The original owner of the Republic of China building at No. 5 Luojia Road was Lin Wanwen, which was built in 1935 in the Western modern architectural style. The whole house sits south facing north and covers an area of 748 square meters. The main building is a Western-style three-storey brick-concrete building, the plane is U-shaped, the central three-storey, two wings and two floors, brick and wood structure, wooden doors and windows, internal stairs, there are 12 living rooms, study, bedroom and other rooms, and the new-style bungalows are 3 into 10. The exterior of the small building is a red flat tile roof, yellow cement brushed exterior wall, and the courtyard is lined with trees and winding paths. In 1946, when Tang Bourne became deputy commander of the army and commander of the Nanjing garrison, he bought his own house from Lin in the name of his wife Wang Jingbai.

He successively served as division commander, army commander, commander-in-chief of the group army, deputy commander-in-chief of the Army General Headquarters and commander of the Nanjing garrison, and commander of the Beijing-Shanghai-Hangzhou garrison.
