Zhang Yuxia, female, born in 1980, Han ethnicity, is currently a senior partner lawyer of Shanghai Shenhao Law Firm; the deputy director of the Social Welfare and Legal Aid Business Research Committee of the Shanghai Lawyers Association; the backbone assistance lawyer of the Shanghai Legal Aid Center and the Jing'an District Legal Aid Center; the supervisor of the Shanghai Volunteer Association; the vice president of the Jing'an District Social Resettlement Help and Education Volunteer Association; the special supervisor of the Jing'an District Public Security Public Security; the special mediator of the Shanghai Railway Transportation Court; and the law enforcement supervisor of the Shanghai Women's Prison.

At the same time, Zhang Yuxia is also a guest lawyer of TV and radio programs such as "New and Old Lady Uncle I Want to Ask a Lawyer", "Rule of Law Special Service Group", "Seeing the World with Law Eyes" and other TV and radio programs, and is affectionately called Xiao Zhang Yuxia by the audience with her sharp, professional and people-friendly style.

On July 15, 2013, the Jing'an District Bureau of Justice and the Jing'an District People's Procuratorate jointly established Zhang Yuxia's Juvenile Studio. In 2015, Zhang Yuxia's Minors Studio set up a psychological counseling center at the Jing'an District Mental Health Center. Zhang Yuxia has the qualifications of second-level psychological counselor, intermediate sign language interpreter and assistant social worker.

Zhang Yuxia is a partner lawyer at Shanghai Shenhao Law Firm, who originally had a stable income and source of cases, but she was enthusiastic about public welfare and became an excellent public interest lawyer. In the past ten years, she has undertaken more than 1,300 legal aid cases and received more than 10,000 legal aid calls to visit recipients.

She actively participates in community service, and every year she walks the streets and alleys to give more than 50 lectures on legal popularization to community residents. As a backbone lawyer of Shanghai Legal Aid Center and Jing'an District Legal Aid Center, she has always integrated the concept of social responsibility into her work, and she cares about the disadvantaged and actively participates in volunteer service.

As the vice president of the Jing'an District Social Help and Education Volunteer Association and a volunteer of the Shanghai Social Help and Education Volunteer Association, she insists on going to the prison several times a year, including the Shanghai Baimaoling Prison and Juntianhu Prison in Anhui Province, to give legal aid lectures to prisoners serving sentences in prison, and has provided case legal advice and assistance to dozens of community inmates and those released after completing their sentences.

Over the years, she has contributed her youth, enthusiasm and love to the grassroots and legal aid public welfare undertakings in the community.

01 Love the cause of aid, dedicate no regrets to youth

Ten years ago, Zhang Yuxia resolutely threw herself into legal aid work. She started as a lawyer on duty and spent every week at the Jing'an District Legal Aid Center for on-site consultations or answering the 12348 hotline.

In the consultation, Zhang Yuxia, who once had a social work qualification, was particularly affectionate and patient, always putting herself in the shoes of the parties, considering the interests of the parties, making the parties feel concerned and cared for, and winning the trust of many parties.

02 Care for minors and convey the warmth of the rule of law

In her legal aid work, Ms. Zhang Yuxia always strives for excellence and perfection. In order to better solve the demands of disadvantaged groups such as deaf and mute people, Zhang Yuxia used her two years of spare time to learn sign language, and successively obtained the primary and intermediate sign language translation qualification certificates.

In the process of handling deaf and mute cases, she attaches great importance to communicating with deaf and mute people about their living conditions, and through communication, strives to build confidence for them and help them live a self-supporting life.

At the same time, she also used her spare time to enroll in psychological counselor courses and obtained the national second-level psychological counselor qualification, using professional psychological knowledge to help recipients in need of help, and was able to detect problems early in the process of consultation and case handling to avoid tragedies.

In 2013, with the joint support of the Jing'an District Bureau of Justice and the Jing'an District People's Procuratorate, the city's first professional juvenile legal aid institution named after lawyers, "Zhang Yuxia Juvenile Studio", was established. Using this as a platform, Zhang Yuxia has provided legal aid to hundreds of minors to help them get lost and return.

Lectures on youth rights law and moot court activities were also held on a rotational basis in various neighbourhoods and schools. In February 2015, with the support of the Jing'an District Justice Bureau and the Jing'an District Mental Health Center, Zhang Yuxia's Juvenile Studio set up the "Zhang Yuxia Juvenile Studio Psychological Service Point" at the Psychological Counseling Point of the District Mental Health Center.

Zhang Yuxia has also provided legal aid to victims of dozens of cases of sexual assault of minors, and has undertaken the first public welfare case involving the protection of minors, such as the first case in Shanghai in which an administrative organ sued to deprive a minor of the right to take custody of her birth mother, and the guardianship agency sued the minor's birth mother for paying maintenance.

03 Firmly rooted in the community, sowing the sunshine of the rule of law

Lawyer Zhang Yuxia often goes into the community and connects with many streets and neighborhood committees, regularly carries out consultation and lecture activities, and publicizes the Constitution, property law, marriage law and law on the protection of the rights and interests of the elderly to the community. At the same time, Zhang Yuxia also provides door-to-door consultation services for the elderly who are inconvenient to travel, patiently listening to their requests for help and helping them solve problems.

Since 2015, for four consecutive years, the Legal Service Center for the Elderly of the Municipal Commission on Aging has cooperated with the Lawyers Association to arrange for her to carry out lectures on popularizing the law for the elderly into the community in various areas of the city (including Chongming, Jinshan, Fengxian and other areas), and has given more than 120 lectures, which have received strong responses among the elderly in various districts.

At the beginning of the epidemic this year, ms. Zhang Yuxia joined the volunteer team of Shanghai Railway Station from the fourth day of the Chinese New Year, and from February 3, she assisted the railway station staff to guide and divert passengers coming to Shanghai, and instructed passengers to fill in and report personal information on their mobile phones.

When masks and other protective equipment were once in short supply, lawyer Zhang Yuxia spontaneously purchased masks and donated them to the Shanghai Children's Welfare Institute and the Shanghai Jing'an District Mental Health Center, sending a sense of peace of mind to the staff and doctors there, and also sending masks to the elderly in many street jurisdictions that usually provide legal services, and sending a convenience to these elderly people who do not understand online shopping.

04 Participate in rule of law publicity and promote faith in the rule of law

Since 2011, Zhang Yuxia has participated in the "New old woman and uncle I want to ask a lawyer" popular law program of Shanghai Television and Radio, and has become a regular guest of these programs with a professional and sharp review style. She believes that the analysis and explanation of individual cases in the media can enable more people to know how to protect their legitimate rights and interests, which has a more far-reaching and positive significance for popularizing the law, promoting the rule of law, and believing in the law.

Because of the sharp and professional heroine style in the show, she was affectionately called Xiao Zhang Girl by the audience. While mediating conflicts, she popularized professional and practical legal knowledge for the grassroots people of one city and one family.

05 Concern for vulnerable groups and promote legal safeguards

As a member of the Kuomintang Revolutionary Party, she actively participated in the administration and deliberation of politics and submitted proposals related to the law, including suggestions on strengthening the guardianship system for minors, and suggestions on promoting legal aid publicity.

At the same time, she also went to various detention centers to participate in the investigation of the current situation of detention centers and related regulations and regulations, participated in the discussion of the reform of the "Anti-Domestic Violence Law" (draft), the "Juvenile Protection Law" of the Youth League Municipal Committee, the "Regulations on the Prevention of Juvenile Delinquency" and other laws and regulations, submitted proposals on "Strengthening Legal Aid for Juvenile Victims" and "Research on Pre-litigation Legal Services", and was selected as the organizational proposal of the Municipal Committee of the Municipal Committee of the Kuomintang to submit to the two sessions.

She has used her strength in her area of expertise to participate in the process of promoting the rule of law. As an excellent role model among public interest lawyers, Ms. Zhang Yuxia is now the deputy director of the Social Welfare and Legal Aid Business Research Committee of the Shanghai Lawyers Association, and she is committed to the development of legal aid and social welfare undertakings, and actively and extensively guides the young lawyers around her to join the ranks of public interest legal services.
