"The problems brought about by the 'double reduction' need to integrate the forces of education, finance, human resources and social security departments to further scientific planning, strengthen departmental coordination, and form a work synergy." Gao Yangjie suggested that it is necessary to establish a quantifiable and monitorable evaluation index system, adopt expert and third-party assessment methods, and ensure that the "double reduction" work is effective.

"After-school services are an effective measure to implement the 'double reduction' policy, and it is also the main way for students in the compulsory education stage to grow up healthy and happy." Member Chen Xi from Xuzhai Primary School in Weiyang District said that high-quality after-school services can not only improve the quality of education in schools, but also cultivate children's sentiments and promote students to form a good outlook on life and values in the compulsory education stage.

Member He Chongqiu said that at present, there is a huge gap between high-quality schools and weak schools in Xi'an, and the distribution of teacher resources is uneven, and it is suggested that we should promote the flow of teachers and promote the balanced development of basic education.

"At present, the reform of performance pay for teachers in the compulsory education stage is basically in place, which provides the possibility of teacher mobility between schools." He Chongqiu suggested that in order to protect the rights and interests of the schools and migrant teachers who have flowed out of teachers, the government and the competent departments of education should establish and improve the mobile system to standardize and make it long-term; the education department should issue guiding opinions, on the premise of not changing the administrative affiliation of teachers and salary treatment, and implement a teacher rotation exchange system between primary and secondary schools and kindergartens under the jurisdiction of each district and county, such as a 5-year cycle, and the education department will arrange for one-fifth of the teachers in each school to be exchanged to other schools every year. After a cycle, he returned to his original school to teach.

He Chongqiu believes that the mobile targets can be teachers who have been teaching in a school for more than 10 consecutive years, as well as urban backbones, youth excellence and discipline honor winners, and each district and county can use pilot methods to summarize feasible experience and then gradually promote it.
