Township government decided to hand over the 27 greenhouses on the collective land in the north of the village to the collective management of Xiaozaonian Village, which allowed the village-based task force and the two village committees to see opportunities for development. The village-based work team insisted on the collective affairs of the villagers, and through the village-based task force and the two village committees studied and discussed many times, and assisted in convening the village party member meeting and the villagers' congress to vote and pass, and finally decided to sublet the greenhouse to individuals to develop the planting industry.
At first, the task force and the two village committees tended to be leased by the villagers, but the huge amount of money invested made the villagers prohibitive.
Faced with this situation, the Task Force proposed to expand the scope of investment promotion. As soon as the news was released, there was an endless stream of people who came to the field to learn about it.
After nearly two months of inspection, it was finally decided to rent the greenhouse to Tian Yanming, a local businessman in Wei County.
In order to standardize and refine the lease contract, the village-based task force has organized village cadres, legal advisers and villager representatives to study the contract content in depth five times. After several revisions, the contract text was finalized. The contract period is ten years, and it is expected to generate about 78,000 yuan of income for the village collective every year, and the positions of planting, picking, and handling can solve the employment of about 50 people, effectively increasing the income of villagers under the normalization of epidemic prevention and control.
