On November 18, 2021, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Strengthening the Work on Aging in the New Era (hereinafter referred to as the Opinions). In order to effectively implement the "Opinions", the National Committee on Aging is hereby issued to you the task division plan for implementing the "Opinions of the CPC Central Committee and the State Council on Strengthening the Work on Aging in the New Era", and all localities and departments are invited to conscientiously implement the spirit of General Secretary Xi Jinping's important instructions on the work of the elderly, further improve the political position, compare the division of tasks, refine the work measures, grasp the implementation, and promote the high-quality development of the cause of the elderly.

First, improve the old-age service system
(1) Innovate the home community pension service model. Based on home-based old-age care, through new construction, renovation, leasing and other ways, improve the community old-age service capacity, focus on the development of street (township), urban and rural community two-level old-age service network, relying on the community to develop a diversified home-based old-age service. Local governments are responsible for exploring and promoting the establishment of models for extending the services of professional institutions to communities and families. Street communities are responsible for introducing professional institutions that serve the elderly in terms of meal assistance and cleaning assistance, and community organizations introduce relevant nursing professional institutions to carry out care for the elderly at home; the government strengthens organization and supervision. The government should cultivate professional institutions that serve the old and guide their standardized development, and guide them to provide sustained and stable services in accordance with the principle of guaranteeing capital and small profits. Give full play to the role of community party organizations, explore the "community + property + pension service" model, and increase the effective supply of home community pension services. Combined with the implementation of the rural revitalization strategy, strengthen the construction of rural old-age service institutions and facilities, and encourage the development of mutual-aid old-age services based on village-level neighborhood mutual aid points and rural happiness homes. (2) Further standardize the development of institutional pensions. All localities should develop institutional pensions through direct construction, entrusted operation, purchase of services, and encouragement of social investment. Strengthen the construction of the Glory House. Public old-age care institutions give priority to receiving financially difficult disabled (including dementia, the same below), widows, widows, the disabled, the elderly and the elderly in special families with family planning, and the elderly who have made important contributions to society, and provide old-age services that meet quality and safety standards. Establish and improve the standard and evaluation system for old-age services, and strengthen the supervision of the construction and operation of old-age institutions. Study and formulate policies for the management of pre-collection of service fees by pension institutions, and strictly prevent acts such as ringing money and fraud in the name of pension institutions. (3) Establish a list system for basic old-age services. All localities should formulate a list of basic old-age services according to their financial affordability, and provide appropriate services such as old-age security, life care, rehabilitation care, and social assistance to different groups of the elderly, such as health, disability, and economic difficulties. The list should clarify the service targets, service contents, service standards and expenditure responsibilities, and dynamically adjust them according to economic and social development and scientific and technological progress. By the end of 2022, a comprehensive assessment system for the capacity of the elderly will be established, and the results of the assessment will be mutually recognized across departments nationwide. (4) Improve the multi-level old-age security system. Expand the coverage of endowment insurance, and gradually achieve full coverage of statutory personnel for basic endowment insurance. As soon as possible, realize the national overall planning of the basic endowment insurance for enterprise employees. Improve the adjustment mechanism for basic old-age insurance benefits, and ensure the basic livelihood of those receiving benefits. Vigorously develop enterprise (occupational) annuities, promote and standardize the development of the third pillar of endowment insurance. Explore ways to increase the income of the elderly in rural areas through the asset income support system. Second, improve the health support system for the elderly
(5) Improve the level of health services and management for the elderly. Strengthen the publicity and education of elderly health knowledge in urban and rural communities, and improve the health literacy of the elderly. Do a good job in the health management of the elderly in the national basic public health service project and the health management service of traditional Chinese medicine. Strengthen the early screening, intervention and classification guidance of key chronic diseases in the elderly population, and carry out oral health for the elderly, nutrition improvement for the elderly, prevention and treatment of dementia in the elderly and psychological care actions. Improve the coverage rate of family doctor contract services for the elderly, such as incapacitated, seriously ill, elderly, and low-income, and improve the quality of services. Expand the scope of home medical services provided by the medical association such as family beds and home visits, and may reimburse relevant medical expenses in accordance with regulations, and charge door-to-door service fees according to costs. Actively give play to the role of grass-roots medical and health institutions in providing high-quality traditional Chinese medicine services for the elderly. Strengthen the construction of national geriatric centers and lay out a number of regional geriatric medical centers. Strengthen the construction of geriatric departments in comprehensive hospitals, and the proportion of geriatric departments established in general hospitals at the second level and above will reach more than 60% in 2025. Through new construction, renovation, expansion, transformation and development, strengthen the construction of geriatric hospitals, rehabilitation hospitals, nursing homes (centers, stations) and preferential care hospitals, and establish a two-way referral mechanism for medical treatment, rehabilitation and nursing. Accelerate the construction of elderly-friendly medical institutions to facilitate the elderly to see a doctor. (6) Strengthen long-term care services and safeguards for the disabled elderly. Improve the long-term care service model from professional institutions to communities and families. In accordance with the relevant requirements of the implementation of the national basic public health service project, carry out health assessment and health services for the disabled elderly. Relying on nursing homes (centers, stations), community health service centers, township health centers and other medical and health institutions, as well as old-age service institutions with service capabilities, provide long-term care services for the disabled elderly. Develop "Internet + care services", actively develop family pension beds and nursing care beds, and facilitate the care of the disabled elderly. Steadily expand the hospice pilot. Steadily promote the pilot of the long-term care insurance system, guide local governments to focus on further clarifying the scope of insurance and protection, continue to improve the diversified financing mechanism, improve scientific and reasonable treatment policies, improve relevant standards and management methods such as treatment payment, and innovate management and service mechanisms, increase the intensity of exploration, improve existing pilots, and actively explore the establishment of a long-term care insurance system suitable for the national conditions of the mainland. (7) Deeply promote the integration of medical and nursing care. Health departments and civil affairs departments should establish a communication and coordination mechanism for the integration of medical and nursing care. Encourage medical and health institutions to carry out agreements and cooperation with old-age care institutions, further integrate and optimize grass-roots medical and health and old-age resources, and provide medical treatment, rehabilitation nursing, life care and other services. Support the transformation of secondary and below medical institutions in areas with abundant medical resources, and carry out rehabilitation, nursing and integrated medical and nursing services. Encourage grassroots to actively explore the on-demand standardized conversion mechanism for pension beds and medical beds in relevant institutions. According to the characteristics of serving the elderly, the medical insurance limit of medical institutions held by pension institutions is reasonably approved. By the end of 2025, each county (city, district, banner) will have 1 county-level support service institution for the extremely poor with the function of combining medical and nursing care. Where eligible family members of disabled elderly persons participate in nursing knowledge and other related vocational skills training, vocational training subsidies are to be given in accordance with regulations. Create a number of demonstration projects for the integration of medical and nursing care. Third, promote the social participation of the elderly
(8) Expand the supply of educational resources for the elderly. The education department will take the lead in studying and formulating policies and measures for the development of education for the elderly, and adopt methods such as promoting qualified schools to carry out education for the elderly and supporting social forces to hold universities (schools) for the elderly to promote the expansion of the supply of education resources for the elderly. Encourage colleges and universities and vocational colleges with the capacity to open majors and courses related to elderly education, and strengthen the construction of disciplines and the cultivation of talents. Preparation of teaching materials related to education for the elderly. Relying on the National Open University to prepare for the establishment of a national university for the elderly, and build a national platform for sharing resources and public services for the elderly education. Innovate mechanisms to promote the opening of universities for the elderly held by departments, industry enterprises, and universities to the public. (9) Improve the quality of cultural and sports services for the elderly. All localities should support street communities to actively provide cultural and sports activity venues for the elderly by revitalizing vacant houses, parks, shopping malls and other resources, organize and carry out cultural and sports activities, and realize the combination of entertainment, fitness, culture, learning, consumption, and exchanges for the elderly. Cultivate grassroots cultural and sports backbones that serve the elderly, improve the participation rate and quality of cultural and sports activities for the elderly, and departments such as culture and tourism and sports should do a good job in standardizing and managing work. Develop tourism products and routes for the elderly, and improve the quality and level of tourism services for the elderly. Counties (cities, districts, banners) should integrate existing resources and set up education, culture, fitness, and exchange places suitable for the elderly. (x) Encourage the elderly to continue to play their role. Combine the elderly with the elderly, improve employment, volunteer service, community governance and other policies and measures, and give full play to the role of the young and elderly. In schools, hospitals and other units, as well as industries such as community housekeeping services and service management in public places, explore models suitable for flexible employment for the elderly. Encourage all localities to establish an information database on talents for the elderly, and provide employment introduction, vocational skills training, and innovation and entrepreneurship guidance services for the elderly who are willing to work. Carry out the "Silver Age Action" in depth, and guide the elderly to actively participate in activities such as grass-roots democratic supervision, changing customs and customs, civil mediation, and cultural, educational, and health activities in the form of volunteer service. Give play to the active role of the elderly in family education and family style inheritance. Strengthen the construction of grass-roots party organizations of retired cadres and workers, encourage veteran party members to transfer organizational relations to their places of habitual residence in a timely manner, guide old party members to play a role in light of their own actual conditions, and do a good job of spiritual care and ideological guidance for the elderly. Comprehensively clean up unreasonable regulations that prevent older persons from continuing to function. Fourth, focus on building an age-friendly society
(11) Strengthen the protection of the rights and interests of the elderly. All localities shall solicit the opinions of the elderly when formulating specific measures involving the interests of the elderly. Establish and improve early warning, investigation, and mediation mechanisms for contradictions and disputes involving old-age marriages and families, infringement, and so forth. Strengthen the popularization of the law on the protection of the rights and interests of the elderly, raise the awareness of the elderly to use legal means to protect their rights and interests, enhance the ability of the elderly to recognize fraud and prevent deception, and severely crack down on telecommunications network fraud and other illegal and criminal acts in accordance with the law. Improve the guardianship system for the elderly. Advocate that law firms, notary institutions, and grassroots legal service institutions reduce or waive legal service fees for the elderly, and provide door-to-door services for the elderly with limited mobility. Establish age-appropriate litigation service mechanisms to provide safeguards for the elderly to facilitate their participation in litigation activities. (xii) Create a livable environment for the elderly. All localities should implement the regulations, standards and norms for the construction of barrier-free environments, and incorporate the construction of barrier-free environments and the transformation of suitable aging into urban renewal, the transformation of old urban communities, the transformation of dangerous houses in rural areas, and the improvement of rural living environments, so that the elderly can participate in social activities more safely and conveniently. Encourage localities with the capacity to carry out barrier-free and age-appropriate renovations, equipped with life aids, install emergency rescue facilities, and carry out regular visits to families of the elderly, such as the disabled, disabled, and elderly, who are in financial difficulties. Guide all localities to introduce standards for family aging transformation in combination with actual conditions, and encourage more families to carry out ageing transformation. While encouraging the promotion of new technologies and new methods, we should retain the traditional service methods familiar to the elderly, and accelerate the aging transformation of Internet applications and mobile terminals and APP applications commonly used by the elderly. Implement the "Wisdom to Help the Elderly" action, strengthen digital skills education and training, and improve the digital literacy of the elderly. (13) Strengthen social respect for the elderly. Carry out in-depth education on the national conditions of population aging. Implement the Chinese filial piety and respect for the elderly cultural inheritance and innovation project. Continue to promote the "Respect for the Elderly Month" series of activities and the creation of the "Respect for the Elderly Civilization", combined with the selection of models of the times and moral models, and select trees to commend the advanced models of filial piety and respect for the elderly. Volunteer service for the elderly will be included in the comprehensive practical activities of primary and secondary schools and the practice of college students. Strengthen the work of preferential treatment for the elderly, on the basis of travel convenience, preferential bus rides, ticket reductions and exemptions, etc., encourage qualified localities to further expand preferential treatment projects, innovate preferential treatment methods, set up preferential treatment signs for the elderly in conspicuous positions, and promote the elderly to enjoy various preferential policies with valid documents such as identity cards. Localities with the capacity should actively implement projects for the elderly in foreign ports to enjoy local preferential treatment equally. Give play to the role of radio and television and online audio-visual media, strengthen publicity and guidance, and create a good social atmosphere of respect for the elderly. (14) Strengthen planning guidance. Prepare relevant special plans, improve the support policy system, and comprehensively promote the development of the aging industry. Encourage all localities to make use of the advantages of resource endowments to develop characteristic aging industries with comparative advantages. Coordinate the use of existing financial channels to support the development of the aging industry. (15) Develop industries suitable for the elderly. Relevant departments should formulate catalogues and quality standards for elderly products and services, and promote the certification of old-age services. All localities should promote the standardized development of food, medicine and elderly products industry closely related to the lives of the elderly, improve the function and quality of traditional old-age products, and meet the special needs of the elderly. Enterprises and scientific research institutions should increase the research and development and manufacturing of elderly products, support the transformation of key technological achievements and service innovation of elderly products, and actively develop intelligent, auxiliary and rehabilitation products suitable for the elderly to meet the needs of the elderly to improve the quality of life. Encourage enterprises to set up online and offline integration, special counters and experience stores for the elderly, and vigorously develop new models and new formats for the integration of pension-related industries. Encourage commercial insurance institutions to develop health insurance products for the elderly under the premise of controllable risks and commercial sustainability. Market supervision and other departments should strengthen supervision, severely crack down on illegal acts such as infringement of intellectual property rights and the manufacture and sale of counterfeit and shoddy goods, safeguard the consumer rights and interests of the elderly, and create a safe, convenient and honest consumption environment. VI. Strengthen work guarantees for the elderly
(16) Strengthen the construction of talent teams. Accelerate the construction of professional and technical, social service, operation and management, scientific research talents and volunteers that meet the needs of the work of the elderly in the new era. Employers should effectively guarantee the salary treatment of pension service personnel, establish a wage distribution mechanism based on job value, ability quality, and performance contribution, and enhance the attractiveness of pension service posts. Vigorously develop relevant vocational education, and carry out training actions for old-age services and nursing personnel. For medical personnel working in medical institutions organized by nursing homes, reference may be made to the implementation of relevant incentive policies for grass-roots medical personnel. (17) Strengthen the supply of facilities for the elderly. All relevant departments in all regions should strengthen the construction of facilities for the elderly in accordance with the requirements of the "National Medium- and Long-term Plan for Actively Responding to the Aging of the Population", and accelerate the realization of the goals of nursing beds in old-age institutions and universities (schools) for the elderly. All localities should formulate and introduce standards and implementation rules for the establishment of supporting old-age service facilities in newly built urban areas, newly built residential areas, old towns and completed residential areas, and implement the requirements for the establishment of old-age service facilities. Newly built urban areas and newly built residential areas shall be supported by the construction of old-age service facilities in accordance with the requirements of the standard to achieve full coverage. By 2025, the old city and the built residential area combined with the transformation of old urban communities, the construction of residential areas to make up for the shortcomings of the action and other supplementary construction of a number of old-age service facilities, "one quarter of an hour" home care service circle gradually improved. Relying on and integrating existing resources, develop street (township) regional old-age service centers or service complexes for the elderly, coordinate relevant policies and funds in accordance with regulations, and provide comprehensive services for the elderly. (18) Improve relevant support policies. To meet the funding needs for the development of the cause of the elderly in the coming period, improve the financial investment policy and multi-channel financing mechanism for the development of the cause of the elderly, continue to increase the investment support within the central budget, and further increase the proportion of lottery public welfare funds used for social welfare services by the Ministry of Civil Affairs at the same level and local governments at all levels for social welfare undertakings. All localities should make overall plans for the development of the cause of the elderly, increase financial input, and all relevant departments should make good use of relevant funds and resources to actively support the work of the elderly. Study and formulate support policies for housing and other institutions, improve the policy of ladder electricity, water and gas prices, and encourage adult children to live nearby or together with elderly parents, fulfill the obligation of support, and assume the responsibility of care. For zero-employment family members with a heavy burden of support, priority is given to public welfare posts in accordance with regulations. Implement relevant fiscal and taxation support policies, and encourage all kinds of public interest social organizations or charitable organizations to increase investment in the cause of aging. Carry out national demonstration activities to create elderly-friendly communities, and include the construction of an elderly-friendly society into the important content of the selection of civilized cities. Promote cross-field, cross-departmental, and cross-level data sharing related to the elderly, and improve the statistical survey and release system for the living conditions of the elderly. Actively participate in global and regional governance of ageing, and promote the implementation of the national strategy to actively respond to population aging and effectively connect with the implementation of the relevant goals of the 2030 Agenda for Sustainable Development.
