Participating principals

Organizations and individuals may report ecological and environmental violations or provide relevant clues to violations, including citizens, enterprises, social groups, and so forth.

Reward Criteria

During the activity, reports of ecological and environmental violations accepted through limited channels will be rewarded according to the procedures and rewards will be given in accordance with the procedures if they meet the conditions stipulated in the Reward Measures.

(1) Major matters:

First-level contribution: 10,000 yuan

Secondary contribution: 4000 yuan

Level 3 contribution: 500 yuan

(2) Major matters:

First-level contribution: 4000 yuan

Secondary contribution: 2000 yuan

Level 3 contribution: 400 yuan

(3) General matters: 200 yuan

In addition, a special spiritual reward has been set up, which will award the badge of "Qionglai City Ecological environmental Protection Volunteer" to citizens who really care about and truly participate in the cause of ecological environmental protection in Qionglai.

The "Measures for Rewarding Reporting Ecological and Environmental Violations in Chengdu (Trial Implementation)" (hereinafter referred to as the "Reward Measures") clearly communicate through:

(3) Letters and visits to report: the ecological environment department's letter and petition reception department;

(4) App report: "Chengdu Ecological Environment" App.

In addition, the following channels are accepted for reporting:

(1) Telephone reporting. Call the ecological and environmental protection complaint hotline 028-88771700.

(2) Letter to visit and report. Letter to visit Chengdu Qionglai Ecological and Environmental Bureau (No. 121, Wenchang Street, Linqiong Street, Qionglai City, Sichuan Province).

Conditions of Participation

Whistleblowers must clearly indicate their participation in rewarded reports when participating in rewarded reports, and meet the following conditions:

(1) The place where the environmental violation occurred is within the administrative jurisdiction of Chengdu City;

(2) Informants must provide their real names, resident identity card numbers, and contact information, and where multiple people jointly report the same illegal conduct, provide personal information separately;

(3) The informant must provide the name of the subject of the reported ecological and environmental violation, the time, specific location, and content of the ecological and environmental violation, and important clues such as photographic and video materials and written materials that can explain the illegal situation, and cooperate with the investigation and verification of relevant reporting information;

(4) The evidence or clues provided by the informant have not been previously grasped by the ecological and environmental departments or exposed by the media;

(5) Where effective leads provided by informants are verified to be true by the ecological and environmental departments, administrative punishments are to be imposed or transferred to the public security organs;

(6) The reported matters are basically consistent with the illegal facts determined by the ecological and environmental departments.

Report content

This issue has a prize to report more attention to the following clues:

(1) Discharging water pollutants without obtaining a pollutant discharge permit in accordance with law.

(2) Discharging water pollutants in excess of water pollutant discharge standards or exceeding the control targets for the total discharge of key water pollutants.

(3) Discharging water pollutants by means of evading supervision by using seepage wells, seepage pits, fissures, or caves, privately setting up hidden pipes, tampering with or falsifying monitoring data, or not operating water pollution prevention and control facilities normally.

(4) Failing to carry out pretreatment in accordance with regulations and discharging industrial wastewater that does not meet the requirements of the treatment process to centralized sewage treatment facilities.

(5) Discharging oil, acid or lye into water bodies.

(6) Discharging highly toxic waste liquids into water bodies, or discharging, dumping or directly burying into the ground soluble and highly toxic waste residues containing mercury, cadmium, arsenic, chromium, lead, cyanide, yellow phosphorus, etc. into water bodies.

(7) Cleaning vehicles or containers containing oil or toxic pollutants in water bodies.

(8) Discharging or dumping industrial waste residues, urban garbage or other wastes into water bodies, or stacking or storing solid wastes or other pollutants on beaches or shore slopes below the highest water level of rivers, lakes, canals, channels or reservoirs.

(9) Discharging or dumping radioactive solid wastes or wastewater containing highly radioactive or moderately radioactive substances into water bodies.

(10) Violating relevant national provisions or standards by discharging wastewater containing low-radioactive substances, hot wastewater, or sewage containing pathogens into water bodies.

(11) Failing to follow provisions to employ protective measures, or using ditches, pits, ponds, etc. without anti-leakage measures to transport or store wastewater containing toxic pollutants, sewage containing pathogens, or other wastes.

When reporting, it is stated that participation in the reporting activities of ecological and environmental violations is recognized as a reward for reporting, and it is implemented with reference to the confidentiality system, and only the staff responsible for handling the reported case can contact the relevant information.
