(2) Key illegal conduct

1. 2. In the field of water transportation, we will focus on cracking down on serious illegal acts such as overloading passenger ferries, risky navigation, not implementing the system of signing and issuing sails, not complying with safety operating procedures, illegally engaging in passenger and cargo transportation on agricultural self-use ships, three no ships, and carrying dangerous goods.

3. In the field of highway safety, the focus is on cracking down on illegal acts such as unauthorized occupation, excavation and damage to highways, highway land and highway auxiliary facilities, destruction, damage, pollution or illegal occupation, utilization and excavation of highways, highway land and highway auxiliary facilities.

4. In the field of construction engineering, the key crackdown on key post staff qualifications do not match, do not perform their duties, control of dangerous projects is not in place, high fall, collapse, electric shock, object strike, lifting injury and other five types of accident prevention and control are not in place, border protection settings are not in place, illegal operations and other serious violations of the law.

(3) Key areas for the rectification of illegal conduct

1. Road transport: focus on the improvement of passenger hub stations, bus first and last stations, high-speed rail stations, railway stations, freight sources, parallel sections of buses and trucks, tourist distribution centers, field towns, high-speed lower crossings, primary and secondary school entrances and other key areas.

2. Waterway transportation: focus on the improvement of Longshui Lake Scenic Area, the ferry ports and auxiliary facilities of each wading town street.

3. Highway safety: focus on rectifying illegal acts and hidden dangers within the scope of trunk highways, highway land, highway construction control areas such as national provinces and counties under management.

4. Projects under construction: focus on the construction site of key construction projects such as Gaolong Road, Minggao Road, Jintong Road, and rural road construction sites.

(4) Key special work

1. Traffic safety publicity. Carry out traffic safety publicity into units, schools, enterprises, construction sites, communities, rural areas and other "seven advances" activities, strengthen traffic safety publicity and education for passenger and freight drivers, two- and three-wheeled vehicle drivers, enterprise managers, students and other groups, expand the coverage of traffic safety publicity; organize and plan various traffic safety publicity activities such as civilized driving and volunteer services to improve the participation of the masses in traffic safety; strengthen the warning exposure of typical illegal acts, and increase the attention and exposure of media traffic safety. Constantly enhance the masses' awareness of civilization and law-abiding.

2. Centralized education and rectification. In view of the phenomenon that drivers of buses, taxis, long-distance passenger transport, rural passenger transport, freight vehicles and other models of drivers "drive fast, drive wildly, and have poor service attitudes", organize centralized education and rectification. First, all road transport enterprises combined with daily safety education and training, carry out civilized driving education, adopt hard-core management measures, and reduce the driving speed and civilize driving behavior. The second is to carry out secret visits and secret investigations in multiple locations, channels, and methods, fix evidence, and strictly punish enterprises that "open fast and open wildly" according to law. The third is to encourage the people to actively report drivers and vehicles that "drive fast, drive wildly, and have a poor service attitude", implement rewards for informants, and strictly punish the reported objects in accordance with the law and report the whole system.

3. Road police jointly control chao. First, in strict accordance with the spirit of the "Notice of the Dazu District Office on Strengthening the Action Plan for the Special Rectification of Over-limit and Overloading of Freight Vehicles in Dazu District" (Dazu Zhichao Office [2019] No. 5), joint logistics with the public security traffic management department, relying on the four fixed over-limit stations and off-site law enforcement points of the postal pavilion, Shima, Yulong and Zhong'ao, adhering to the principle of "unloading the goods first, supplemented by punishment", continuing to maintain the high-pressure situation of over-limiting and over-loading of trucks, and severely cracking down on overloading of trucks. 4. Special rectification of freight safety. First, strict management of the qualifications of freight enterprises, vehicles and personnel. The Administrative Examination and Approval Section and the Comprehensive Transportation Management Section of the Bureau shall strictly control the entry and exit, and those who fail to meet the permit conditions shall not be permitted; those who no longer have the conditions for engaging in road freight transport operations and road transport-related business operations shall promptly cancel their corresponding certificates; freight vehicles that do not meet technical standards and are modified without authorization shall not be issued with vehicle operation certificates and shall not pass the annual examination; implement the freight driver integrity assessment system, have not obtained the corresponding qualification certificate, and the freight drivers included in the "blacklist" are prohibited from engaging in road freight transport. The second is to supervise and implement the main responsibility of freight forwarding enterprises for safe production. The Comprehensive Transportation Management Section and the Traffic Affairs Center of the Bureau shall supervise the "five in place" of safety responsibility, safety input, safety training, safety management and emergency rescue of freight enterprises, strictly implement the "day, week and month" hidden danger investigation mechanism, and ensure that the main responsible persons of freight enterprises effectively perform their statutory duties for safe production; supervise and urge enterprises to strictly manage vehicles and employees, implement the maintenance and testing system of freight vehicles, and ensure that the vehicle technology is in good condition; regularly carry out safety education and training for employees, implement safety regular meetings and safety learning systems. Promote the remote online learning training mode for freight vehicle drivers, the main responsible persons and safety production management personnel of the enterprise must pass the safety assessment; urge the enterprise to strengthen the dynamic monitoring of freight vehicles, and the violations such as speeding and fatigue driving found by dangerous goods road transport vehicles and heavy trucks in the monitoring process should be dealt with immediately, eliminating hidden dangers and ensuring the safe operation of vehicles. The comprehensive administrative law enforcement detachment of transportation should strengthen coordination and cooperation with the transportation section of the bureau, strengthen the prior guidance, supervision and post-event law enforcement of road freight enterprises, and if it is found that road freight enterprises are suspected of violating laws and regulations, administrative penalties should be strictly implemented in accordance with law, and freight enterprises that have had safety production deaths in recent years should be taken as the key supervision objects. The third is to urge the source of freight enterprises to implement the main responsibility for safe production, establish a cargo loading work system, load goods in strict accordance with the nuclear quality of the vehicle, strictly prohibit overloading of goods, and must not be loaded for illegally modified, unlicensed and unlicensed vehicles; install and guide weighing equipment according to regulations to ensure that vehicles are not overloaded on the road. In particular, for high-risk accident vehicles such as construction garbage trucks, commodity concrete trucks, cement tank trucks, and ore transport vehicles, it is necessary to earnestly urge all construction enterprises, commodity concrete production enterprises, cement production enterprises, and ore enterprises to load goods in strict accordance with the nuclear quality of the vehicles. Increase the normalization of spot checks on freight logistics enterprises to prevent over-limit and overloaded vehicles from leaving the station. Strictly investigate illegal acts that pollute the road surface such as the false installation and leakage of freight vehicles.

5. Investigation and rectification of the technical status of operating vehicles. The road transport working group will formulate a work plan, make overall arrangements, and carefully plan, with passenger transport enterprises, public transport enterprises, rental enterprises and ordinary freight transport enterprises in the whole region as the working unit, enterprises as the main body of implementation, and operating vehicles registered by enterprises as the object of inspection, and carry out vehicle technical status inspections one by one. Vehicles that meet the technical standards are allowed to go on the road, and those that do not meet the conditions are immediately suspended for rectification, and only after repair and acceptance are allowed to resume operation.

6. Strengthen the management of passenger terminals. Strengthen the supervision of the source of passenger stations, supervise and urge all passenger stations to strictly implement safety management systems such as vehicle routine inspections, safety notices, "seat belts - life belts" propaganda film broadcast inspections, "three no-entry stations, six exits", and investigate and deal with violations of laws and regulations at passenger stations in accordance with the law. Normalize the sampling of surveillance videos in operating vehicles such as buses and long-distance buses, and find the top penalties for illegal acts such as fatigue driving.

7. Special rectification of safety of passenger transport enterprises. Investigate the performance of duties by the person in charge of the enterprise and the person in charge of safety. Second, check the safety responsibility, safety input, safety training, safety management, and emergency rescue "five in place". The three checks of the "day, week and month" hidden danger investigation system were implemented. Fourth, check the implementation of the vehicle technical management system. Five checks safety regular meetings, safety learning and other safety training systems have been implemented. Six investigations of satellite positioning and dynamic monitoring system implementation (GPS installation rate, on-line rate, illegal investigation rate, police punishment rate of 100%). Seven checks on the management of ultra-long-distance passenger lines of enterprises. Eight check whether the enterprise has no business license, no vehicle operation certificate, and no employee is engaged in road transport without a qualification certificate.

8. Road hidden danger rectification. The first is to focus on investigating and rectifying the speed limit, load limit, height limit, prompt, warning and other signs and signs along the trunk highway that are not set according to the standard, the damage and lack of safety auxiliary facilities such as warning piles, warning piers, guardrails, protective nets, and isolation fences, the safety warning signs of accident-prone road sections, sharp curves and steep slope sections, and construction road sections, and the imperfection of safety islands, signs, and marking lines at the overrun sites. The second is to focus on investigating the sharp curves and steep slopes of rural roads, waterfront cliffs, 45-degree angles, high embankments of more than 4 meters, level crossings and other sections, focusing on rectifying the situation of guardrails, warning signs, uneven marking lines along the line, and the lack of security facilities on the waterfront cliff roads, and cooperating with the town streets of the territory to carry out rectification.

9. Road transport and rectification of dangerous goods. The Transportation Comprehensive Administrative Law Enforcement Detachment is responsible for specifically leading the joint law enforcement inspection of hazardous chemical transportation, combined with the centralized treatment of over-limits on the 10th, 20th and 30th of each month, synchronously carrying out centralized rectification of dangerous chemical transport vehicles, and resolutely cracking down on serious violations such as illegal transportation of dangerous goods by non-dangerous goods transport vehicles, illegal transportation of dangerous goods by ordinary transport enterprises, drivers of dangerous goods transport vehicles (escorts, loading and unloading personnel) who cannot be qualified, and passenger vehicles carrying dangerous goods.

10. Investigation of hidden dangers of passenger lines. The first is to further promote the construction of public transportation harbors. In accordance with the work plan for the construction of the bus port, the construction of the bus port is implemented step by step. The second is to investigate the safety hazards of the passenger lines that have been opened, and if the conditions for safe operation are not met due to the construction of traffic projects and other reasons, the detour route must be determined in time and the passenger frequency must be adjusted to ensure the safety of transportation.

11. Special rectification of water traffic safety. Strictly implement the relevant regulations on ship navigation, crew education, and ferry port safety management, and strictly investigate and deal with risky navigation, overloading, insufficient personnel, three-no-ship, and illegal transport of dangerous goods.

12. Safety rectification of construction projects. Focus on the primary responsibility of the construction unit, the main responsibility of the construction unit and the supervision responsibility of the supervision unit, continue to deepen the special rectification of "two prevention" and "electrical fire", strictly manage the dangerous projects, and strictly investigate the staff in key positions to perform their duties. For key parts such as high slopes, deep foundation pits, artificially dug piles, temporary operating platforms, formwork support frames, large equipment, temporary electricity, lifting machinery, etc., we will carry out investigation and rectification of potential safety hazards one by one and accept them. It is necessary to fully study and judge the organizational ability and resource allocation of manpower, material resources and technology of the construction unit, identify the risks of cross-operation of multiple shifts, gathering of personnel in the work surface, rotation of single shift operations, loopholes in key process connection, seasonal weather changes, etc., and strictly prohibit blind rushing to the construction period, catching up with the progress and other behaviors that endanger safe production. Strictly implement five types of accident prevention and control measures such as "high fall, electric shock, collapse, object strike, and lifting injury", seriously investigate and deal with prominent illegal acts, and ensure the safety of construction projects.

13. Security and fire protection. It is necessary to strengthen security precautions, supervise and urge enterprises to strictly implement the provisions on passenger operation package security inspection, passenger real-name system, less-than-truckload cargo shipper identification and information registration and retention, car rental identification and station and important transportation infrastructure, comprehensively strengthen civil air defense, material defense, and technical defense measures, and improve fire and security prevention capabilities.

14. Prevention and control of natural disasters. Strictly implement the natural disaster investigation and monitoring mechanism, combined with flood prevention work during the flood season, supervise and urge responsible units, especially road transportation, highway maintenance, construction and other units, to strengthen the monitoring and rectification of disaster risks and hidden dangers around roads, water channels, construction sites and abandoned soil sites, and strictly prevent bad weather such as heavy rain and geological disasters such as mudslides from causing harm to safe production.

(5) Strictly enforce the law and severely punish them

Focus on the investigation and handling of illegal acts and the pursuit of security responsibilities, strengthen security law enforcement, encrypt service arrangements, and adhere to the principle of "first investigation must be punished" and "heavy according to law". Adopt a combination of regular and irregular methods to carry out inspections of operating vehicles, crack down on operating vehicles without road transport business licenses, incomplete or expired licenses, operating beyond the scope of permits, not stopping at approved passenger stations, and not following the prescribed routes, shifts, drunk driving, drug driving, and fatigue driving; strictly investigate and punish those who do not strictly implement the parking and rest system from 2 a.m. to 5 a.m., deliberately destroy monitoring equipment, illegal operation, illegal passenger loading, over-limit transportation, "three super-one fatigue", illegal modification, adventurous navigation, Violations of laws and regulations such as illegal operations have achieved "law enforcement clearance" and "law enforcement volume increase".
