Improve the assessment system of streets and towns

At the end of 2021, Huangpu District will build a national standard environmental air automatic monitoring network in 17 streets and towns in the district (excluding the streets and towns where the state-controlled, provincial-controlled and municipal control points are located), becoming the first district in the city to complete "one street and one station". The "one street, one station" data will be used for the air quality assessment of the town and is consistent with the national standard assessment method to ensure scientific and effective, fair and just.

The implementation of street and town assessment has greatly mobilized the enthusiasm of all streets and towns to improve environmental air quality. Some streets and towns with a weak foundation for air pollution prevention and control have invited professional and technical teams to train the basic knowledge of air pollution prevention and control for street and town staff, construction site leaders and enterprise leaders to improve environmental management capabilities. All streets and towns have taken a series of measures to steadily improve regional air quality by strengthening the management of dust at construction sites and cleaning roads, setting up prohibited burning signs and propaganda banners at open burning points and entrances and exits of residential buildings.

As early as 2019, Huangpu District built an atmospheric monitoring grid system, built 254 micro monitoring stations, monitoring content includes conventional six parameters, VOCs and other monitoring parameters, covering the entire area and key pollution source emission points, forming a grid fine distribution point, and using the high spatio-temporal resolution characteristics of the micro station, quickly capture abnormal monitoring data of ambient air quality, real-time early warning, timely discovery, timely notification, timely processing, and timely feedback on the whole process of air pollution problems, forming a closed-loop management.

In the two years since the system was built, Huangpu District has investigated about 500 pollution sources according to the high value of the monitoring data of the micro-station and completed rectification in a timely manner, which has greatly improved the efficiency of law enforcement and disposal.

At about 16:00 on November 16, 2020, the PM10 concentration of a micro-site in a town suddenly soared about twice that of the surrounding stations, and the law enforcement supervisors immediately dispatched drones to inspect and investigate, found that there was open burning in a nearby village, and then notified the relevant departments to go to the processing immediately, and the follow-up data fell back to normal. At about 11:00 on March 30, 2021, the PM10 concentration of a station on a certain street was suddenly about 4 times higher than that of the surrounding stations, and the investigation found that there was a construction site nearby to remove garbage, and the dust was obvious, and the relevant departments immediately notified the town where it was located for disposal.

500 hydrogen fuel cell mud trucks were put into use

Effectively implement energy conservation and emission reduction, pollution reduction and carbon reduction

In June 2020, Huangpu District began to promote the new energy mud truck project, and in January this year, 500 hydrogen mud trucks in Huangpu District were officially put into operation at the engineering construction site. These vehicles can travel more than 400 kilometers after a single charge of hydrogen, and are expected to reduce carbon emissions by 35,000 tons per year when put into use.

According to the relevant person in charge of the new energy mud truck project, the green and low-carbon demonstration operation project of 500 hydrogen fuel cell mud trucks in Huangpu District is the country's leading and largest hydrogen fuel cell mud truck landing demonstration operation project, and it is also the first batch of such large-scale hydrogen energy heavy-duty vehicles put into operation nationwide after Guangdong Province was approved to build a hydrogen fuel cell vehicle demonstration application city cluster in August 2021. Through demonstration operation, the project effectively reduces the emission of air pollutants in Huangpu District, and drives the development of the new energy industry in the whole region through the demonstration role of the pilot, so as to promote the industry with operation and promote development with operation.

This batch of mud trucks is mainly used for use at the construction site of Zhenlong Area in Huangpu District. In order to effectively curb ozone pollution, the Huangpu District Bureau of Guangzhou Municipal Bureau of Ecology and Environment has formed 159 voCs characteristic research reports through basic information collection, on-site navigation monitoring, offline sampling and testing, total emission accounting, emission characteristic analysis, etc., and generated VOCs component spectrum, total emission list library, species inventory library, ozone generation potential library, and odor characteristic library of 159 VOCs-related enterprises in 11 industries under its jurisdiction, and finally established a voCs emission enterprise characteristic database.

On the basis of the data list, Huangpu District also uses the VOCs navigation monitoring method to carry out refined navigation around the enterprise, and draws a map of the distribution of unorganized emissions of VOCs of enterprises, which can guide enterprises to improve the management level of unorganized emissions.

At the same time, combined with the material balance algorithm, the total amount of VOCs emissions of enterprises can be calculated, and the disposal efficiency of corporate governance facilities can be assessed, which can not only provide scientific basis for guiding enterprises to improve the level of waste gas treatment, but also provide data support for the next step of ozone pollution prevention and control policies.

These "combined fists" have effectively improved the ability of Huangpu District to accurately prevent and control air pollution.
