The Paper learned from multiple sources that Wen Liehong's case was a major triad-related case listed and supervised by the Supreme People's Procuratorate and the Ministry of Public Security, and the official "8.19" project was investigated by the police in Changde, Hunan Province. On September 20, 2018, the Changde Municipal People's Procuratorate filed a public prosecution with the Changde Intermediate People's Court for Wen Liehong and others in organizing, leading, and participating in a mafia-type case.

According to the prosecution's allegations, since 2002, Wen Liehong has wantonly issued usurious loans to some business owners in the province, opened casinos, organized gambling games, and provided gambling settlement in major hotels in Changsha, attracting and soliciting many business owners to participate in gambling activities and extracting profits from them. In 2009, Wen Liehong recruited defendants She Bin, Gong Hao, and others to use violent means such as illegal detention to recover usurious debts and gambling debts. In February 2010, with the advice and assistance of defendant Yao Yue, Wen Liehong registered and established Hunan Hongda Pawnshop Co., Ltd., using the corporatized model of usurious lending, violent debt collection, and casinos, and gradually established a relatively stable mafia-type organization with defendant Wen Liehong as the organizer and leader, defendants Shu Kai, She Bin, and Gong Hao as backbone members, defendants Liu Chuping, Wang Feng, Yao Yue, Yi Huiyue, and Wen Ya as active participants, and defendants Chen Zhifu, Hu Gaosheng, Zhang Xiangwei, And Huang Zemeng as other participants. After Wen Liehong was arrested, on March 1, 2017, the official website of the Hunan Provincial Commission for Discipline Inspection released the news: Zhou Fubo, director of the Hunan Provincial Comprehensive Management Office (at the level of the main department) and former executive deputy director of the Hunan Provincial Public Security Department, was under investigation by the organization for suspected major violations of discipline. On August 25, 2017, the Hunan Provincial People's Procuratorate arrested Zhou Fubo on suspicion of accepting bribes in accordance with the law.

On March 23, 2017, Zhang Xiangtao, former member of the Standing Committee of the Changsha Municipal Party Committee and minister of propaganda, was "shuanggui" by the Hunan Provincial Discipline Inspection Commission. On May 8, 2018, the Changde Municipal People's Procuratorate filed a public prosecution with the Changde Intermediate People's Court for the crime of accepting bribes and the crime of having a large amount of assets of unknown origin.

In November 2017, Li Zhengke, former deputy secretary of the Hunan Provincial Commission for Discipline Inspection (at the level of the main department), was subjected to organizational review. On September 12, 2018, the Intermediate People's Court of Chenzhou City, Hunan Province, held a public hearing on Li Zhengke's bribery and huge amount of assets of unknown origin.

According to democracy and the legal system magazine, Zhou Fubo, Zhang Xiangtao, and Li Zhengke are all "people in the circle" of Wen Liehong. Their downfall is all related to Wen Liehong.

According to the above report, when Zhou Fubo was the vice mayor of Shaoyang City, he was fascinated by gambling, often returning to Changsha from Shaoyang on Friday, going straight to the gambling place, gambling with Wen Liehong and others until Sunday night before returning to Shaoyang to work, fighting at the card table for two days and two nights, losing more than 2 million yuan at the most. After losing money, he asked Wen Liehong to borrow usurious loans. In October 2018, the State Supervision Commission of the Central Commission for Discipline Inspection publicly exposed five typical cases of mafia-related evil corruption and "protective umbrellas", one of which involved Zhou Fubo, former executive deputy director of the Hunan Provincial Public Security Department, who served as a "protective umbrella" for Wen Liehong and others, and Shan Dayong, former executive deputy director of the Changsha Municipal Public Security Bureau.
