The cause of old-age care is related to thousands of households and the vital interests of everyone.
In the past two years, in view of the current situation, trend and reality of the province's aging work and the actual work of old-age services, the provincial party committee and the provincial government have taken the lead in issuing the "Opinions of the Zhejiang Provincial Party Committee and the Zhejiang Provincial People's Government on Promoting the High-quality Development of Civil Affairs in the New Era" ("Civil Affairs 30 Articles"), and put forward the goal of building a "happy and elderly care benchmark area". Secretary Yuan Jiajun proposed at the Ninth Plenary Session of the Fourteenth Provincial Party Committee to create a golden business card of "Zhejiang Longevity" so that every elderly person can enjoy a long life with guaranteed quality.
In the first three quarters of the year when Zhejiang promoted high-quality development and built a common prosperity demonstration zone, what achievements were made in the field of old-age services in our province, and what shortcomings needed to be made up? In this regard, this reporter interviewed Wang Jianhou, secretary of the party leading group and director of the Zhejiang Provincial Department of Civil Affairs.
Reporter: Since the beginning of this year, our province has further promoted the construction of the province's health care system, accelerated the construction of the "Happiness and Elderly Care BenchmarkIng Area", and helped the construction of the common prosperity demonstration zone What phased results have been achieved?
Wang Jianhou: As always, the work of old-age services continues to receive great attention from party committees, governments and all sectors of society. Zhejiang Civil Affairs adheres to the people-oriented and problem-oriented, further accelerates the development of inclusive old-age services and mutual-aid old-age care, and focuses on what the majority of the elderly think and worry about. In the evaluation of the satisfaction of the provincial people's congress standing committee with the elderly care service on September 29, the satisfaction and basic satisfaction with the overall situation of the old-age service and the work of the Department of Civil Affairs reached 100%.
Since 2019, our province has explored the construction of a health care system, and at the end of last year, the pilot work of health care consortium construction was officially launched. At present, more than 200 health care associations have been built in various parts of our province. In Zhejiang, more than 98% of the elderly choose to stay at home. Through the development of "smart old-age care" applications in many places in our province, the elderly can easily enjoy home health care services. At present, 314 hospitals in our province's Internet hospital platform have access to the "Internet + nursing services", and 115,000 online nursing specialist clinics and 13,000 home nursing services have been carried out.
This year, the Ningbo Civil Affairs Department, together with the Human Resources and Social Security Department, took the lead in carrying out the pilot reform of the occupational skill level recognition of elderly care workers. Since April, more than 1,000 people have been newly identified by the occupational skill level of elderly care workers. Changxing County has introduced relevant employment subsidies on the basis of the entry award for elderly care workers, with a maximum subsidy of 105,000 yuan.
In the first three quarters of this year, the people's livelihood made rapid progress. The construction of 27,000 households (135% over the quota) was completed for the renovation of family aging, 307 home care service centers in townships (streets) were completed and accepted, and more than 130 health care complexes declared were steadily promoted in accordance with the pilot program.
The construction of the team has yielded fruitful results. The number of licensed elderly caregivers per 10,000 elderly people has reached 18.2, and the training and identification work is on track. The just-concluded eighth competition for elderly care workers in the province, Hangzhou and Ningbo have achieved stable results, Jinhua has risen strongly, and the gap between 11 cities has been significantly narrowed.
Digital reform enters the runway. "Zhejiang Liyang" version 1.0 began to be trialed, seven major application scenarios have been launched, the West Lake District "one-click pension", Anji "one bed and one code", Dongtou "elderly canteen" and so on online operation.
Two new things are rolling out in full swing. At the beginning of the year, on the "two sessions" director's channel, I proposed two new things of "one big and one small", and the special plan for old-age service facilities in 11 districted cities is being prepared; the action of "supporting the elderly on the island and settling down together" has been completed for 4 months, and 30 elderly service personnel have been stationed on 15 remote islands, and the high-quality old-age services in the economically developed areas of northern Zhejiang have been sent to Shanghai Island, which has been praised by the local elderly.
Reporter: While making achievements, what new and old problems have been discovered, and what shortcomings need to be filled?
Wang Jianhou: It should be said that the achievements are outstanding, but there are still obvious shortcomings.
For example, the nursing profession is unattractive, and the service team is still weak. At present, there are 20,578 licensed elderly care workers in the province, 53% of whom are over 50 years old and less than 3,000 people under 30 years old.
For example, the layout is not reasonable enough. The total number of beds in the province's pension institutions is quite large, but in large and medium-sized cities, pension institutions are generally located in the periphery, with inconvenient transportation, lack of medical care, lack of fireworks, and the elderly are reluctant to stay.
In addition, there is the problem of insufficient policy support. The responsibility of the government still stays on the bottom of the guarantee, the ordinary people's "one person is disabled, the whole family is unbalanced" problem is prominent, and there is a lack of support for the elderly families with disability and dementia. Even in cities that have implemented long-term care insurance, only severe disabilities are funded, and coverage is still a bit narrow. How to reduce the pressure of middle-income families to provide for the elderly remains to be solved. There is also the lack of accurate and professional services, and the common problem is that the care for disability and dementia in nursing institutions is insufficient, there is a lack of large-scale dementia care areas, and there is almost no community intervention for dementia. There is still a big gap in the benchmarking of Shanghai in the Yangtze River Delta region. For example, some home-based old-age care services stay at the level of domestic service, and cannot provide professional old-age services.
Reporter: The task of pension is arduous, and it is necessary to complete the goals set at the beginning of the year, what should we do next? How?
Wang Jianhou: On October 14, the on-site promotion meeting of the province's health care system construction proposed that it is necessary to promote the construction of the health care system throughout the province, and build 1,000 health care consortiums by 2025 to form a health care service network covering the whole province. The site also issued a draft of the construction specifications of the health care consortium, which put forward specific requirements for five aspects, such as the function of the service place, the rehabilitation facilities and equipment, the construction of the professional team, the management system standard, and the information platform data.
At the same time, it is necessary to fully complete the practical things of the people's livelihood for the elderly, so that the elderly have a real sense of gain. By the end of October, it is necessary to complete the transformation tasks of all families in the province that are included in the age-appropriate transformation. Township (street) home care service centers and health care consortium pilots are fully covered. By the end of this year, it is necessary to further optimize and adjust the location of the township (street) home care service center to achieve full coverage.
The number of licensed elderly caregivers per 10,000 elderly people is an important indicator to measure whether the old-age service work is good or not. By 2025, the province will have 25 licensed elderly care workers per 10,000 elderly people, of which at least 27 are in 5 cities, including Hangzhou, Ningbo, Jiaxing, Huzhou and Shaoxing.
Our province will accelerate the construction of a unified "Zhejiang Liyang" smart old-age service platform in the province, accelerate the research and development of care robots, high-precision monitoring equipment and other products, and further promote the aging and intelligent transformation of the elderly's families, rely on the provincial public data platform to establish a "pension cloud" database, and build at least one smart nursing home in each county (city, district) by 2022.
Achieving balanced coverage of basic old-age services on mountainous islands is a major issue related to the construction of common prosperity demonstration zones. Hangzhou, Ningbo, Jiaxing, Huzhou and Shaoxing should continue to send elite soldiers and strong generals to provide services on the islands, strengthen roving guidance, and improve the level of institutional pension and home care services. Next, on the basis of the successful experience of the island branch, we should gradually extend to the 26 mountainous counties in the province, and strive to take the lead in making breakthroughs in the "mountain-sea cooperation" model of old-age services.
