The family originally lived in Arcadia, the county seat of Los Angeles, and the parents moved to Meyers, a small town near Lake Tahoe in South California, to find a safer neighborhood for their children.
June 10, 1991, was a day that jesse, who had just turned 11, was unforgettable.
Early that morning, My mother, Terry Probyn, went to work, and Jesse, dressed as a favorite fan, rushed alone to where the school bus was parked.

Born in California in 1951, Philip, a repeat offender and a registered sex offender, was born in California in 1951 and, at the age of 21, defiled a 14-year-old girl with drugs.

To that end, in July 2010, the California government decided to compensate Jesse for $20 million in compensation for her years of imprisonment, continued assault, and years of mental and physical abuse due to government negligence.

Jesse's family sued the U.S. government, saying that Philip had drunk and smoked contraband during parole, which violated parole regulations, should have been revoked and returned to prison, and if the government strictly enforced it, then Jesse would not have been kidnapped, and it was the government's negligence that allowed this tragedy to happen.
