In order to enable grass-roots public cultural services to achieve "hematopoietic function", Laibin City launched the "Ten Hundred Thousand" cultural talent training project, training 10 cultural leaders, 100 county and township grass-roots cultural backbones, and 1,000 rural literary and artistic backbones in the city every year. "These literary and artistic backbones have led the villagers to improve their literary and artistic level through going to the countryside for performances and training." The prosperity of the guests' rural cultural and sports undertakings has also benefited from the establishment of a long-term management mechanism. At present, the city has established more than 250 associations in 23 categories, and the masses are no longer looking for "township chiefs" but "presidents" to carry out cultural activities.
