Difficult, advance into the disaster area to seize time
On the afternoon of the 25th, we drove to the horn of the 214 provincial highway, the wind was strong, the rain was urgent, and it looked far away, a vast ocean, unable to pass. When we were at a loss, we encountered the Haishu Fire Rescue Brigade that came to the rescue, and we joined forces, carrying kayaks, life jackets and other water rescue equipment, and walked into the villages of Dongqiao to search for people for help.
"Anybody? The further you go, the deeper the water gets, and the firefighters have to take kayaks, connect their bodies with safety ropes, and search from house to house. In one factory, 19 workers were trapped and the rubber boats could not all be transferred. After checking the water level, experienced firefighters act as "bellwethers", and all of them form a "long snake array", slowly advancing, and finally safely moving to the resettlement site.
The list of such rescue stories in that afternoon is endless. On that day, a total of 723 people were rescued.

Vehicles travel to the exit of the Zhidong Bridge Expressway, which has become a "rescue headquarters", and the two sides of the exit are full of rescue vehicles from all sides. And the water outside the exit is thick, only to see the storm boat transporting supplies and personnel non-stop shuttle. "Divide into two teams, hurry up and act..." The team members jumped down and moved the submarine and the motor... In just 5 minutes, the command came to the task of delivering food to a resettlement site of 400 people.
Against the wind and rain, wading in the water, the water is constantly pouring into the rain boots, soaking wet, and traveling slowly. Due to the power outage, the night is shrouded. At this time, the streets of Dongqiao were overflowing with water, and where the searchlights reached, the flooding of shops on both sides was about half a floor. We shook on the water as we boarded the stormtrooper and started the motor, because the cell phone signal was intermittent and the navigation could not give us accurate directions. To make matters worse, the depth of the water was different, and the stormtrooper motor could not be continuously turned on, so we had to push the kayak with the rescue team and force the way forward with the flashlight. 4 kilometers of road, the dark "waterway" traveled to take an hour and a half. In the vast darkness, moving forward in the water, we feel afraid and afraid of getting lost, we constantly encourage each other, work together, rely on a beam of light to judge the direction.

Along the way, our storm boat took several people trapped in the car and wading through the water, and the group of people either pulled or pushed, and arrived at the Dongqiao police station. Here the lights are bright, busy and orderly, and there are many food, water and other materials stored in the house, which will be distributed according to demand. Generators in the backyard of the police station are rumbling to ensure that the police and command system are unobstructed.
Ten minutes later, Chen Qing received a new distress message — to transfer a group of trapped people. Due to the limited load capacity of the assault boat, we decided to stay behind and leave the position to those who needed to be transferred. At the police station, we met Gan Laiyu, the head of Yonghong Construction Company, who was directing the engineering vehicle. Because of the serious water accumulation, he organized 4 large transport vehicles to come to Dongqiao and transport people and supplies from the highway to various areas.
We got into one of the construction vehicles and returned to the highway. "It's okay now, the car can still move, if it continues to rise, the water will be filled into the fuel tank, and it is inevitable to lie down." The driver looked tired to Katsukata, having eaten a lunch since 11 p.m., and he hadn't had time for a dinner until 11 p.m. "It came at 6 a.m., I don't know how many trips back and forth."
On the "waterway", the construction vehicle travels at a "turtle speed" of 5 kilometers per hour. Back at the high-speed entrance headquarters, it was already 4 a.m., the scene gradually became quiet, the wind and rain gradually decreased, and only the sound of the generator appeared heavier.

In the early morning of July 26, in order to ensure the safety of the reservoir, the two major reservoirs upstream of Zhou Gongzhai and Kyaukkou opened their gates and discharged floodwater, and the water accumulation in the cave bridge became more and more serious, and the whole line was cut off from power and water.

The "Red Sea Commando Team", composed of party members and reserve party members of Haishu District-level organs and units, sank to the front line, and together with more than 260 dongqiao town and village cadres, more than 2,000 volunteers, and rescue forces such as armed police, fire brigades, and militia, tried all kinds of ways to safely transfer more than 7,600 people to 23 local resettlement sites.

At the resettlement site, Zhang Xianjie and volunteers carried more than 20 elderly and disabled people with limited mobility to the disaster shelter on the second floor, and repeatedly traveled back and forth in the chest-deep flood to deliver water and food to the victims. Earlier, an 80-year-old man who was soaking wet was transferred here, and Zhang Xianjie took out his only quilt and spread it under the old man.

In the resettlement site of Dongqiao Town Junior High School, the classrooms on the second, third and fourth floors and the closed corridors outside the classrooms are fully open to the people who are sheltering from danger, and the resettled masses are mainly migrant workers and local villagers, with nearly 1,000 people. Here, drinking mineral water, instant noodles, biscuits, cold mats and other materials are plentiful, and whenever the "room chief" and "layer chief" distribute food and supplies, the queue is orderly.

In the Dongqiao Mingyuan community, which was the hardest hit by the disaster, electric workers waded through the water to repair, inspected the floor of one building after another, and replaced the meters that may have been flooded.
The electricity is restored, the lights are on, and the people have a sense of security in their hearts. At the entrance of Dongqiao Mingyuan, the largest community in Dongqiao Town, we met an old man who went downstairs to purchase supplies, which was the first time he went downstairs in three days. At 11:47 a.m. on the 28th, the water level of the outer river was finally lower than the water level of the inland river, and the 6 strong exhaust units of the wind shed pump gate ended more than 110 hours of continuous operation, shutting down and preparing.
Jin Xuyi, deputy director of the Haishu Embankment Institute, introduced that since the separation of the strong discharge at 16:19 on the 23rd, a total of 29.41 million cubic meters was discharged by noon on the 28th, exceeding 60% of the strong displacement of the pump in the Haishu Area, effectively alleviating the water pressure in the entire Haishu Area, especially in the Dongqiao area.

The water has receded, the power supply has been restored, and many communities and enterprises have also regained popularity. Volunteers wielding shovels and brooms to remove silt and clean and kill can be seen everywhere, a scene of heat.
As of the evening of the 28th, some restaurants and shops along the street in Dongqiao Town have reopened, and residents of Shagang Xinyuan and other communities have blown on fan air conditioning. At present, power emergency repairs are still in progress.
