On March 2, the 2022 Armed Work Conference and the Plenary Session of the State Mobilization Committee of Banan District were held. The meeting conveyed and studied the spirit of the Seventh Plenary (Expanded) Plenary Session of the Fifth Session of the Chongqing Municipal Party Committee and the Fifth Plenary Session of the Garrison District Party Committee, listened to the report on armed work, and awarded awards to advanced units and individuals that were commended by the city and the district.

He Yousheng pointed out that since 2021, under the leadership of the municipal party committee and the party committee of the garrison district, the party committee of the People's Armed Forces Department of Banan District has always adhered to Xi Jinping Thought on Strengthening the Army as the fundamental follow-up, adhered to the correct direction of the party's management of the armed forces and the fundamental principle of the party's management of national defense mobilization, effectively promoted the armed work of the whole region to a new level, was rated as advanced by the Chongqing Garrison District, and achieved the "four consecutive championships" of the comprehensive construction of the advanced people's armed forces department.
He Yousheng pointed out: It is necessary to resolutely implement the responsibility system for the chairman of the Central Military Commission, strengthen theoretical armament, implement various systems, and ensure that the armed work is comprehensively planned and promoted in an all-round way with the economic and social development of the whole region; it is necessary to do a good job in national defense mobilization work, and establish and improve the coordination mechanism for the command and use of military and local forces in accordance with the principles of linking the military with the localities, integrating peacetime and wartime, and smooth and efficient; it is necessary to strengthen the building of the contingent, establish and improve the talent pool of specialized military cadres, do a good job in recruiting soldiers, explore the characteristics and laws of the "two marches a year" reform, and further strengthen military-local cooperation It is necessary to promote double support and joint construction, increase the intensity of national defense education for the whole people, fully tap the potential resources of national defense in our region, and ensure that the multiple military, social, and economic benefits are optimized and maximized.
He Yousheng stressed: The district people's armed forces department should do a good job as coordinator for promoting the implementation of the work, weave a "net" of the leadership mechanism, straighten out the "line" of connecting demands, and build a "bridge" connecting policies, so as to effectively connect the military and the localities and make seamless connections; it is necessary to strengthen supervision and assessment, evaluate the completion of major tasks such as annual conscription, standardized construction of armed positions in town streets, registration of military service, and investigation of the potential of national defense mobilization, and strive to create a new situation of high-quality development of national defense mobilization and reserve force construction in the whole region.
The meeting also awarded awards to the advanced brigade and regimental-level party committees, the Ministry of Comprehensive Construction of Advanced People's Armed Forces, the Outstanding Individuals in the Construction of the Ministry of People's Armed Forces, and the Collectives with Outstanding Achievements in Conscription Work, which were commended by the Chongqing Garrison District, and awarded awards to the Advanced Grassroots Armed Forces Department, Outstanding Armed Cadres, National Defense Mobilization Pioneer Units, and Advanced Military Training Units that were jointly commended by the Banan District National Defense Mobilization Committee and the Banan District People's Armed Forces Department.
