In view of the extremely severe and complex situation of this round of imported epidemics, in order to further do a good job in epidemic prevention and control, comprehensively improve the quality and effectiveness of nucleic acid screening of all employees, timely detect potential positive infections, completely cut off the community transmission chain, and achieve social clearance in the shortest time and at the smallest cost, in accordance with the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases", the "Law of the People's Republic of China on Emergency Response" and other provisions, according to the opinions of experts, the Municipal Command decided to announce the following:

First, strict management of personnel flow

1. Personnel in 7 districts such as Daoli, Daowai, Nangang, Xiangfang, Pingfang, Songbei, Hulan and so on are strictly restricted from leaving the main urban area, and those who really need to leave the main urban area to enter other districts and counties (cities) in our city must hold a negative nucleic acid test certificate within 48 hours and use the "Longjiang Health Code" green code to pass.

2. Acheng, Shuangcheng District 2 and Bayan, Mulan, Tonghe, Yilan, Founder, Yanshou, Bin County 7 counties (cities) do not need to leave the district (city), do need to go out of the district county (city) into other districts (cities) of our city must hold a 48-hour nucleic acid test negative certificate, with the "Longjiang Health Code" green code to pass.

3. Emergency, epidemic prevention, commuting, important public affairs, people's livelihood protection and other related personnel and vehicles are not restricted from entry and exit, but must hold a negative nucleic acid test certificate within 48 hours, and under the premise of doing a good job of protection, use the "Longjiang Health Code" green code to pass. Persons and vehicles that do need to go out for medical treatment are not subject to access restrictions.

4. The general public is requested not to leave Kazakhstan unless necessary, and those who really need to leave Kazakhstan must hold a negative nucleic acid test certificate within 48 hours and travel with the "Longjiang Health Code" green code.

Second, strict traffic and travel management

All kinds of public transportation should strictly implement the "scan code, temperature measurement, wear masks" (buses, online ride-hailing cars, taxis do not need to measure temperature) and disinfection, ventilation, flow restriction and other measures, drivers and passengers should strictly do a good job of personal protection, the passengers in the car shall not exceed 50% of the rated passenger capacity.

3. Strict management of business premises

1. Except for farmers' markets, shopping malls, supermarkets, morning markets, pharmacies, refueling (gas) stations, catering enterprises (only providing in-store pick-up, takeaway ordering services) and other basic livelihood security business places, other business places and stores are suspended.

2. Places that are allowed to operate should strictly implement various prevention and control measures such as "scanning codes, measuring temperature, wearing masks", staggering peak flow restrictions, daily disinfection, employee health monitoring, and holding a 48-hour nucleic acid test negative certificate to work. All those who do not follow the provisions of epidemic prevention and control will be ordered to stop business for rectification, and only after passing the conditions can they resume business.

3. During the nucleic acid screening period of all employees, all personnel who enter shopping malls, supermarkets, pharmacies, farmers' markets, morning markets and other business places must hold a negative nucleic acid test certificate within 48 hours, and those without certificates are prohibited from entering, and all localities can take necessary management measures according to the actual situation.

4. Strict community (village) management

1. The sealing and control area implements the area closure, staying at home, not going out, not entering, and providing door-to-door services; the control area advocates that personnel do not go out, and it is really necessary to strictly implement the strict implementation of people not leaving the area, taking things at the wrong peak, and strictly prohibiting gathering.

2. The sealing and control area, the community outside the control area (village tun) are all managed according to the prevention area, and the entrances and exits can be reduced according to the actual situation, and the measures of "scanning the code, measuring temperature, and wearing masks" are strictly implemented, and non-residents of the community (village tun), vehicles (except emergency support, medical rescue, garbage sanitation cleaning, etc.) are prohibited from entering, and outsiders who really need to enter the community (village tun) must hold a negative nucleic acid test certificate within 48 hours and be approved by strict registration before entering.

V. Strict home health management

1. All home isolation medical observers must comply with relevant regulations, and strictly implement the management measures of affixing seals, staying at home, and providing door-to-door services.

2. All home health monitoring personnel should strictly implement management measures that do not go out non-essentially, do not participate in various collective activities, do not eat together, and do not gather.

3. All personnel who violate the provisions of home isolation medical observation and home health monitoring will be transferred to centralized isolation, and the control time will be recalculated at their own expense.

6. Strict nucleic acid testing management

1. All personnel within the administrative area of Harbin City must participate in nucleic acid testing in accordance with the requirements of the community (village tun) notice to ensure that no one should be inspected and not left behind.

2. Personnel participating in nucleic acid testing should consciously obey the on-site management, do a good job of personal protection throughout the process, maintain a distance of more than 1 meter from others, and do not cut in line, do not talk, and do not gather.

3. Those who fail to participate in nucleic acid testing in accordance with the prescribed time limit, and who have a positive case and cause serious consequences, will be seriously investigated for responsibility in accordance with law. Where Party members and cadres and public employees fail to participate in nucleic acid testing as required by the prescribed time limit, they are to be notified to their units after discovery.

7. Strict express logistics management

1. Logistics, express delivery, and takeaway enterprises should strengthen the health management of employees, and all personnel should conduct nucleic acid testing once a day.

2. Logistics, express delivery, takeaway personnel are not allowed to enter the residential area in principle, and all contactless distribution methods are implemented.

3. Those who need to enter the community (village tun) to use smart express cabinets, stations, etc. to deliver logistics express, should strictly implement measures such as "scanning codes, measuring temperature, wearing masks", disinfection one by one, and strictly check the negative nucleic acid test certificate of the delivery personnel within 24 hours.

VIII. Strictly manage government organs, enterprises, and public institutions

1. During the nucleic acid screening period of all employees, the municipal organs at all levels, enterprises and institutions should strictly manage all entry and exit channels, strictly implement measures such as "scanning codes, measuring temperature, and wearing masks" for all entering personnel, and check the negative nucleic acid test certificate within 48 hours.

2. The business of all kinds of administrative examination and approval service halls, petition reception places and other window units in our city can be handled through online handling and self-service matters, all of which can be handled in a "no-meeting" manner, and if it is really necessary to handle it on the spot, implement the reservation system and implement various epidemic prevention and control measures.

3. All kinds of enterprises should effectively assume the main responsibility for epidemic prevention and control, and strictly implement the "two points and one line" commuting model.

Epidemic prevention and control is everyone's responsibility, and group prevention and group control can build a solid defense line. In the face of the epidemic, the general public is invited to actively respond to the call of the Municipal Command, consciously abide by various epidemic prevention and control regulations, and those who do not implement epidemic prevention and control measures in accordance with the regulations, causing the risk of the spread of the epidemic, will be held accountable according to law.

The epidemic prevention and control measures of Shangzhi and Wuchang cities shall be implemented in accordance with the relevant provisions of the local command headquarters.
