In the past week (March 28 to April 3), personnel adjustments at the provincial and ministerial levels have been intensive nationwide.
Within a week, at least 21 provincial and ministerial-level cadres were involved in at least 12 provinces, including Shanghai, Chongqing, Tianjin, Shandong, Hubei, Qinghai, Ningxia, Heilongjiang, Gansu, Sichuan, Shaanxi and Fujian.
The political east combing found that this round of personnel adjustment mainly has the following six points of view.
First, the "number one" of the provincial party committees in Hubei, Qinghai, and Ningxia provinces changed on the same day.
They are: Wang Menghui succeeded Ying Yong as secretary of the Hubei Provincial Party Committee, Nobunaga Xing succeeded Wang Jianjun as secretary of the Qinghai Provincial Party Committee, and Liang Yanshun succeeded Chen Run'er as secretary of the Ningxia Hui Autonomous Region Party Committee.
According to Xinhua Net, Ying Yong, Wang Jianjun and Chen Run'er all stepped down from their original posts due to their age.
Second, the full-time deputy secretaries of the provincial party committees of the two provinces have been adjusted in place.
They are: Wang Zhijun is the deputy secretary of the Heilongjiang Provincial Party Committee, and Wang Jiayi is the deputy secretary of the Gansu Provincial Party Committee.
At present, among the leading institutions of provincial-level party committees in 31 provinces across the country, except for Xinjiang and Tibet, the main forms of collocation in the remaining provinces are "one positive and two vice".
Among them, one deputy secretary also serves as the "number one" of the provincial government, and the other deputy secretary is a full-time deputy secretary.
Before Heilongjiang and Gansu, the full-time deputy secretaries of provincial-level party committees in Shanghai, Tianjin and Hubei provinces were also recently adjusted.
In addition, Wu Xiaojun, who previously served as the full-time deputy secretary of the Qinghai Provincial Party Committee, was appointed acting governor of Qinghai Province on March 31.
After this round of adjustment, the full-time deputy secretary of the provincial party committee in 5 provinces, including Guangdong, Jiangsu, Sichuan, Shaanxi and Qinghai, is temporarily vacant.
Third, the provincial and ministerial cadres of Shanghai, Chongqing, Sichuan and Shaanxi have exchanged posts.
Respectively: Chen Jinshan, former vice mayor of Chongqing Municipality, was transferred to the Standing Committee of the Shanghai Municipal Party Committee, and Chen Mingbo, former deputy secretary general of the Shanghai Municipal Government, was transferred to the Standing Committee of the Chongqing Municipal Party Committee;
Zhao Junmin, former secretary of the Ankang Municipal Party Committee of Shaanxi Province, was transferred to the Standing Committee of the Sichuan Provincial Party Committee, and Liu Yan, former secretary of the Nanchong Municipal Party Committee of Sichuan Province, was appointed as a member of the Standing Committee of the Shaanxi Provincial Party Committee.
According to public resumes, among the above four people, only Chen Jinshan has served in Sichuan and Chongqing. At the same time, before taking up his new duties, he had been working in Chongqing for nearly 20 years.
Chen Mingbo, Zhao Junmin and Liu Qiang (who briefly served in Yunnan) have been working in their original provinces, and this is the first time that the three have served across provinces.
After this round of adjustment, the local work experience of the above four people has become more abundant.
Fourth, young cadres of the "post-70s" in many provinces have taken up new duties.
Including, Liu Qiang, member of the Standing Committee of the Shandong Provincial Party Committee and secretary general of the New Jinan Municipal Party Committee, was born in March 1971 and is 51 years old.
Wang Weidong, a recent member of the Standing Committee of the Qinghai Provincial Party Committee and deputy secretary of the provincial government's party group, was appointed vice governor of Qinghai Province, born in October 1970, 52 years old, and previously vice mayor of Tianjin.
Zhang Wenbing, a member of the Standing Committee of the Hubei Provincial Party Committee and vice governor of Hubei Province, was born in November 1971 and is 51 years old.
Cao Lijun, vice governor of Sichuan Province and secretary of the Mianyang Municipal Party Committee, was born in November 1972 and is 50 years old.
At present, the above four people are also the youngest members of the standing committee of the provincial party committee in their provinces.
Fifth, 5 people were promoted to vice provincial level.
In Fujian, Li Jiancheng, who has worked in Tianjin for a long time, served as deputy secretary general of the Fujian Provincial Party Committee at the end of 2019 and later secretary of the Longyan Municipal Party Committee, and was promoted to vice governor of Fujian Province.
In Tianjin, Zhu Peng, who worked in enterprises such as China Electronic Information Industry Group and China Software and Technology Service Co., Ltd., was transferred from enterprise to government in 2012, and was promoted to vice mayor of Tianjin across provinces in February last year, when he took office as a member of the party group and secretary general of the new Shanxi provincial government.
In Sichuan, Zhao Junmin, who has worked in Shaanxi for a long time and became the secretary of the Ankang Municipal Party Committee in June 2021, has crossed provinces to become a member of the Standing Committee of the Sichuan Provincial Party Committee.
In Shaanxi, Liu Qiang, who has worked in Sichuan for a long time and became the secretary of the Nanchong Municipal Party Committee in July 2021, has crossed provinces and become a member of the Standing Committee of the Shaanxi Provincial Party Committee.
In Chongqing, Chen Mingbo, who has worked in Shanghai for a long time and became deputy secretary-general of the Shanghai Municipal People's Government in November 2018, became a member of the Standing Committee of the Chongqing Municipal Party Committee across provinces.
