Dear teachers, students, staff and family members and friends in the county,
At present, the epidemic situation at home and abroad is becoming increasingly tense, Guangxi Baise, Wenshan Malipo, and Hekou County in our prefecture have local cases, and teachers, students, employees, family members and friends in the county should clearly understand the current severe situation of epidemic prevention and control in the education and sports system, fully fulfill the "personal responsibility" of epidemic prevention and control, and work together with one heart and one mind to promote the implementation of the general strategy of prevention and control of "external prevention of import and internal prevention of proliferation". The following urgent notice is hereby given on the prevention and control of the epidemic in the spring semester of 2022:
1. Consciously abide by the regulations on the opening time of the school year
According to the needs of epidemic prevention and control work, all primary and secondary schools, kindergartens, teachers, students, employees, and family members and friends in the county are invited to consciously abide by the requirements of the opening time of the spring semester of 2022, and organize the opening of schools in an orderly manner in accordance with the principle of staggering the peak at the wrong time in batches. All types of schools at all levels should comply with the "Notice of the Yunnan Provincial Department of Education on Printing and Distributing the Requirements and Measures for the Prevention and Control of the Campus Epidemic in the Spring Semester of 2022" (Yunjiaofa [2022] No. 9), the "Emergency Notice of the Honghe Prefecture Education and Sports Bureau on Matters Related to the Opening of the Spring Semester of 2022", the "Notice of the Honghe County Education and Sports Bureau on Doing a Good Job in the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic Before and After the Start of the Spring Semester of 2022", and other provincial, state and county epidemic prevention and control documents, and implement the measures and requirements in a strict and detailed manner. Compulsory education in the 9th grade, the first and second grade students of high school are postponed to February 27, and classes will be held on February 28. Students in grades 1-8 of compulsory education will arrive and attend classes after February 28, and the specific time will be decided by the party committees and governments of each territory and the command headquarters on the premise of fully studying and judging and ensuring safety. Kindergartens, special education schools, and secondary vocational schools open at staggered peaks after the opening of compulsory education schools.
2. Do not travel to medium- and high-risk areas
Please do not go to the medium and high-risk areas and the county, city and district where the medium and high-risk areas are located, do not go to other counties, cities and districts where the medium and high-risk areas are located, in principle, do not go to border counties and cities without special reasons, if special reasons really need to go out, you must use the "Communication Itinerary Card" green card and the "Yunnan Health Code" green code to pass. All teachers and staff who leave Honghe Prefecture or have other travel needs are reported to their units and reviewed by the main leaders of their units in accordance with the principle of "who approves, who is responsible"; students and parents leave the county to report to their schools; return to our county in strict accordance with the requirements of epidemic prevention and control to do personal protection, and those who need to return to school must report to the school and the local epidemic prevention and control headquarters for approval before returning to school.
Third, do not gather unless necessary
Adhere to the principle of "who holds, who is responsible, who approves, and who supervises", advocates "postponing red affairs, simplifying white affairs, and not doing banquets" and no more than 10 people at family dinner gatherings, and strictly preventing personnel from gathering. Suspend the holding of non-essential gathering activities, if it is really necessary to hold activities with more than 50 people, the organizers shall formulate epidemic prevention and control work plans and emergency response plans, and report to the headquarters of the county leading group for epidemic response work for approval before they can be carried out. Activities such as banquets with more than 5 tables must be reported to the local village committee (community) for approval and strictly implement the epidemic prevention and control regulations.
4. Accurately grasp the trajectory of teachers, students, employees and co-residents during the winter vacation and the health status of the 14 days before the start of school and return to school
Schools should accurately grasp the health status and itinerary of teachers, students, employees and their co-living personnel for 14 consecutive days before the start of school, and resolutely prevent risky teachers, students and employees from returning to school. Overseas teachers, students and employees are not allowed to return to Honghe County without receiving the notice, and those who receive the notice to return to the county will be quarantined for 14+ 7 days, and after 7 negative nucleic acid tests, they will be isolated at home for 7 days, and they will be lifted after 2 negative nucleic acid tests; teachers, students and employees in medium and high-risk areas will temporarily return to school, and the specific return time will be arranged according to the epidemic situation and the deployment of the Honghe County Leading Group Headquarters Office for Epidemic Response work Teachers, students and employees in Hekou County strictly implement the epidemic prevention and control measures issued by the Headquarters office of the Hekou County Leading Group for Epidemic Response; teachers and staff in low-risk areas report to the school one week before the start of the school year and make every effort to make preparations before the start of the school.
V. Strictly implement epidemic prevention and control measures and close the doors of good schools
Teachers, students, employees, family members and friends in the county are requested to wear masks scientifically before entering the school, prepare health codes and itinerary cards in advance, and actively cooperate with staff to conduct identity verification, body temperature detection, health code and itinerary card verification. All faculty and staff to carry out a nucleic acid test before returning to school, the test result is negative before returning to school, students returning to school from outside the state and border counties and cities in the state (now divided into medium and high-risk areas) must provide a negative nucleic acid test certificate within 48 hours to enter the school; abnormal body temperature, health code non-green code, and no mask are allowed to enter the school. After the opening of the school, strictly implement the closed management, guide teachers, students and employees to do a good job of personal protection, avoid participating in gathering activities, reduce travel, and strictly implement the registration management system when entering and leaving the school.
Sixth, do a solid job of protection work
The first is to strengthen publicity and education, pay attention to protection, popularize the knowledge of new crown pneumonia, and wear masks scientifically in public places such as schools, hospitals, shopping malls, supermarkets, farmers' markets, banks, hotels, and restaurants, and develop good habits such as frequent hand washing, regular ventilation, non-gathering, and "one meter line". Second, once an individual and his family have symptoms such as fever, cough, sore throat, fatigue, decreased sense of smell (taste), and diarrhea, please wear a mask in time to the nearest fever clinic for treatment, and truthfully inform personal travel history, activity history and contact history, and avoid taking public transportation on the way to medical treatment.
Teachers, students, employees, family members and friends throughout the county are invited to actively cooperate with the epidemic prevention and control work, so as not to create rumors, not to spread rumors, not to believe rumors, and to make due efforts and contributions to building a solid barrier for epidemic prevention and control in the county and maintaining social harmony and stability in the county.
