Since 2019, Ningbo has focused on exploring and promoting the construction of a health care system, focusing on "having facilities, equipment, teams, standards, and data" ("five haves") to provide the elderly with health care security at the bedside, around and around them. We invited Liu Zhen, director of the Elderly Care Service Division of the Ningbo Civil Affairs Bureau, to interpret the latest practices of Ningbo's construction of a health care system.
Reporter: How to understand the integrated development of health care services, so that the elderly can be guaranteed around the bedside? Which pilots did better?
Liu Zhen: Health care services focus on the elderly, disabled, and dementia elderly, establish a service system that supports the orderly transfer of medical institutions, pension institutions and families, ability assessment, professional services and care policies, and builds a health care operation mechanism for rehabilitation referral, rehabilitation referral, rehabilitation transfer, and rehabilitation transfer.
Ningbo Minkang Hospital, a provincial-level health care consortium, has established a health care alliance with domestic medical colleges, tertiary hospitals, rehabilitation institutions, old-age service institutions, surrounding communities and social organizations, established a municipal dementia medical rehabilitation center, and created a professional platform integrating dementia research and teaching, ability assessment and other functions.
As an example, Haishu Guang'an Nursing Home, a municipal (county) level health care consortium, constructs a rehabilitation object identification, classification and grading assessment, and rehabilitation treatment mechanism to achieve the mutual sharing of health care information resources and the orderly circulation of health care services inside and outside.
Township (street) level health care consortium - Haishu Yuehu Street Home Care Center as an example, in conjunction with grass-roots health institutions, home care service stations and social organizations, the introduction of elderly cognitive assessment equipment, scenario interactive rehabilitation training system, cognitive memory training interactive system, to provide the elderly with life cycle health care services.
Reporter: What is the whole life cycle of health care services, what are the resource elements, and what is the most critical?
Liu Zhen: We focus on the requirements of "institutions follow the elderly, and services revolve around the elderly", using the health care service consortium unit, extending professional services to home care services, breaking through service barriers between institutions and home communities, changing the past separation between institutions, hospitals and communities, and sending services to the bedside, side and periphery of the elderly. Health care services need to be supported by multiple elements such as venues, facilities, talents, funds and data, and the key is to cultivate a health care team to improve the health care service experience.
Reporter: What work difficulties have been encountered at this stage and how to overcome them?
Liu Zhen: There is still a shortage of health care professionals in the city's old-age service institutions, and the gap in professional rehabilitation nursing personnel is large. We will continue to support the medical institutions within the nursing home to gradually increase the proportion of medical personnel such as rehabilitation physicians and rehabilitation therapists, carry out the transformation of excellent nurses into rehabilitation nurse training programs, continue to implement the subsidy policy for graduates of colleges and universities without professional restrictions to start a business and enter the pension institutions, and increase the cultivation of health care talents. In addition, the health care consortium needs cross-departmental alliance, the dependence of civil administration on medical treatment and rehabilitation has always been strong, and the departmental synergy effect needs to be further catalyzed and strengthened. Strengthen exchanges and cooperation between civil affairs and health, human resources and social security, education and other departments, and build a health care service mechanism led by the government, coordinated by departments, participated in by society, and operated by the market.
