According to the plan, the two sides will coordinate construction in four aspects, such as coordinating the promotion of regional port logistics network operation, cultivating and enhancing the momentum of regional port logistics economic development, cooperating in the construction and operation of port logistics facilities, and optimizing the coordinated development environment of regional port logistics, and also clarifying a list of key matters (2022-2025) for a total of 20. Strive to reach 14 trillion yuan in total social logistics in Sichuan and Chongqing by 2025.

According to the embodiment
●The two sides will explore the establishment of a domestic and foreign container sharing system;
●Jointly operate the China-Europe express train (Chengdu-Chongqing) brand, and promote the consultation and cooperation mechanism of the pricing of the joint train;
●Promote the linkage of the dry port of Chengdu Economic Development Zone and the port of Chongqing Guoyuan, and jointly strive for the state to carry out research on the new channel of water transport in the Three Gorges and start construction;
●Support the cross-shareholding of airport groups in the two places, build a strategic alliance of Chongqing Airlines, and promote the coordinated operation of regional airports such as Wanzhou, Qianjiang, Mianyang, Yibin, Luzhou and Dazhou;
●Build Wanda Kai multimodal transport cooperation pilot zone, etc.
Strive to 2025, chengdu-Chongqing area through the western land and sea new corridor to transport a total of 460,000 TEUs, China-Europe express train (Chengdu-Chongqing) annual traffic of more than 5,000 trains, Chengdu-Chongqing area yangtze river upstream port cargo throughput of 310 million tons, Chengdu-Chongqing regional airport to achieve an annual cargo and mail throughput of 1.5 million tons, international routes covering 130 cities, regional container iron and water intermodal transport volume increased by more than 10% per year, jointly added 2-3 foreign multimodal transport routes.
The implementation plan also proposes that the two sides will promote the unified distribution of highway vehicles, LTL, integrated logistics and other enterprises for the Chengdu-Chongqing region, and select adjacent areas to build cross-regional public transport resource pools.
●In terms of building an integrated supply chain service system, the two sides will rely on the pillar industries of the Twin Cities Economic Circle in chengdu and Chongqing to promote the integration of logistics and industry;
●At the same time, we will create "multi-station integration, one-stop multi-functional" county, township and village commercial consumption outlets.
●We will accelerate the construction of Chongqing airport-type national logistics hub and promote the declaration of Chengdu airport-type national logistics hub.
●At the same time, accelerate the development of a hub economy in central Chongqing, and cooperate to jointly build a Suining dry port type national logistics hub, a Sichuan-Chongqing-Western integrated development pilot zone, a Luzhou port type national logistics hub, and a Chongqing dry port type national logistics hub.
It is worth mentioning that the two sides will also work together to promote the three major port logistics development belts: relying on the Chengdu-Chongqing Central High-speed Railway, jointly build a chongqing characteristic port logistics development belt; give full play to the advantages of the Yangtze River golden waterway, to create a port along the river port logistics development belt linked by the port industry and city; give full play to the advantages of the transportation capacity of the Chengdu-Kunming, Xicheng and other railway corridors, and create a convenient and efficient Logistics Development Belt of the Chengmianle Port.
The two sides will jointly strive for the State Railway Group to pilot the construction of high-speed rail freight trains from the Chengdu-Chongqing region to key cities in China; and strive to start the construction of the Chengdu-Chongqing expansion, Suiyu expansion, Dazhu to Matjiang, Chongqing via Xuyong to Junlian Expressway, etc.
It will explore the construction of overseas warehouses of China-Europe express trains (Chengdu-Chongqing) in major nodes such as Bremen, Budapest, and Tashkent; study and promote the construction of overseas nodes of the new land-sea corridor in the west, deploy and build overseas logistics operation systems in Cambodia, Myanmar, Thailand and other places, and improve the ability to organize southbound goods.
We will jointly strive for the opening of Chongqing Railway Port, Chengdu Railway Port and Wanzhou Port, Fuling Port, Luohuang Port, Changshou Port, Luzhou Port and Yibin Port to the outside world in an appropriate manner, promote the opening of Jiuzhai Huanglong Airport and Wanzhou Airport Ports, and strive to add 1-2 new official opening ports by 2025.
●The two sides will standardize the market access management in the field of port logistics, and coordinate the development of regional anti-monopoly and anti-unfair competition;
●Increase financial support and encourage different territories and types of enterprises to carry out asset integration;
●Strengthen the coordination of preferential policies in regional logistics land, taxation, investment attraction and other aspects.
●It will build a platform for industry-university-research cooperation in port logistics in Chongqing, set up a regional port logistics development think tank, and coordinate the formulation of incentive policies for the introduction of logistics talents.
According to the main goals proposed in the plan, we will strive to reach a total of 14 trillion yuan in social logistics in Sichuan and Chongqing by 2025, reduce the ratio of total social logistics costs to regional GDP by about 1 percentage point compared with 2020, and the total number of 5A-level logistics enterprises will reach 20, creating 2 or more national logistics hub economic demonstration zones.
