The meeting read out the decision on the appointment of 17 cadres on temporary duty, including Liu Zhigang, Wei Qun, and Chen Wen, and conveyed the specific matters related to the municipal party committee on the 17 cadres on temporary duty to take up posts in our county.
Peng Litang gave a brief briefing to the 17 cadres on temporary duty on the basic situation of the county and the economic and social development. He pointed out that the 17 outstanding young cadres who went to our county to serve as deputy secretaries (deputy mayors) of township and town party committees is an important embodiment of the municipal party committee's great importance to grass-roots frontline work, an important deployment for enhancing the grass-roots frontline work force, helping rural revitalization, strengthening the standardization of grass-roots governance, and promoting the strategy of three strong and one, an important exploration of establishing a "long loop" mechanism for cadre growth, an important practice for building a high-quality cadre contingent and promoting the healthy growth of cadres, and an important practice for optimizing the structure of township and town leadership groups. An important measure to enhance the vitality of the contingent of grass-roots cadres.
Peng Litang demanded that when young cadres go to their posts, they should study diligently and think well, consult more veteran comrades who have been working in the grass-roots frontline for a long time, consult the relevant historical materials of their townships and towns, find out the number of townships and towns, and enter their roles as soon as possible; they should play a role, strive to return to the organization, earnestly enhance the ability of officers, enhance their core competitiveness, think about handling problems with changing thinking and vision, plan ideas, and change work patterns and work habits; they must have the courage to practice, dare to open their minds in their work, and let go of their hands and feet, and they must be good." Commanders must also be "combatants" who go deep into the fields and do a good job in accomplishing the work assigned by the party committee and government; they must be strict with themselves, display a good image, and scrupulously abide by the political concepts and value pursuits of leading cadres who are party members; they must enhance their sense of urgency that the time is not waiting for me and that they are only seizing the day, so that they can fulfill their positions, seek their own administration, and fulfill their responsibilities. Townships and towns (neighborhoods) should give targeted tasks and burdens to cadres on temporary duty, appropriately arrange some urgent, difficult, dangerous, and heavy tasks, pay attention to strengthening training and tempering in practice, and improve the comprehensive quality and practical work ability of cadres on temporary duty. He hoped that the cadres on temporary duty and the townships and towns receiving the post should pay full attention to the important significance of the work of the temporary post, seize the opportunity, blaze new trails, and jointly contribute to the construction of the five Qidong provinces.
